No Consultees/ The draft plan was consulted upon by the parish council, and subsequently Consultation by the District Council, in line with the statutory requirements of the Neighbourhood Planning process. Page 3 1. BACKGROUND 1.1. Preston Parish Council (PPC) applied to this Council in May 2017 to designate a neighbourhood area. The area applied for, and subsequently approved, was the entirety of Preston Parish. Since that point, a steering group consisting of local residents and consultancy support has consulted locally, reviewed and developed a local evidence base, and drafted a plan, the Preston Neighbourhood Development Plan (PNDP). This plan was duly consulted upon in early 2020 (Regulation 14 pre-submission consultation) – a consultation to which this Council responded – and representations were considered in preparing a submission draft. Following the submission of this draft to the Council last year, consultation was launched in September 2020, closing on 2 November. 2. MAIN POINTS 2.1. Following the prescribed process for neighbourhood plans, Cotswold District Council procured an independent examination of the Preston Neighbourhood Development Plan (NDP) from an experienced examiner, Andrew Mead (‘the examiner’). This examination process is typically carried out using written representations, so is effectively a desk-based exercise, usually supplemented with a visit to the neighbourhood area. The examiner issued his final report on 28 January 2021. 2.2. The examiner concluded that the NDP, as amended following his recommendations, meets the Basic Conditions laid out in law for neighbourhood plans, and should proceed to referendum, and that the referendum covers the area of the plan, that is, Preston Parish. 2.3. It is the role of this Council to make the changes recommended by the examiner, in consultation with the qualifying body. It should be noted that the examiner’s recommendations are exactly that, and are not binding. These recommendations (contained in the examiner’s report at Annex A2 and subsequent modifications are highlighted in table form at Appendix C, and have been made to the submission draft plan at Appendix ‘B’. 2.4. Subject to the decision on this report, the PNDP will proceed to referendum in May 2021, alongside the other ballots scheduled for this date, including two other neighbourhood plans. This timeframe is within the usual window for a neighbourhood pan to proceed to referendum. However, it should be noted that due to Covid-19 pandemic emergency provisions, the plan can be given significant weight in decision-making after this decision, so far as the plan is material to an application (NPPG Paragraph: 107 Reference ID: 41-107- 20200513, Revision date: 13 05 2020). 3. FINANCIAL IMPLICATIONS 3.1. This decision will enable the Council to draw down grant from the Ministry of Housing Communities and Local Government. While this is set at a standard rate of £20,000, in this instance it will cover the costs of the examination and the referendum, as well as other cash costs incurred on this plan. 4. LEGAL IMPLICATIONS Page 4 4.1. Making a decision on this report is a statutory duty. While the Council is expected to take on board the examiner’s findings, these are non-binding, and the decision is the Council’s. This decision will give the plan significant weight in planning decisions, as noted above, but will still need to be subject to a referendum and a final, formal decision to make the plan. 5. RISK ASSESSMENT 5.1. This is part of a statutory process and a decision that must be made. To mitigate the risk that there is challenge to the Council’s decision, the Council has participated fully in this process to ensure that the presented plan and the preparatory process is technically and legally robust. 6. No. 237 7641 84 2 Page 8 Main Findings - Executive Summary From my examination of the Preston Neighbourhood Development Plan (PNDP/the Plan) and its supporting documentation including the representations made, I have concluded that subject to the policy modifications set out in this report, the Plan meets the Basic Conditions. I have also concluded that: - The Plan has been prepared and submitted for examination by a qualifying body – the Preston Parish Council; - The Plan has been prepared for an area properly designated – the Parish of Preston as shown on Figure 1 page 5 of the submitted Plan; - The Plan specifies the period during which it is to take effect: 2020- 2036; and - The policies relate to the development and use of land for a designated neighbourhood area.

