Report 'Lessons Learnt from Accidents' Lessons learnt from industrial accidents Seminar in Paris - France 3-4 June 2009 Final Project Report 2009-01 Introduction to IMPEL The European Union Network for the Implementation and Enforcement of Environmental Law (IMPEL) is an international non-profit association of the environmental authorities of the EU Member States, acceding and candidate countries of the European Union and EEA countries. The association is registered in Belgium and its legal seat is in Bruxelles, Belgium. IMPEL was set up in 1992 as an informal Network of European regulators and authorities concerned with the implementation and enforcement of environmental law. The Network’s objective is to create the necessary impetus in the European Community to make progress on ensuring a more effective application of environmental legislation. The core of the IMPEL activities concerns awareness raising, capacity building and exchange of information and experiences on implementation, enforcement and international enforcement collaboration as well as promoting and supporting the practicability and enforceability of European environmental legislation. Projects within the IMPEL annual programme are co-financed by the European Commission. During the previous years IMPEL has developed into a considerable, widely known organisation, being mentioned in a number of EU legislative and policy documents, e.g. the 6th Environment Action Programme and the Recommendation on Minimum Criteria for Environmental Inspections. The expertise and experience of the participants within IMPEL make the network uniquely qualified to work on both technical and regulatory aspects of EU environmental legislation. As a consequence, it is necessary for inspectors to have illustrations of accidents situations, in order to understand what happened actually and what measures were finally taken in such situations. During the meeting, each presentation is carried out by an inspector concerned by the accident - technical description of the accident, the effects, the measures taken, the systems or material that failed, the organisational aspects and particularly the lessons learnt from the accident. The different levels of the accidents are investigated and presented, technical but also judicial or organizational approaches may be carried out. A glance on the regulations in force is also possible. So, the interest is the share of experience with a high number of inspectors. Apart from the presentations, time is left for exchanges of points of view. The aim is the enrichment of the knowledge for the participants based both on the discussions and the presentations. The last meeting took place on 3-4 June, 2009 in Paris (France): 19 countries involved, including France – registration of 270 persons including 44 participants coming from EU countries apart from France including Turkey and Croatia - presentations of 21 recent accidents. Various kinds of recent accidents concerning different fields were presented : e.g. 3 accidents in refineries, major release of oil in a tank farm in Ambes in 2007 in France, major mercury release in Belgium in 2008, blaze at an ethylene pipeline and a nearby acrylonitrile tank in Germany in 2008, fire and explosion of ammonia synthesis gas in 2006 in the UK, transboundary pollution in Latvia, leakage of a hydrogen-pipeline in the Netherlands … A few topics were emphasized during the seminar: ageing of industrial facilities, communicating under difficult circumstances, accidents with transboundary effects, domino effects, gas distribution pipelines, effects of water pollution by hydrocarbons ... A report of the 2009 conference in French and English (paper version and CD Rom) includes the different presentations, speeches and some short analysis about transversal issues.     Déclaration d’intention de l’EPTB Meurthe Madon - Projet de lutte contre les inondations et de restauration du Madon L’Établissement Public Territorial de Bassin (EPTB) Meurthe Madon est un établissement créé en 2011, ses membres sont les intercommunalités, la Région Grand Est et les conseils départementaux de Meurthe-et-Moselle et des Vosges. Son rôle est de créer, structurer et animer une stratégie globale de prévention des inondations sur son territoire. Son périmètre d'action couvre le bassin versant de la Meurthe (293 communes pour 505 000 habitants) ainsi que le bassin versant du Madon (67 communes pour 65 000 habitants) et ceci jusqu'à la confluence avec la Moselle. Les objectifs de ce syndicat mixte sont de promouvoir une gestion intégrée des risques d'inondation en vue de réduire leurs conséquences dommageables sur la santé humaine, les biens, les activités économiques et l'environnement, à l'échelle des bassins versants de la Meurthe et du Madon. Les intercommunalités membres de l’EPTB ont toutes transféré la compétence « prévention des inondations ». De manière optionnelle, certaines ont transféré également la compétence « gestion des milieux aquatiques naturels », une intercommunalité a choisi de déléguer cette compétence. Ainsi, l’EPTB Meurthe Madon s’est engagé dès 2011 dans une démarche d’élaboration d’un projet global de lutte contre les inondations et de restauration des milieux aquatiques sur le bassin du Madon, qui s’est traduite par la labellisation d’un premier Programme d’Actions de Prévention des Inondations (PAPI) en 2018. Cette contractualisation PAPI permet à l'EPTB depuis avril 2019 de mener l'ensemble des actions prévues au programme et de bénéficier de fonds européens (FEDER), du fond Barnier (Etat), d'aides de l'Agence de l'eau Rhin Meuse et de la Région Grand Est.

