XPert Diagnostics ................................. 44 Your Health ......................................... 48 JANUARY 2020 3 PRESIDENT'S LETTER Dear friends and fellow public servants, Now that we have “recovered” from the holidays and entered a new decade, we begin 2020 filled with hope and expectation for the opportunity it brings in Arkansas’ cities and towns. It doesn’t matter where you live or the size of your home- town—we all want to make positive impacts in our communities. We set the table for it by passing 2020 budgets late last year, and in Jonesboro, our city council passed a resolution supporting a continuance of Arkansas’ half-cent sales tax for highway fund- ing. If you have not yet done the same, I encourage you to join the Arkansas Municipal League in its effort to help Gov. Asa Hutchinson keep this small tax in place. Remember, it has not only the support of the governor and AML, but is backed by the state Chamber of Commerce, the Arkansas Trucking Association and the Poultry Federation. This also is a time, as we enter a new decade, in which we are working to ensure every Arkansan is counted in the fast-approaching census. As this will be the first census in the social media era, we must fight misinformation both as a state and as municipalities. Letters will be mailed out in March, and by April an army of census takers will be on our streets, tasked with counting every one of our residents to help ensure we receive our share of roughly $880 billion in federal funding for schools, roads and public services. We also are approaching our annual Winter Conference, which is slated for Feb. 12-14 at the Statehouse Convention Center in Little Rock. Our AML staff has produced a lively and significant agenda that will update us all on the latest laws, needs and concerns in municipal government. Day one includes not only training for city clerks, recorders and treasurers, but also the latest hot topic regarding legalized medical marijuana—how to properly detect and report impairment in the workplace. We will also have a presentation about using GIS in the census, active shooter training, the importance of maintaining home rule in our cities and towns, and other breakout sessions that I’m sure you will find informative. La Musica, dalla metà degli anni ’50 in poi, attraverso straordinari artisti ha suggerito mode, ha capovolto comportamen- ti. È stata la bandiera, grazie a molti brani, di lotte politiche, di battaglie civili, di poesie di protesta, di confessioni dolenti ma anche di esaltazione collettiva. Blues, Soul, Pop, Rock, Techno e tanti altri stili, fino ad arrivare alle più interessanti ricer- che sonore che partono da Brian Eno fino a Sylvian, Fripp e Scott Walker, sono le spericolate mutazioni di un’arte in perenne trasformazione che ascolta le pulsazio- ni della vita che corre. Per questo credo che un dizionario serio del Pop-Rock sia stato non solo un atto culturale indispensabile, ma un risarcimento, grazie alla cul- tura dei due autori e dei loro sensibili collaboratori, per tanti artisti a torto consi- derati minori e qui finalmente rivalutati e segnalati per il loro talento non ricono- sciuto tempestivamente.

    Early A.M. Thursday morning and Steve had wandered out to the mailbox to get the mail and as Steve shuffled through it he noticed the usual smatterings of bills, ads, a letter addressed to occupant and various magazines but then he saw something new. An envelope. Tan in color and the texture of the paper suggested that no expense was spared and as Steve turned it over and saw the return address his eyes widen. Steve stared at it a little longer then he closed the lid to the mailbox and walked back to the house. Steve walked through the living room and back into the kitchen where Robin was pouring two cups of coffee. Steve sat the mail on the counter as Robin handed Steve a cup of coffee and as Robin picked up a magazine and as she watched Steve looking at the envelope. "Looks like the usual stuff." Robin says. "Yeah except for this." Steve said as he held up the envelope up to the light trying to look through it but the envelope was too thick. Robin laughed as she watched Steve turning it this way and that. "Why don’t you just open it Steve?" "Oh I already know who sent it. I recognize the address." Steve said as he looked at her and tossed it back onto the counter. "Neal?" Robin asked. "Oh no! It’s much worse than that!!" Steve replied as he took a sip of his coffee and looked over the rim of his cup at her. "Oh!" Robin says.

