UJCI Africa-China Brief No 2 | August 2017 THE earliest imaginations of South-South cooperation (SSC) have been traced to the Afro-Asian anti-colonial struggles of the 1940s. This is when initial ideas about shared identity, building solidarity towards asserting sovereignty, and channeling simmering opposition to the imperial ‘North’ first germinated. The Asian Relations Conference held in New Delhi in 1947, followed by the Afro-Asian Conference at Bandung (Indonesia) in April 1955, marked the first watersheds in the evolution of SSC, supported by the ‘non-alignment’ and ‘Third World’ paradigms (Chen and Chen 2010: 108-109). In 1960, the SSC thesis was further developed by the dependency theories of neo-Marxist sociologists from South America, who underlined the subservient nature of trade relations between their region and North America (Copeland 2009:64). -

The Rise of Chindia and Its Impact on World System By Zhao Gancheng1 International system is maintained with its balanced structure, which is based on power. The post cold war period has witnessed a unique power equation with the United States on the absolute top, leading to a new equilibrium, which is debated heatedly for its rational. By common sense, equilibrium is built upon the balance of power between dominant powers or blocs, as what it was during the cold war. But the absolute power of the United States in the international system seems to have created an unseen equilibrium, which may be able to maintain the stability of the system on the one hand, and which dose not allow any other potential powers to challenge the US dominance on the other. This is what the US global strategy is supposed to be about. Given this context, the rise of both China and India might present something unacceptable to the US dominance if the United States could not perceive it properly. Let’s look into this issue by developing the debate of the US dominated equilibrium. I First of all, systemic equilibrium enjoys moral superiority. Despite the fact that all nation-states in the international system try to maximize their interests, that could lead to conflicts, few theories would see conflicts as good things. Systemic equilibrium is supposed to reduce the possibility of conflicts among nations, and therefore, the debate is not on whether equilibrium should be sustained, but what kind of equilibrium? Different nations give different opinions due to their respective positions and interests, evidently seen during the cold war. -

While existing studies have provided important contributions, the stream of research still lacks consistency due to ambiguous findings on the internationalization-firm AURÉLIEN performance relationship. Moreover, previous research has often been limited to developed countries. The DOUESNEL present study focuses on the emerging Chindia countries and determines the direction and the strength OLIVIA of the internationalization-firm performance relationship. Additionally, we have identified moderators of the GRÉGOIRE relationship. Drawing on 21 studies, based on 9026 firms, we utilize a meta-analytic review to assess our hypotheses. Our results show that there is a significant and positive internationalization-firm performance relationship in Chindia countries. -

Japan’s Defense Diplomacy in South East Asia Daniel Foulkes Leon* Abstract: Through an empirical case study analysis, this article analyses Japan’s defense diplomacy in the South East Asian nations of Indonesia, the Philippines and Vietnam during the period from 2006 to 2016. Defense diplomacy is an element of statecraft that uses a nation’s military and security institutions in a non-coercive, peaceful manner to enhance military cooperation and to seek military reform with another nation. This article traces the evolution of Japan’s defense diplomacy in its evolving security environment and identifies its character based on See Seng Tang and Bhubhindar Singh’s typology of “pragmatic” or “transformative” defense diplomacy, contributing important elements in the study of Japan’s defense diplomacy strategy and engagement in South East Asia. Introduction n May 2017 Japan’s largest naval vessel in the Maritime Self Defense Forces, the JS Izumo, arrived in Vietnam as part of the Pacific Partnership naval exercise, focused on Ihumanitarian assistance and disaster relief (HA/DR).1 This multilateral naval exercise led by the United States with Australia, the United Kingdom and Japan as participating countries, involved a series of host nations in professional training opportunities, workshops and field training exercises. In March 2017, the Philippine Navy had also received two patrol aircraft from Japan with the purpose of aiding its future maritime patrol and HA/DR capabilities.2 Philippine Navy pilots undertook training in Japan from November 2016 to March 2017. -

This paper contributes to the discussion on China’s external grand strategy by focusing on one component: Sino-Indian relations through the lens of Indian and Chinese elites’ perspectives on the other country’s rise. The paper is divided into five sections. Section one succinctly reviews China’s evolving external strategy since the end of the Cold War. Section two introduces Chinese discourse on “comprehensive national power” as a convenient way to frame the debates on China’s security assessment and external strategy. CHINA- KOREA RELATIONS NUCLEAR WEAPONS CLOUD 70 YEARS OF FRIENDSHIP SEE-WON BYUN, SAN FRANCISCO STATE UNIVERSITY North Korea conducted five rounds of missile launches in this period as prospects for resuming dialogue with Washington dwindled. Although People’s Republic of China State Councilor and Foreign Minister Wang Yi praised Pyongyang’s diplomatic efforts during his September visit to the North, US-DPRK talks in October made no progress. The nuclear impasse loomed over 70th anniversary celebrations of China- DPRK diplomatic ties, highlighting the expanding friendship Chinese President Xi Jinping and North Korean leader Kim Jong-un envisioned last June. Amid concerns over escalating tensions on the Korean Peninsula, Beijing and Moscow proposed a draft UN resolution in December calling for the partial lifting of sanctions. For their part, Beijing and Seoul advanced their strategic partnership through talks between Xi and South Korean President Moon Jae-in, the China-ROK-Japan summit in December, Wang’s visit to Seoul earlier that month, and the resumption of defense talks in October. But Moon’s latest China visit drew much domestic criticism for failing to secure Beijing’s cooperation on bilateral and regional priorities. Wang’s December visit to Seoul, meanwhile, was most remembered for his attacks on US “unilateralism” and “bullying.” US-China trade tensions and public clashes over Hong Kong present new challenges for the China-ROK partnership. DEFENCE DIPLOMACY: CONCEPTUAL AND PRACTICAL DIMENSIONS W ITH SPECIFIC REFERENCE TO SOUTH AFRICA Prof Anton du Plessis Departm ent of Political Sciences University of Pretoria ABSTRACT This article explores defence diplomacy with reference to South Africa. Although the use of military means for diplomatic purposes is an es- tablished practice in South Africa, it is argued that as defence foreign relations, South African defence diplomacy approximates a military adjunct to diplomacy rather than a distinct type of diplomacy. At one level, its importance in a changing environment and use for foreign and security policy purposes are recognised in principle, whereas, at another level, defence diplomacy has become an overarching term for defence foreign relations. As a result, defence diplomacy does not receive the recognition it deserves. Conceptually, this is due less to the precarious relationship between various foreign policy instru- ments, and more to an underestimation of the nature, scope and utility of defence diplomacy. Practically, and due in part to conceptual am- biguity, this underestimation is reinforced by a lack of integration with foreign and defence policy and corresponding military policy and strat- egy, as well as by defence diplomacy being restricted to its military- defence policy context rather than enhanced by its diplomatic-foreign policy context. These conclusions are based on a brief exposition of the relationship between the military and diplomatic instruments of foreign policy; an account of the nature and scope of defence diplo- macy and related concepts; an overview of what accordingly con- stitutes South African defence diplomacy; and a concluding assess- ment and evaluation of its future prospects and constraints.
