The theme for this Special Issue is ‘China’ which should not come as any surprise considering the many recent happenings in our neighbourhood that have the unmistakable stamp of China written all across. From the South China Sea to the Horn of Africa, China has been making concerted attempts to ‘colonise’ the region on the strength of its economic might, reminiscent of the colonial era of the past few centuries. The Belt and Road Initiative (BRI) and the Maritime Silk Road announced by President Xi Jinping are being likened to the Marshall Plan of the 20th century – something that the Chinese strongly deny. According to a Washington-based Think Tank, the eight trillion USD outlay for infrastructure development under this initiative is likely to entrap the smaller nations into a debt trap from which they would find it very difficult to recover. On the domestic front, Xi Jinping is determined to rein in those who do not respect the law. In his crackdown on corruption, he has not spared even senior officers of the People’s Liberation Army (PLA). The arrest of a famous Chinese film star – Fan Bingbing – on charges of tax evasion is meant to showcase the seriousness of the Chinese government to carry out the presidential decree against corruption. Xi’s ascent to power after assuming the presidency in 2012 has eclipsed the persona of the heretofore two most venerated Chinese leaders – Chairman Mao and Deng Xiaoping. While Xi’s drive against corruption – including that against the PLA leadership – has been welcomed by the people, it has also led to apprehension of a potential return to autocratic, one-man rule. To all external appearances, the Chinese Communist Party (CCP) remains unfazed in the face of criticism over the abolition of the term limits for the president/vice president. Posters in Shanxi University suggest that the students don’t accept Xi as their leader. This, along with widespread unrest and demonstrations, puts the onus squarely V Defence and Diplomacy Journal Vol. 7 No. 4 2018 (July-September) Editor’S NOTE on Xi Jinping to prove that he is indeed a worthy leader – one who is capable of delivering on the promise of the China Dream. Jayadeva Ranade sets the stage with the first article that examines the real turmoil in the Chinese interior following the abolition of the term limits for the president/vice president. The “third era” of the fifth generation of Chinese leadership under Xi Jinping is predicted to change the lives of millions of Chinese, albeit with greater confidence that the future of China and the fate of the world are now inseparable. Amongst all this rhetoric, the realisation of the Chinese Dream is still predicated on the leadership’s ability to resolve the ongoing trade wars with the US to China’s advantage and also overcome the rising domestic unrest. Only then, will China be able to chart the course towards realising its two centennial goals slated for 2020 and 2049. The pronouncements of Xi Jinping at the Shanghai Cooperation Organisation (SCO) Summit in Qingdao on June 10, 2018, to “….accommodate each other’s core interests and major concerns” are, however, not borne out by deeds, viz. the military build-up in the South China Sea. That this activity has created a ‘scare’ among the weak neighbours in the region would be stating the obvious. This Chinese ‘doublespeak’ exemplifies the adage “speaking with a forked tongue” comprehensively. Also, China’s ‘new diplomacy’ views the dominant state in South Asia with suspicion, largely on account of the internal conflicts prevalent in its own domestic periphery (Xinjiang and Tibet). This, then, is the compelling force – besides the BRI agenda – for Xi to strengthen China’s relations with countries in India’s neighbourhood, viz. Nepal, Bangladesh, Pakistan and Sri Lanka. The ‘debt trap’ that has ensnared Sri Lanka has, however, put the other nations on alert against the dangers of the ‘Chinese embrace’. This is further elaborated in the second article by Sanjeev Kumar and Madhu Bhalla. In the next article, Shalini Chawla traces the beginnings of the Sino-Pak alliance – something that has continued to grow over the years since 1951 when Pakistan recognised the People’s Republic of China; Pakistan was amongst the first (India was the first) non- Communist countries to recognise China. The most significant aspect of this alliance – meant to checkmate India – was the assistance provided by China to Pakistan’s nuclear weapons programme. Defence and Diplomacy Journal Vol. 7 No. 4 2018 (July-September) VI Editor’S NOTE Military assistance to Pakistan – particularly following the US sanctions post the 1965 War with India – nudged Pakistan into an even tighter embrace with the Chinese when Pakistan attempted to diversify its sources of military arms imports. Although China continues to support Pakistan’s military development today as the biggest supplier of arms, it has maintained that the resolution of the Kashmir issue be done bilaterally by India and Pakistan. The China Pakistan Economic Corridor (CPEC) is China’s flagship project of its Belt and