With greatest pleasure and highest satisfaction I welcome you at the 6th edition of the Lauder Conference - 2Day Ambassador, a remarkable opportunity to celebrate over a decade of exclusive academic partnership between the Ronald S. Lauder-Foundation, the Magna cum Laude-Reut Foundation, the Lauder-Reut Educational Complex and the Ministry of Foreign Affairs, the Romanian Diplomatic Institute, the Ministry of Education, the Ministry of Culture and National Identity, the Embassy of the State of Israel in , the Lauder School of Government, Diplomacy & Strategy and the Raphael Recanati International School in Israel, the City Hall of , the City Hall of the 3rd District and the Bucharest School Inspectorate.

Our 2Day Ambassador International Conference is the exclusive event which connects the junior and senior high school students with the fascinating world of diplomacy, enabling them to learn and to debate topics of utmost interest on the national and international scene, side by side with the highest-level diplomats, politicians, experts and academic personalities from Romania and abroad.

As our Lauder-Reut students enjoy and are aware of their unique educational offer that is singular in pre- university academics in Romania: accredited studies in Diplomacy, International Relations, Business, Media, Communication, Negotiation, Debate, and Public Speaking, they are also aware of their privilege and duty to share their experiences, knowledge and ideas, with their peers in Romania, as well as abroad.

I am proud and excited at the same time to have seen over 1,400 attending pupils along these six years of conference. As part of the public service programs initiated by our Foundations and Educational Complex, and supported by the amazing personalities on the Lauder-Reut Board of Trustees, this Conference is a remarkable example of our involvement and duty to the entire community by ensuring quality in the pre-university education and by giving access to elite educational events and programs to all the pupils.

Therefore, allow me to salute the students from 41 schools in Bucharest present here today, the Pupils’ Council of Bucharest with whom we share a long-standing collaboration to the benefit of the public schools and all the authorities, whose prompt contribution and ready answer to our projects facilitated this extraordinary educational event this year and before.

Dear delegate students, our Conference is dedicated to you as tomorrow’s leaders of Romania and of the world. By organizing this Conference we are proud to be partners with the Romanian society in shaping its future. It is both the opportunity we provide to you by connecting you with the present day leaders and also your hard work from an early age that will bring us to the desired goal of a better world.

I hope you feel as enthusiastic as I do about the massive support you enjoy from the present leaders in diplomacy, international affairs, executive administration and academics who, in their position of key- note speakers or moderators here today, are willing to pass on their message, experience and knowledge to you. 2DAY AMBASSADOR – THE PROJECT, THE CONFERENCE

History

Since the year 2006, The Ronald S. Lauder Foundation Romania has been running a successful early education program consisting in a 3-year course in diplomacy and international affairs, for the students of the Lauder-Reut High School.

The program is part of a larger interdisciplinary platform, which includes early studies in business and financial education, communication, media &PR, debate and public speaking, science & math.

Why a business, media and diplomacy high school?

Because we think that an inter-disciplinary early education in such fields has become a must today and can be successful even in high school.

We believe our students should be offered this opportunity, of learning how to be a career diplomat, a professional advocate, business man, entrepreneur or communicator to their community and country.

To this end, Ronald S. Lauder, our founder, serves as the closest model: he’s at the same time an internationally prominent community leader and philanthropist, a diplomat, businessman and entrepreneur, though educated to be a high class communicator and spokesman.

Mission & objectives. 2Day Ambassador – An Educational Service to the Community and to the Future of the Country

The Annual Lauder International Conference on Diplomacy and Global Affairs for High Schools – 2Day Ambassador is part of the Lauder-Reut Educational Complex inter-disciplinary program of early education in business, media and diplomacy – but most important, it is Lauder-Reut community service aimed at educating the future leaders of the country-be them diplomats, politicians, scholars, businesspersons or other professionals in related fields.

As the only Romanian high-school with a formal curricular area dedicated to diplomacy and international affairs, the Lauder-Reut High-School takes pride in having established a tradition of annual events of national and international reach, in which students from Romania and abroad have the opportunity to interact with each other, as well as meet high-level diplomats, policy experts and cultural personalities.

One of these highlight events is the “2Day Ambassador” – the Lauder International Conference on Diplomacy & Global Affairs for High Schools.

As The Lauder-Reut High School students enjoy an exclusive educational offer that is unique in pre-university academics: accredited studies in Diplomacy, International Relations, Business, Media, Communication, Negotiation, Debate, and Public Speaking, they want to share their experiences, knowledge and ideas, with their peers in Romania, as well as abroad. Our Lauder- Reut students follow these studies during 3 of the 4 high school years, all thanks to the exclusive academic partnerships that the Ronald S. Lauder Foundation has concluded with prestigious Romanian and foreign universities, the Romanian Ministry of Foreign Affairs, the Romanian Diplomatic Institute, the Raphael Recanati International School and the Lauder School of Government, Diplomacy and Strategy in Israel, the Lauder Business School of , the Weizmann Institute of Science in Israel, the Cannes Lions Office Romania, the , The Polytechnic University of Bucharest, the National School of Political and Administrative Studies, the Romanian Association for Debate, Public Speaking and Rethorics.