    2015 MISE À JOUR PARTIELLE 2016 TLAS DÉPARTEMENTAL MEURTHE-ET-MOSELLE 3 ’Atlas départemental est un outil d’information et de connaissance de la Meurthe-et-Moselle. Il s’adresse aux élus, aux agents du conseil départemental ainsi qu’aux partenaires dont certains ont contribué à son ÉDITO élaboration. L’Atlas est en effet le fruit d’un travail collaboratif, mené à partir Ldes données statistiques et des analyses fournies par les services et partenaires du Département. Mise à jour de 75 indicateurs en 2016 L’Atlas départemental fait l’objet cette année d’une mise à jour de 75 indicateurs sur les 250 que contenait la version 2015. L’actualisation concerne les principaux indicateurs associés aux politiques publiques de la collectivité, les plus dynamiques et ceux dont l’évolution par rapport à 2015 présente un réel intérêt. La sélection couvre un grand nombre de thématiques : démographie, niveau de vie, emploi, économie solidaire et insertion, services à la population, solidarité, aménagement… La prochaine version complète de l’Atlas, avec l’ensemble des indicateurs, paraîtra en 2017. Comme pour les versions précédentes, les indicateurs 2016 sont illustrés par des graphiques, courbes et tableaux déclinés à l’échelle des six territoires d’action du Département ainsi que par des cartes permettant de compléter et de visualiser les éléments statistiques présentés. Un texte synthétique identifie les spécificités territoriales marquantes et permet la comparaison avec les tendances observées au sein de l’ancienne région Lorraine, de la nouvelle région Grand Est et de la France métropolitaine.     Plan Ombre – FDPPMA 88 L’Ombre commun (Thymallus thymallus) est un poisson de la famille des salmonidae. Il vit préférentiellement sur les grands courants plats des larges rivières de basse montagne aux eaux fraîches, bien oxygénées et de relativement bonne qualité chimique. Dans les rivières de plus petit gabarit, on le retrouve le plus souvent au pied des radiers en tête de mouille. C’est une espèce rhéophile qui affectionne les vitesses de courant généralement comprises entre 70 et 110 cm/s. Son régime alimentaire se compose d’insectes et crustacés qu’il capture sur le fond caillouteux des rivières ou en dérive dans le courant. La prédation de petits poissons reste anecdotique. D’un point de vue comportemental, les individus adoptent un mode de vie plus ou moins grégaire tout en veillant à maintenir leur propre cercle vital. La migration et la ponte sont déclenchées par une augmentation de la température au-dessus de 8 – 9°C associée à un allongement de la photopériode. De la sorte, le frai se déroule au printemps, de fin mars jusqu’à mai/juin. Les frayères doivent présenter des caractéristiques physiques strictes. Ce sont des zones au substrat gravelo-sableux, courantes (40 – 70 cm/s) et peu profondes (20-50 cm) qui correspondent le plus souvent à des têtes de radier là où le courant s’accélère.     Igney (54), Friday 7 February 2020 PRESS RELEASE Meurthe-et-Moselle Department chooses 100% renewable and 50% local electricity for its buildings with its partner ENGIE Mathieu Klein, Meurthe-et-Moselle Regional Council President, Christelle Bridey, Regional Delegate for Lorraine with ENGIE’s French & Regional Institutions Division, and Jérôme Delannoy, ENGIE’s business unit “Entreprises & Collectivités” Director, have signed an agreement in line with the strong commitment made by both parties to establish Meurthe-et-Moselle as a model region for the zero-carbon transition. The agreement was signed in Igney (54) on Friday 7 February at 10:45am. This agreement covers a contract to supply renewable electricity for the department’s buildings and to provide educational support for high school students. On 1 January 2020, all of the regional council’s properties switched to electricity supplies that are guaranteed to have been generated in France and certified as renewable. From 2021, the electricity will be produced by the Haut des Ailes windfarm. 106 buildings are benefiting from electricity that is not only 100% renewable, but will also be generated locally from 2021. PPAs, essential for the zero-carbon transition This is the first time that a regional municipality in France has used the power purchase agreement (PPA) approach. The regional council has chosen to adopt this new type of contract, based on direct renewable electricity purchases between producers and consumers, which will enable it to introduce a greener energy mix. A market leader for renewable energies, ENGIE Entreprises & Collectivités is making it easier for its customers to move forward with their “zero-carbon transition” to consume less and better, reducing their energy consumption and promoting green energy use.

Alsace and Lorraine are storied, often contested lands located in eastern France on its border with Germany and the Low Countries. Alsace (see map, right), at 3,196 square miles, is about one-quarter larger than the state of Connecticut1. Lorraine (see map, page 4), at 9,089 square miles, is just slightly smaller than the state of Vermont2. Along with Champaign-Ardenne, they form the modern region Grand Est whose regional capital and largest city is Strasbourg. The historic Alsace Region was the smallest in metro- politan France, made up of two departments, Bas-Rhin in the north and Haut-Rhin in the south. The region features a large plain about four times longer than it is wide and situated between the Vosges Mountains and the Rhine River. Prior to the Franco-Prussian War, Al- sace, specifically the Haut-Rhin, also included the Ter- ritoire de Belfort. When the Germans took control over the rest of Alsace, it became the smallest department in France, and was attached to Franche-Comté and is now part of Bourgogne- Franche-Comté. The historic Lorraine Region was much larger and con- sisted of four departments, Meurthe-et-Moselle, Meuse, Moselle, and Vosges.