Road Initiative and China has invested heavily in ensuring that it succeeds. Is Pakistan developing cold feet towards meeting its end of the bargain – in view of the likely dangers of falling into a debt trap (a la Sri Lanka)? This will only emerge in the years ahead. With Pakistan being placed on the grey list by the Financial Action Task Force (FATF), the new leadership in Pakistan has its work cut out to rein in the terrorist organisations and stop terror funding if it wants to avoid being placed on the black list by the FATF. After restructuring the military apparatus in 2016 – with the creation of five Theatre Commands in place of the seven Military Regions – Xi’s emphasis on innovation and technological development appears to be at the core of ‘enriching the state and strengthening its military power’. China’s annual spend on the military has been approximately USD 150 billion in the last few years, with the official budget for 2018 standing at USD 175 billion (an 8 percent increase over the previous year). The PLA Academy of Military Sciences has been identified by Xi Jinping as the leading institution for scientific research in the military; with the National Defence University and the National Defence Technical University also being placed directly under the Central Military Commission (CMC). Greater emphasis has been placed on civil-military integration – its effectiveness, however, will only emerge in the coming years as observed by Bhavna Singh in her article “CMC and Propaganda under Xi Jinping: Invoking Military Nationalism to Address the Crisis of Morale”.

    The Rise of Chindia and Its Impact on World System By Zhao Gancheng1 International system is maintained with its balanced structure, which is based on power. The post cold war period has witnessed a unique power equation with the United States on the absolute top, leading to a new equilibrium, which is debated heatedly for its rational. By common sense, equilibrium is built upon the balance of power between dominant powers or blocs, as what it was during the cold war. But the absolute power of the United States in the international system seems to have created an unseen equilibrium, which may be able to maintain the stability of the system on the one hand, and which dose not allow any other potential powers to challenge the US dominance on the other. This is what the US global strategy is supposed to be about. Given this context, the rise of both China and India might present something unacceptable to the US dominance if the United States could not perceive it properly. Let’s look into this issue by developing the debate of the US dominated equilibrium. I First of all, systemic equilibrium enjoys moral superiority. Despite the fact that all nation-states in the international system try to maximize their interests, that could lead to conflicts, few theories would see conflicts as good things. Systemic equilibrium is supposed to reduce the possibility of conflicts among nations, and therefore, the debate is not on whether equilibrium should be sustained, but what kind of equilibrium? Different nations give different opinions due to their respective positions and interests, evidently seen during the cold war.

While existing studies have provided important contributions, the stream of research still lacks consistency due to ambiguous findings on the internationalization-firm AURÉLIEN performance relationship. Moreover, previous research has often been limited to developed countries. The DOUESNEL present study focuses on the emerging Chindia countries and determines the direction and the strength OLIVIA of the internationalization-firm performance relationship. Additionally, we have identified moderators of the GRÉGOIRE relationship. Drawing on 21 studies, based on 9026 firms, we utilize a meta-analytic review to assess our hypotheses. Our results show that there is a significant and positive internationalization-firm performance relationship in Chindia countries.

Japan’s Defense Diplomacy in South East Asia Daniel Foulkes Leon* Abstract: Through an empirical case study analysis, this article analyses Japan’s defense diplomacy in the South East Asian nations of Indonesia, the Philippines and Vietnam during the period from 2006 to 2016. Defense diplomacy is an element of statecraft that uses a nation’s military and security institutions in a non-coercive, peaceful manner to enhance military cooperation and to seek military reform with another nation. This article traces the evolution of Japan’s defense diplomacy in its evolving security environment and identifies its character based on See Seng Tang and Bhubhindar Singh’s typology of “pragmatic” or “transformative” defense diplomacy, contributing important elements in the study of Japan’s defense diplomacy strategy and engagement in South East Asia. In March 2017, the Philippine Navy had also received two patrol aircraft from Japan with the purpose of aiding its future maritime patrol and HA/DR capabilities.2 Philippine Navy pilots undertook training in Japan from November 2016 to March 2017.