This is why the Ronald S. Lauder Foundation and the Lauder-Reut Educational Complex initiated the Conference in 2012: our students’ exclusive opportunity to access the fascinating world of diplomacy and international affairs, had to be shared with students from around the country and abroad.

Right from its start, the Lauder Conference has enjoyed a large support from the Romanian central and local authorities (the Presidential Administration, Ministries, Romanian Intelligence, the City Hall), whose highest level representatives have served the event, alongside with the chiefs of over 35 foreign diplomatic missions in Romania.

“Stimate doamne,

Stimați domni,

Îi salut cu mult respect pe toți participanții la evenimentul de astăzi pe care avem onoarea de a-l găzdui în Camera Deputaților din Parlamentul României. Este cea de-a șasea ediție a Conferinței Lauder de diplomație și afaceri internațional pentru învățământul liceal – 2 Day Ambassador. Așadar, avem onoarea de a împlini și de a continua o tradiție deja consacrată în domeniul promovării studiului diplomației la nivel liceal.

Am mai avut ocazia de a participa la alte evenimente organizate de reprezentanții Complexului Educațional Lauder-Reut. Vă mărturisesc că am fost de fiecare dată foarte impresionat. Pentru cei care cunosc mai puține despre acest liceu – care iată ne oferă astăzi o nouă generație de diplomați – aș vrea să spun că rata de promovabilitate la bacalaureat și la evaluările naționale este de 100%. Iar după mediile obținute la aceste evaluări, Complexul Educațional Lauder Reut s-a situat anul trecut între primele 10 licee dintre cele peste 1.350 care funcționează astăzi în România. Așadar, aceste rezultate reprezintă o garanție certă a faptului că noua generație de diplomați pe care o avem astăzi în față a beneficiat de cele mai înalte standarde educaționale din România și de pretutindeni.

Încă de la evenimentele anterioare mi-a atras atenția un fapt mai puțin obișnuit – anume că în curricula acestui liceu erau incluse și studiile de diplomație și afaceri internaționale. Liceul Lauder-Reut este de altfel singurul din România care oferă studii în domeniul diplomației. Dar sper ca această ofertă educațională să fie prezentă și în liceele de stat. Consider că o concurență constructivă în acest domeniu la nivel liceal ar avea un efect benefic pentru pregătirea noilor generații de diplomați ai României.

Introducerea studiilor diplomatice la nivel liceal este cu certitudine o idee excelentă pe care trebuie să o promovăm și să o sprijinim. Diplomația este prin excelență o profesie vocațională, iar cel mai bun moment pentru orientarea vocațională a noilor generații este în perioada studiilor liceale. Așadar, salut și susțin această inițiativă a Complexului Educațional Lauder- Reut, iar în opinia mea ea trebuie extinsă și la nivelul altor licee din România.

Trăim vremuri foarte complexe pe plan internațional. Au loc schimbări majore care redesenează harta geostrategică a lumii. Centrele de putere își redefinesc sferele de influență, iar diplomația va deveni probabil mult mai activă decât am fost obișnuiți până acum.

Mai mult ca niciodată, România are nevoie de reconstrucția unei noi școli diplomatice care să ne readucă prestigiul din timpul lui . Istoria ne arată cât se poate de clar că în momentele de cumpănă destinul unei țări depinde de diplomații săi. Așadar, atunci când vorbim despre destinul României trebuie neapărat să ne uităm la viitoarele generații de diplomați care se formează acum și de a căror inteligență și pricepere va depinde viitorul țării noastre.

Prin urmare, stimați invitați, vă rog să îi priviți cu multă atenție pe acești tineri excepționali care deja au făcut primii pași în cariera lor de diplomați. Cu siguranță o bună parte dintre ei vor scrie viitoarele pagini de istorie ale României. În mâinile lor ne vom încredința destinul și viitorul României. Așadar consider că e de datoria noastră să îi sprijinim și să îi călăuzim în dezvoltarea lor profesională. Prin ei am început deja să ne construim propriul viitor.

“The Lauder Conferences for Diplomacy and International Relations became a true tradition, a trademark of Lauder-Reut Educational Complex and of its innovation capacities so that those who graduate high school get to be more prepared for life. This event represents an example of good practices concerning high school education and I am honored that the Ministry of Foreign Affairs is a traditional partner of this initiative. The world as we know it today is characterized by intellectual mobility and the capacity of each person to adapt to a multicultural environment and the ability to communicate to other people from around the world became essential. These evolutions are already part of our everyday life and require our attention not only in the academic environment, but also in what concerns undergraduate education, being of utmost importance for a society that wants to fully embrace the process of globalization. What other instrument than a course in diplomacy and international relations can offer students a better understanding of the world today? Diplomacy is the art of understanding the world and also the talent to put together knowledge from different areas. The diplomat is the international relations expert that can master knowledge beyond the use of words. Creativity is born from a deep knowledge of the world and all-round education. Our society has been suffocated for too many years by non-values` dictatorship. It is time to build a society with new leaders that can make a change trough accountability, meritocracy, professionalism, sobriety, respect; it is necessary for them to put above everything else the responsibility towards the people who put hope and trust in them. True leaders must bear in mind Romania and the interest of their own people in any context and in every instance of their actions.