    STEVE AUGERI Steve Augeri is an American rock singer best known for his work with Tall Stories, Tyketto, and Journey.[1] Career Drawing from a range of diverse musical influences to deliver a unique and personal take on the genre of melodic rock, Steve Augeri is an American rock singer best known as the lead vocalist for the rock group Journey from 1998 to 2006. Augeri recorded three albums during a successful eight-year tenure with the group that brought one of the world’s most accomplished rock groups back to the stage to perform for their millions of fans worldwide. He attributes his love and inspiration of music to his father, Joseph, and their many years of listening to Sinatra, R&B, Soul, and Country music on their Emerson clock radio. His grammar school music teacher, Fredrick Torregrossa, also had a direct influence by encouraging Augeri to develop and improve upon the potential of his voice and by casting him to sing Puccini’s "La Donna Mobile" in the school’s 4th grade musical. Initially studying woodwinds at New York City’s High School of Music and Art, Augeri switched to bassoon and soon discovered his love for classical music.[3] Attending, and then teaching at, French Woods Festival for the Performing Arts summer camp, he supervised children from ages 6–16 for their Rock Band classes which as he states, was surely the original “School of Rock.” When Augeri’s tuition check for college bounced, he returned home to start a rock and roll band. Working as a session vocalist, as well as bartending and waiting tables, it was not until 1984 when Augeri received his first break and was hired as background vocalist for one of the world’s most renowned hard rock guitarists, Michael Schenker of UFO and Scorpions fame.

    THE DEAD SET OUT ON SUMMER GETAWAY TOUR The Dead are coming together for their first Summer tour since Jerry Garcia's passing and will be joined on various dates of the tour by legendary musicians Bob Dylan, Willie Nelson, Steve Winwood, and celebrated Grateful Dead songwriter Robert Hunter. The Dead are kicking off the first leg of their Summer Getaway Tour at the sold-out Bonnaroo Festival in Tennessee on June 15 and will continue touring through early July. Steve Winwood will join the band from June 17-25, and Willie Nelson & Family will join the tour from June 27 through July 4; Nelson's final performance with The Dead will take place at his spectacular 4th of July picnic in Austin, TX. Tickets are on sale at dead.net as well as at Ticketmaster . The second leg of the Summer Getaway Tour will be co-headlined by the incomparable Bob Dylan, who will play prior to and sit in with The Dead. This pairing has not taken place since The Dead and Bob Dylan, along with his band, collaborated on a sold-out stadium tour in 1987. The second leg of the Summer Getaway Tour will be from July 29 through August 10. (Complete tour schedules follow.) The Dead are made up of Grateful Dead members Mickey Hart (percussion, drums, vocals), Bill Kreutzmann (drums), Phil Lesh (bass, vocals) and Bob Weir (guitar, vocals), whom are joined by keyboardists Jeff Chimenti and Rob Barraco, and lead guitarist Jimmy Herring. Also joining The Dead for the first time, injecting a soulful female voice, is Grammy-nominated singer Joan Osborne.

Impossible de résumer le C.V. du chanteur américain en une phrase tant il demeure si impressionnant ! En 2009, il chante dans le groupe (projet ? car j’attends avec impatience la suite) scandinave W.E.T., que je considère comme le meilleur album de mélodique Rock de cette année. Vous l’aurez compris, JEFF SCOTT SOTO peut se classer dans les hyper actifs, cette race d’artistes qui éprouvent le besoin permanent d’avoir plusieurs axes de créativité, et dans la famille des chanteurs capables de tout chanter (Soul, Blues, Rock, Hard Rock, Heavy). La première écoute de Damage Control m’a laissé un sentiment mitigé. OK, c’est bien chanté, il y a des guitares bien Hard, de bons refrains mais il semblait manquer un petit quelque chose pour répondre à mes attentes. Alors, c’est vrai, la quasi absence de claviers peut en effet décevoir. Mais plus je rentre dans cet album et plus je l’apprécie (signe des grands disques ?). Pourquoi ? Je relève d’abord une grande variété des ambiances avec des titres énergiques typiquement Hard Rock comme Give A Little More ou Tears That I Cry ou des mid tempo aux refrains soignés tels que Damage Control ou Die A Litlle et ses guitares wha-wha.