This paper contributes to the discussion on China’s external grand strategy by focusing on one component: Sino-Indian relations through the lens of Indian and Chinese elites’ perspectives on the other country’s rise. The paper is divided into five sections. Section one succinctly reviews China’s evolving external strategy since the end of the Cold War. Section two introduces Chinese discourse on “comprehensive national power” as a convenient way to frame the debates on China’s security assessment and external strategy. Section three is devoted to one aspect of China’s external strategy -- Indo-Chinese relations – by analyzing the most important elements comprising this complex relationship. This section focuses on Indian elites’ perspectives on the rise of China. Section four concisely summarizes Chinese security analysts’ perspectives on a rising India in light of the changing bilateral relations.     CHINA- KOREA RELATIONS NUCLEAR WEAPONS CLOUD 70 YEARS OF FRIENDSHIP SEE-WON BYUN, SAN FRANCISCO STATE UNIVERSITY North Korea conducted five rounds of missile launches in this period as prospects for resuming dialogue with Washington dwindled. Although People’s Republic of China State Councilor and Foreign Minister Wang Yi praised Pyongyang’s diplomatic efforts during his September visit to the North, US-DPRK talks in October made no progress. The nuclear impasse loomed over 70th anniversary celebrations of China- DPRK diplomatic ties, highlighting the expanding friendship Chinese President Xi Jinping and North Korean leader Kim Jong-un envisioned last June. Amid concerns over escalating tensions on the Korean Peninsula, Beijing and Moscow proposed a draft UN resolution in December calling for the partial lifting of sanctions. For their part, Beijing and Seoul advanced their strategic partnership through talks between Xi and South Korean President Moon Jae-in, the China-ROK-Japan summit in December, Wang’s visit to Seoul earlier that month, and the resumption of defense talks in October. But Moon’s latest China visit drew much domestic criticism for failing to secure Beijing’s cooperation on bilateral and regional priorities. Wang’s December visit to Seoul, meanwhile, was most remembered for his attacks on US “unilateralism” and “bullying.” US-China trade tensions and public clashes over Hong Kong present new challenges for the China-ROK partnership.     DEFENCE DIPLOMACY: CONCEPTUAL AND PRACTICAL DIMENSIONS W ITH SPECIFIC REFERENCE TO SOUTH AFRICA Prof Anton du Plessis Departm ent of Political Sciences University of Pretoria ABSTRACT This article explores defence diplomacy with reference to South Africa. Although the use of military means for diplomatic purposes is an es- tablished practice in South Africa, it is argued that as defence foreign relations, South African defence diplomacy approximates a military adjunct to diplomacy rather than a distinct type of diplomacy. At one level, its importance in a changing environment and use for foreign and security policy purposes are recognised in principle, whereas, at another level, defence diplomacy has become an overarching term for defence foreign relations. As a result, defence diplomacy does not receive the recognition it deserves. Conceptually, this is due less to the precarious relationship between various foreign policy instru- ments, and more to an underestimation of the nature, scope and utility of defence diplomacy. Practically, and due in part to conceptual am- biguity, this underestimation is reinforced by a lack of integration with foreign and defence policy and corresponding military policy and strat- egy, as well as by defence diplomacy being restricted to its military- defence policy context rather than enhanced by its diplomatic-foreign policy context. These conclusions are based on a brief exposition of the relationship between the military and diplomatic instruments of foreign policy; an account of the nature and scope of defence diplo- macy and related concepts; an overview of what accordingly con- stitutes South African defence diplomacy; and a concluding assess- ment and evaluation of its future prospects and constraints.