I would like to thank the Jewish community in Romania for its contribution as a factor of modernization of the Romanian society and I want to show my appreciation towards Lauder Foundation for maintaining such a beautiful tradition in modernizing the Romanian society. In this small community, students and teachers build Europe passionately. Let’s follow their example! I believe that such times define and build our future and the decisions today should rely and count not only on the mind but also on the soul and heart. I have always considered that youth represents the greatest resource of our country and that we have a duty to fight for them to have the best possible opportunities in terms of education and quality of life. This is the key to ensure sustainable growth in Romania as well as at the European level. Romanian young people have an amazing potential in such different areas and they have to be constantly encouraged to develop their skills here, not abroad. “I am very delighted to continue this tradition and join you in the opening of the 6th edition of the “2Day Ambassador - The International Lauder Conference on Diplomacy and Global Affairs for High Schools” organized by the Lauder-Reut Educational Complex.

Diplomacy is something I have been acquainted to since very little. I am the daughter of a diplomat but it was not necessary that this would be the path that I would choose. In the beginning I was dreaming of a normal life, pursue my studies, have a family, but while growing I felt that I want to do something more, not only for myself but for the community, for my country and that’s why after graduating I joined the Foreign Service.

As a diplomat you must be willing to place your country and your work before your personal life and even your personal beliefs. Being a diplomat is a lifelong mission.

Being a Lady Diplomat is even more challenging in our world that is still a very masculine one. Like in many other fields women have to prove themselves to be taken seriously. They have to assert their proficiency and competences and prove their aptitude to evolve in this career. However, despite all sorts of inequalities, it is only through education that we can overcome them.

When it comes to my personal life, I have always tried not to impose to my family situations that were impossible to cope with. I made efforts in order to spend time with my children, to end missions so that they could study in Israel, to conciliate career and family life by giving my husband the possibility to develop his own interests while we were in Israel between my missions.

Becoming a diplomat means going through a challenging selection, with very high criteria, which includes knowledge in a variety of domains.

The formation of a diplomat implies knowing a good bit about foreign affairs and foreign policy, some legal approach, and also to demonstrate a reasonably sophisticated understanding of our own country: history, geography, politics, economics, high and popular culture, comprehension of the political environment, ability to analyze complex situations, writing and analytical skills, and proficiency in languages. We were trained for about two years in those different fields. But there are some things one cannot learn: curiosity, idealism and loyalty to the country, and last but not least good social skills.

Due to of my career I lived an enriched life. I had the occasion to discover other countries and live historical times. I had the chance to visit beautiful places and meet interesting people in different domains, like politics, culture, academia, science, and economy. The diplomats from other countries with whom I worked during my career are not only my colleagues; they are my friends from all over the world. My family too was enriched by the contact with different civilizations and the experiences we joined together.

Representing Israel is a real challenge as everybody thinks they know all about our region but in fact very few people actually understand the reality of Israel.

I always try to remember that diplomacy is the weapon of peace, a weapon of intelligence and fair-play involving the development of special skills to maintain the fragile balance of human coexistence in a world which is increasingly exposed to intercultural turmoil and collisions. So even today, not less than in the past, there is no substitute for professional diplomacy. It is a long and demanding route, but it is incredibly interesting and highly rewarding.

Last but not least, I would like to commend Mrs. Tova Ben-Nun Cherbis, President of the Lauder Complex, for organizing such a unique and remarkable event.”

“Distinși participanți, înalte personalități din lumea politică, diplomatică, socială și de educație,

Dragi elevi, participanți la „The International Lauder Conference on Diplomacy & Global Affairs For High Schools”,

Este o adevărată onoare pentru mine, în calitate de Președinte al Federației Comunităților Evreiești din România – Cultul Mozaic, să adresez un mesaj de bine și mult succes lucrărilor acestui important eveniment de învățământ, educație, viață social-politică și diplomatică.

Noua sesiune, a VI-a, a programului “The International Lauder Conference on Diplomacy & Global Affairs For High Schools” este, pe cât de binevenită, pe atât de îndrăzneață și sper performantă, sub aspectul participanților, temelor care se dezbat și al învățăturilor pe care le pot deprinde elevii Complexului Educațional Lauder-Reut, dar și din alte centre de succes ale învățământului din România.

În ce mă privește, particip cu satisfacție la acest deosebit de important eveniment din România de astăzi, reunind înalte personalități din țara noastră, înscris pe coordonatele de progres, civilizație și înțelegere interumană.

Acum 20 de ani, a apărut ideea unei Școli Evreiești în București. Noi nu am mai avut. După reforma din 1948, când s-au desființat toate școlile evreiești, nu numai școlile evreiești, ci toate școlile confesionale și private, a reapărut această Școală Lauder.

Mai întâi ca o mlădiță. A început cu o grădiniță și a ajuns unde a ajuns.

Cred că este o unitate de învățământ școlar în București care face cinste Bucureștiului, României și, de ce nu, Federației Comunităților Evreiești din România.

Complexul educațional Lauder a avut, însă, câteva idei la bază, mai cu seamă să devină o școală de cultivare a valorilor. Astăzi, mai mult, când se vorbește de valori, avem nevoie de valori. Nu vreau să prelungesc această idee. Ori, la Școala Lauder se cultivă valori. Și valorile duc la rezultate.

Nu uitați, în ultimii 2 – 3 ani, promovabilitatea la bacalaureat a elevilor de la Lauder a fost de 100%. Intrarea în universități a fost aproape totală, la cei care au îndrăznit să o facă.

Școala Lauder oferă, întradevăr, învățământ, educație, cultură, civilizație.

De aceea, nu putem să nu o aplaudăm și vă rog să aplaudați împreună cu mine această unitate școlară, pentru tot ce a făcut.

Pentru mine, evreul-român, ajuns, cu ajutorul Bunului Dumnezeu, la o vârstă respectabilă, întâlnirea din aceste zile este un prilej de a fi împreună cu generația de mâine, cu voi, dragi elevi, cărora va incumbă misiunea de a duce România mai departe, în directă relație cu contextul general european și mondial.

Ca Președinte al Federației Comunităților Evreiești din România sunt mai mulțumit și mai fericit că avem Școala Lauder, pentru că, aici, copiii sunt formați în ideea multilingvismului.

În afară de limba română, limba engleză, apare ivrit. Nu este rău pentru oamenii lumii de astăzi să cunoască o limbă străină, alta decât o știau până atunci, dobândind, astfel, deschidere spre lume, Școala Lauder fiind cultivatoare de valori, cultivatoare de cunoștințe lingvistice, dar și cultivatoare de cultură.

Bazat pe cunoștințele acumulate prin învățătură, din cărți, dar, mai cu seamă, din viața reală, concretă a oamenilor din România și din lume, pot să vă spun că valorile sunt fundamentale în formarea voastră ca oameni sociali sau, cum se numește de unii sociologi, ca “homo socialis”. Sunt, astfel, deosebit de importante munca, învățătura continuă și implicarea directă în viața societății, în raport cu poziția pe care o aveți din diferitele momente ale vieții voastre.

În comportamentul dumneavoastră de viitor, profesional și social, va trebui să dovediți mereu deschidere umană, disponibilitate de dialog și interesul constant pentru imprietenire și armonie între oameni.

Evident, în aceste direcții de preocupare, este necesar și posibil să recurgeți la ce se numește „diplomație”, în sensul cel mai deplin al cuvântului.

Nu există domeniu de activitate în care să nu reușești mai mult atunci când recurgi la limbaj și uzanțe diplomatice. Nu înțeleg prin acestea dorința de eschivare, de tergiversare, de amânare sau de a refuza ceva prin astfel de practici.

În viața practică de zi cu zi, în relațiile dintre oameni, în acțiunea de cercetare științifică, în lumea afacerilor, este de dorit să manifestăm un comportament adecvat, în raport de situațiile concrete în care vă puteți afla, dar și mânuind, prin cunoaștere și abilitate, procedurile, limbajul, tehnicile diplomatice.

În acest context, doresc să subliniez importanța deosebită a învățământului și educației practicate în cadrul procesului de învățământ de la Complexul Educațional Lauder-Reut, confirmat în repetate rânduri de rezultatele obținute de elevii acestui lăcaș de învățământ și educație.

Merită subliniate competența corpului profesoral, calitatea programelor de învățământ și nivelul ridicat al tehnicilor de învățare modernă, dar și faptul că la Lauder-Reut vă formează ca oameni dornici să lucrați pentru oameni.

În viață, voi, elevii de la Lauder, dobândiți nu numai cunoștițe la diferite discipline de învățământ, dar sunteți educați pentru a fi performanți în societate, în cadrul bunului simț și al unei comportări civilizate.

Din experiența mea de viață, inclusiv din activitatea desfășurată de-a lungul timpului, în instituții de stat, în cercetarea economică, în viața parlamentară, dar și în conducerea treburilor comunitare de mai bine de un deceniu, pot susține ca mi-au fost de ajutor real, hai să spunem, povețile, pe care vi le-am dat prin cuvintele mele anterioare.

Noi vrem progres, cu bagaj de cultură mare, realizat cu concursul Școlii Lauder.

În continuare, vă doresc succes în activitatea dumneavoastră, doresc succes Fundației Lauder și, nu în ultimul rând, recent constituitului Board of Trustees, de a cărei activitate va trebui să beneficiați, în primul rând, dumneavoastră – elevii.

Prof. univ. dr. Pavel NĂSTASE a absolvit în 1975 Academia de Studii Economice din București (ASE), Facultatea de Cibernetică Economică și în 1989 Universitatea din București, Facultatea de Matematică.

Are o experiență de peste 40 de ani în învățământul, care s-a concretizat în: 60 de articole publicate în reviste de specialitate, 28 de cărți și manuale universitare, 14 proiecte de cercetare științifică, dintre care 9 ca director de proiect. Are contribuții în domeniile de competență profesională: Tehnologia bazelor de date, Tehnologia aplicațiilor web, Sisteme expert de gestiune, Sisteme informatice de gestiune, Auditul sistemelor informatice, E-learning. A ocupat poziții de prestigiu, atât academice cât și administrative, cum ar fi: prodecan, decan, prorector, rector și acum președintele senatului ASE. Din 2011, a obținut titlul de profesor KPMG. Din anul 2006, este președintele conferinței internaționale "Accounting and Management Information Systems", iar din 2002 este director al revistei cu același nume. Este expert contabil și auditor financiar, iar la nivel internațional, este membru al unor asociații profesionale de prestigiu, cum ar fi: Information Systems Audit and Control Association (ISACA), vicepreședinte al International Association for Accounting Education and Research (IAAER), membru al consiliului editorial al revistei International Journal of Accounting and Information Management (IJAIM). Din 2010 este expert al European Association for Quality Assurance in Higher Education (ENQA). În anul 2010, prin decret al Ministrul Educației al Republicii Franceze, a fost distins cu titlul de “Officier dans l’Ordre des Palmes Academiques” pentru servicii aduse culturii franceze, iar în anul 2013 a fost premiat de către Association of Chartered Certified Accountants (ACCA) pentru contribuții deosebite aduse dezvoltării profesiei contabile. Ana BIRCHALL Minister delegate for European Affairs On January 4, 2017, Ana Birchall was sworn in as Minister delegate for European Affairs. In December 2016, Ana Birchall won a second term as deputy in Vaslui County, thus continuing the parliamentary work begun in 2012. Between February 2015 and December 2016, she served as Chairman of the European Affairs Committee in the Chamber of Deputies. In April 2014, she was appointed High Representative of the Prime Minister for European Affairs and partnership with the United States of America (a non- remunerated position, held until October 2015), after holding the position of Advisor to the Prime Minister in 2012. In 2002, Ana Birchall began her career as a lawyer, collaborating with White & Case LLP, a law firm based in New York City. In 2003, she returned to Romania, where she made her debut in politics and administration at the Ministry of Foreign Affairs and the Commission on Foreign Affairs of the . Also, between July 2008 and June 2012, she worked in the private sector collaborating with important law firms in the field of financial restructuring and insolvency. She graduated from the Faculty of Law of the University of Bucharest and the Faculty of Law and International Relations (valedictorian) of the “Nicolae Titulescu” University in 1996. Ana Birchall continued her studies at Yale Law School, Yale University, USA, being the first Romanian to be admitted simultaneously for the Master of Studies in Law at several universities such as Yale, Harvard, Oxford, Cambridge and New York University. She graduated from the Master of Studies in Law in 2000, and in 2002 she got her Ph.D. in Law (J.S.D., “Student Marshal” - as representative of the Ph.D. students of 2002) under the guidance of Professor Anthony T. Kronman, Dean of Yale Law School. The theme of her thesis was "Bankruptcy law applied to banking systems in Central and Eastern European countries" – a comparative analysis of bankruptcy law applicable to the banking system in USA, UK, France, Germany, Romania, Hungary, Poland and the Czech Republic. Throughout her Ph.D. studies, she was a Goldman Fellow scholar, scholarship granted by Yale Law School. Apart from her political career, Ana Birchall is a member of Bucharest Bar; the Executive Committee of Yale Law School Association, Yale Law School; Ambassador of the acclaimed NGO, Vital Voices, and of Policy Network in Great Britain and Terra Nova in France. She is fluent in English. Ana Birchall is married and has one child.

Cristian DIACONESCU is a Romanian diplomat and lawyer as formation. He was Vice-President of the Romanian Senate, Minister of Justice (March-December, 2004) and Minister of Foreign Affairs (2008-2009, 2012). In 2000, he was appointed Deputy Secretary General of the Organization for Economic Cooperation (BSEC). In May 2012, Cristian Diaconescu became Chief of the Presidential Administration, position held until April 2014. As of 2013 until today, Cristian Diaconescu is member of the “UN CTBTO Eminent Group”. Since 2007, Cristian Diaconescu has a PhD in international trade law at the Academy of Economic Studies in Bucharest. In parallel to his professional career, Cristian Diaconescu carried out a teaching and scientific activity as a Founding member and professor of the Foundation of the Romanian National College of Defense, associate member of the Jamestown Foundation, Scientific Secretary of the Romanian Association of International Law and International Relations and professor of the Law and International Human Rights Institute. As of 2016 he is Visiting Professor at the American University of Kuwait. Since October 2016, he is Doctor Honoris Causa of Andrei Saguna University in Constanta.

Numele meu este Elena CĂPȘUNĂ și sunt prim-vicepreședinte al Consiliului Municipal al Elevilor București. Sunt o fire comunicativă, sinceră, dar mai ales muncitoare. Ambassador Hans KLEMM

On September 21, 2015, Hans Klemm assumed the duties of U.S. Ambassador to Romania. Previously, Ambassador Klemm was the Principal Deputy Assistant Secretary in the Bureau of Human Resources, and served as Acting Director General of the Foreign Service and Acting Director of Personnel of the Department of State from July 2013 through December 2014. In 2012, Ambassador Klemm was the U.S. Senior Official to APEC, the Asia Pacific Economic Cooperation forum, and from 2010 led all U.S. civilian and military rule of law programs in Afghanistan.

Beginning in 2007, Mr. Klemm served as the U.S. Ambassador tothe Democratic Republic of Timor-Leste. He previously served as Minister Counselor for Economic Affairs at the U.S. Embassy in Tokyo, and held director-level positions in the bureaus of Human Resources, and (State Department Photo) Economic and Business Affairs in the Department of State. Overseas, in addition to multiple tours in Japan, Mr. Klemm worked at U.S. embassies in Bonn, Seoul and Port of Spain.

A career member of the Senior Foreign Service and a graduate of Indiana University (B.A) and Stanford University (A.M.), Ambassador Klemm has professional fluency in Japanese and German. He is married to Mari Kano.

Dimitris HATZIARGYROU

Mr. Dimitris Hatziargyrou is a career diplomat with the Ministry of Foreign Affairs of the Republic of Cyprus.He is currently serving as Ambassador of the Republic of Cyprus to Israel since Ist March 2011.

He holds a B.A. in Economics and Political Science from Queens College in New York where he also studied and received a diploma in Modem Greek and Byzantine Studies. He has received his M.A.in International Relations from Columbia University. He is also a recipient of the Certificate in European Security and Defence Policy from the European Security and Defence College.

Mr. Hatziargyrou has served as Vice-consul at the Consulate General of Cyprus in New York from 1989-1994 and as First Secretary with the Permanent Mission of Cyprus to the U.N. from 1997 - :2002 where he acted as Representative to the Third Committee (Human Rights) and Political Officer in charge of issues related to Security Council Sanctions, the Balkans and the Situation in the Middle East. Between 2006 - 2010 he served as Deputy High Commissioner of Cyprus to the UK.

He has held various positions at the Ministry of Foreign Affairs which included those of Desk officer in charge of the Barcelona Process (Euro-Mediterranean Partnership) and the European Council, in the European Union Directorate General, Head of the UN and Human Rights Section at the Division of Political Affairs, European Correspondent and as RELEX, CFSP and ESDP Coordinator, Director of the Permanent Secretary's Office and Director of the Office of the Minister.

He has participated in many international conferences (Millenium Assembly, NAM, Euromed, OSCE etc.) and seminars including particularly those on conflict resolution, crisis management, and international humanitarian law and has represented Cyprus in the process of formulating the European Security Strategy.

Mr. Hatziargyrou served as the representative of Cyprus to the Commission on the Status of Women, the Commission on Social Development and the Working Group on the Elaboration of the Optional Protocol to the Convention on the Elimination of Discrimination against Women (CEDAW). He was elected Vice-Chairman of the 19th Meeting of the State-Parties to the International Covenant on Civil and Political Rights (1999) and the 19th Meeting of the State-Parties to the International Convention on the Elimination of Racial Discrimination (2002).

NORWAY and ROMANIA

Norway and Romania have a long history of diplomatic relations. They were established as early as 1917, only interrupted by the Second World War and in the years 1988-1990. Norway was one of the first countries to recognize the new regime in Romania after the revolution, and the Norwegian embassy in Bucharest was reopened in the summer of 1990.

Norwegian – Romanian relations are open and friendly, characterized by frequent contacts and a broad exchange of visits. In 1999 King Harald V was the first Norwegian monarch to visit Romania. After the revolution Norway has significantly assisted Romania both in economic and humanitarian terms. This has lead to a widespread cooperation at state, governmental and parliamentary level, as well as close contacts between organizations, business and people in general.

Although Norway and Romania are at the opposite ends of Europe, today's era of integration and co-operation is bringing the two countries closer together. Following Romania's membership processes in NATO and the EU, the bilateral dialogue has intensified even further over the last years. Norway was the first country to ratify Romania's accession agreement to NATO by parliamentary approval in the spring of 2003, and the Norwegian government developed a special framework which supported the country on its way to EU membership in 2007. Today, Norway is Romania’s biggest bilateral donor and contributes significantly to promote social and economic development through the EEA financial mechanism.

Născut pe dată de 24 iunie 1953 la Moscova.

A absolvit Facultatea de Jurnalistică Internaţională de la Institutul de Stat de Relaţii Internaţionale de la Moscova de pe lângă MAE URSS (1975), precum şi Cursurile diplomatice superioare de la Academia Diplomatică de pe lângă MAE rus (1998 şi 2016). Doctor în ştiinţe istorice (2003).

A ocupat diferite posturi în centrala MAE URSS şi în străinătate, precum şi 1975-1980 la Ambasada URSS în Libia, 1985-1990 – în Tunisia. A lucrat ca adjunctul Şefului Secţiei de la Departamentul Africa şi Orientul Mijlociu, ca şi adjunctul Directorului Departamentului Orientul Mijlociu şi Africa de Nord al MAE Rusiei.

Din iulie 1998 până în ianuarie 2003 – Ambasadorul Extraordinar şi Plenipotenţiar al Rusiei în Republica Sudan.

În mai 2003 a fost numit Ambasadorul cu însărcinări speciale – secretar al Consiliului Şefilor subiectelor Federaţiei Ruse de pe lângă MAE rus. Din octombrie 2003 a îndeplinit însărcinările directorului, iar ulterior a fost aprobat ca şi Directorul Departamentului pentru Legături cu Subiectele Federaţiei, Parlamentul şi organizaţiile socio-politice al MAE rus.

Prin Decretul Preşedintelui Federaţiei Ruse din 7 iunie 2016 a fost numit Ambasadorul Extraordinar şi Plenipotenţiar al Federaţiei Ruse în România.

Are gradul diplomatic de Ambasador Extraordinar şi Plenipotenţiar (2009).

Decorat cu Ordinul de Prietenie (2012) şi cu medalia „Pentru eroism în muncă” (1986). A primit titlul „Funcţionarul onorific al MAE Rusiei”.

Este membru al Consiliului Asociaţiei Diplomaţilor Ruşi (2016).

Căsătorit. Are o fiică şi un fiu adulţi, precum şi doi nepoţi.

Născut la Madrid la 19 noiembrie 1955.

A făcut studiile primare în Colegiul "Sfântul Stanislau Kotska" al părinţilor iezuiţi (Málaga), bacalaureatul la Institutul Naţional "Ramiro de Maeztu" (Madrid), câteva cursuri de muzică în “Real Conservatorio din Madrid” Licenţiat în geografie şi istorie (1979) la Facultatea de Filozofie şi Litere de la “Universitatea Autonomă din Madrid”. A terminat Ciclul instituţional de studii filozofice şi teologice la "Seminarul Conciliar din Madrid" şi a primit hirotonirea sacerdotală în parohia "San Francisco de Borja" la 26 iunie 1980. La 1 iulie în acelaşi an a fost numit vicar în Parohia "Preasfânta Treime" din Collado Villalba, unde a rămas până în octombrie 1984. Licenţiat în teologie dogmatică (1985) la “Universitatea Pontificală din Salamanca”; Doctor în Drept Canonic (1987) la “Universitatea Pontificală Santo Tomaso in Urbe" (Angelicum) din Roma; după doi ani de studii diplomatice la "Academia Ecleziastică Pontificală" din Roma, a intrat în serviciul diplomatic al Sfântului Scaun, în 1987.

Şi-a început misiunea diplomatică a Sfântului Scaun ca secretar în Nunţiaturile Apostolice din Ruanda, Uganda, Maroc şi Nicaragua (1987-1996), ca şi consilier în Egipt, Slovenia şi Irlanda (1996-2004). În timpul serviciului diplomatic a desfăşurat în diferite moduri slujirea pastorală directă; între funcţiile exercitate trebuie menţionate cele de Capelan al Corpului de "Carabinieri" şi al reşedinţei surorilor care se ocupă de bătrânii abandonaţi din Roma, profesor la Seminarul Naţional din Nicaragua şi profesor la "Liceul italian" din Cairo. La 8 iunie 1999 a fost numit Prelat de Onoare al Sanctităţii Sale, de la 1 septembrie 2004 până în iunie 2008 a lucrat în Secţiunea pentru Relaţii cu Statele din Secretariatul de Stat al Vaticanului.

La 19 mai 2008, Sanctitatea Sa Papa Benedict al XVI-lea l-a numit arhiepiscop titular de Italica şi nunţiu apostolic în Kazahstan, Kirghistan şi Tadjikistan. La 12 iunie 2008 a primit consacrarea episcopală în bazilica "Santa Maria Maggiore" din Roma avându-l ca episcop consacrator pe Eminenţa Sa Cardinal Tarcisio Bertone, Secretar de Stat al Sanctităţii Sale Mons. Maury a reprezentat Sfântul Scaun în diferite Conferinţe şi Congrese internazionale şi cunoaşte italiana, engleza, franceza, slovena şi rusa. La 5 decembrie 2015, Papa Francisc l-a numit pe Mons. Maury Nunţiu Apostolic în România, în data de 19 ianuarie 2016 a prezentat scrisorile de acreditare la București, iar în data de 3 martie 2016 la Chișinău, Republica Moldova.

Research interests • Current research is focused on the role of cognitive mechanisms, both explicit (e.g., autobiographical memory) and implicit (e.g., implicit memory; priming) in generating subjective/emotional (cognition- emotion relation), behavioral, and psycho-physiological human responses, more specifically, on the role of (a) rational/functional and irrational/dysfunctional beliefs and (b) response hopes and/or expectancies on various psychological and medical outcomes related to mental health and cancer. When clinical trials are used as research instruments the analysis employed is typically multilevel, concerning: (1) outcomes (i.e., efficacy and/or effectiveness); (2) theory/mechanisms of change (both psychological and neurobiological); and (3) economical aspects (e.g., cost- effectiveness, cost-utility). A specific research interest is related to the theory and practice of cognitive hypnosis/hypnotherapy as part of the cognitive neuroscience paradigm and the use of technological developments in psychotherapy (i.e., virtual reality therapy; robotherapy). Key words: clinical cognitive (neuro)sciences; evidence-based and cognitive- behavioral therapies, clinical psychology, psychology and technology (robotherapy, virtual reality therapy), cognitive unconscious (implicit/unconscious information processing), evolutionary psychology, genetic counseling.

Assaf MOGHADAM

Assaf Moghadam is Associate Professor and Director of the MA Program in Government at the Lauder School of Government, Diplomacy and Strategy at the Interdisciplinary Center (IDC) Herzliya, Israel. He is also Director of Academic Affairs at the International Institute for Counter-Terrorism (ICT), also at IDC. Prof. Moghadam is also a non- resident fellow at the Combating Terrorism Center at West Point, where he previously served in a variety of positions, including Director of Terrorism Studies.

Prof. Moghadam's research examines the dynamics in terrorist organizations. His forthcoming book, Nexus of Global Jihad: Understanding Cooperation Among Terrorist Actors (Columbia University Press, 2017), examines empirical and theoretical aspects of cooperative behavior between terrorist entities. Prof. Moghadam is the author or editor of four other books, of which two are listed among the top 150 books on terrorism in the journal Perspectives on Terrorism. He is the author of numerous articles and book chapters on terrorism.

Prof. Moghadam held pre-doctoral and post-doctoral fellowships at Harvard University’s Belfer Center for Science and International Affairs, and at the Olin Institute for Strategic Studies at Harvard. He holds a Ph.D. in international relations and a Master of Arts in Law and Diplomacy (MALD), both from The Fletcher School at Tufts University, and a B.A. in political science from The Hebrew University of Jerusalem.

Current position: Advisor to the Deputy Director of the Romanian Intelligence Service

Gabriela Matei was born on November 8th, 1984 in Bucharest, Romania.

Between 2003 and 2008 she attended the Electronics and Telecommunications Faculty of the Polytechnic University in Bucharest.

Since 2009 she has been working for the Romanian Intelligence Service’s technical branch, becoming an officer of the National Cyberint Center in 2010. She has worked as a threat intelligence analyst, holding various positions from junior to senior analyst and later as a team manager.

Ms. Matei was involved in various technical and awareness projects, one of them being a public communication campaign tailored for terminal year students in the largest universities in Romania. Also, Ms. Matei is the national representative in ENISA’s European Cyber Security Challenge steering committee.

In September 2016, Ms. Matei became advisor to the Deputy Director that is in charge with the technical operations branch of the Romanian Intelligence Service.

In October 2016, Ms. Matei replaced Mr. Florin Cosmoiu (former commander of the National Cyberint Center) as focal point in the Global Forum for Cyber Expertise “Coordinated Vulnerability Disclosure” initiative, following his retirement.

She also held several expert and research positions such as senior researcher at the Romanian Diplomatic Institute (Romanian Ministry of Foreign Affairs), visiting professor at Université Paris 3 Sorbonne Nouvelle, and counsellor for the Romanian Government. She holds doctoral degrees in political science from the University of Bucharest and the Université Libre de Bruxelles.

She published extensively on Romanian foreign policy after the Cold War, including the first in-depth overview of postcommunist Romanian foreign policy (La politique étrangère roumaine 1990-2006, Editions de l'Université de Bruxelles, 2009) and she coordinated a volume on Black Sea international regionalism (New Regionalism or No Regionalism? Emerging Regionalism at the Black Sea Area, Ashgate, 2012).

Alexandru CUMPĂNAŞU Born: March 29, 1981

President of Association for Implementing Democracy, a very active Romanian non-governmental, non-profit organization whose mail goal is to contribute to the development of democracy in Romania by promoting democratic values and to support the consolidation of democratic institutions and the development of a new generation of leaders.

As co-founder and President of Association for Implementing Democracy over the last 14 years, Alexandru Cumpănaşu has been involved in managing and developing the activity of the Association. He has also developed and coordinated several initiatives and projects in the field of public administration reform, promoting integrity in the public sector, raising transparency of public institutions, social responsibility, promoting education and leadership development. He has participated in the elaboration of several studies and analyses concerning the previously mentioned fields of activity.

He has been a constant presence, in the last 12 years, in various political talk-shows and news programs, from most of TV and radio news channels, providing analysis regarding national and international important events. Since March, 2015 he performs and moderates the talk show named "Ambasador România". The TV Show is meant to provide the Romanian people an opportunity to discover our acclaimed guests, to learn more about their sending states, to apprehend their expectations regarding our country and, finally, to attempt to foresee Romania’s evolution in the current international context.