Introduction 1.1 In November 2019, the Council published and carried out consultation on the Stroud District Council Local Plan Review: Draft Plan for Consultation. The Draft Plan sets out the preferred development strategy for meeting the District’s growth needs for the period to 2040 based on a minimum housing requirement of 638 homes per annum calculated under the Government Standard Method. A separate report analysing responses to the Draft Plan consultation is available to view on the Council’s website at www.stroud.gov.uk/Stroud District Local Plan review. 1.2 In August 2020, the Government published a consultation document proposing changes to the method for calculating the minimum housing requirement for each local authority area in the country. This revised standard method proposed increasing the requirement for Stroud District from 638 homes per annum to 786 homes per annum and a need to plan for a potential additional 1,050 – 2,400 homes between now and 2040.

The Cotswold Show is held annually in Cirencester Park whilst the Market Place hosts many activities throughout the year as well as two market days and a Farmer’s Market every other Saturday. The Corn Hall is also a much used facility. The Church, with its 162 foot high tower, is the largest parish church in Gloucestershire and dates from the Norman period.

Those who early in the last century, under the influence of the new Itinerary, traced the Roman roads, unfortunately left but scanty accounts of the remains which came under their notice, many of which have since been destroyed or covered up in the making of modern roads ; and with the evidence now avail- able few Roman roads can be traced continuously. The gaps can often be filled with reasonable cer- tainty, but more often the precise course is doubtful, and the entire course of some roads connecting known stations of the Itinerary of Antonine can IV PREFACE only be guessed at.

This statement is intended to encourage good design by analyzing the characteristic style of Preston and suggesting ways in which it might be applied to all future landscape and building activity in the Parish. 3. This Statement provides guidance to all interested parties; including Cotswold District Council, the Parish Council when considering any planning applications (e.g. developers of new housing in the Parish) and homeowners contemplating work to their property. 4. Further to a decision by the Parish Council a Steering Group was set up to prepare the Design Statement. This Steering Group met on a regular basis during 2015/2016 to discuss the content of the Statement and the most suitable way forward. This resulted in the distribution of a questionnaire in October 2015 to all the residents of the Parish. The number of questionnaires returned represented 43% of the properties. Approximately 50% of the Village responded. Analysis of the responses to the questionnaire has enabled the Steering Group to prepare this document which, following completion was presented to the Parish Council for approval.

Our Plan has been produced by local residents, under the aegis of the Parish Council, using the views of the residents of Preston, with the invaluable assistance of an experienced Planning Consultant.     THE IDEA OF RESIDENCE IN THE NEOLITHIC COTSWOLDS Volume 1 Nicola Snashall A Thesis Submitted for the Degree of Doctor of Philosophy DEPARTMENT OF ARCHAEOLOGY & PREHISTORY UNIVERSITY OF SHEFFIELD September 2002 This thesis is an investigation of the idea of residence in the British Neolithic carried out at a regional level. The aim is to produce a clearer understanding of ideas and modes of residence as experienced by groups residing in the Cotswolds between the Later Mesolithic and the Early Bronze Age. This is undertaken through the use of lithic assemblages in combination with other sources of monumental and topographical information. The assemblages are analysed in a series of sampling units chosen to reflect the diversity in monumentality and topography within the region. Analysis of the assemblages is undertaken in two stages. The first establishes the validity of using Pitts’ and Jacobi’s (1979) chronometric methodology within the region and goes on to suggest a supplementary method more suited to dealing with lithic material produced within a parsimonious tradition of stone working. The second stage builds upon the chronometric patterning established in the first phase. It uses this patterning in combination with a technological and typological analysis of selected assemblages to establish the residential choices made by communities in different topographic and monumental areas. The analyses of the character of individual assemblages is then used to build an understanding of the residential choices made in different periods within individual monumental and topographical areas. Finally an attempt is made to draw out the contrasts and continuities in residential practices in the region as a whole during different periods.

    Chapter 2 The Mabinogi of Pwyll The Roman and the Post-Roman South The complex of the Indigenous Underworld, and its association with South Wales, was overlayed by the interaction of geography and history throughout the Roman and Post-Roman periods. Unlike the kingdoms of the North, Dyfed, Ystrad Twyi, Gwent, Brycheiniog, Glywissing and the other Southern Welsh kingdoms did not fall under the sway of the warrior dynasties of Coel Hen and the Votadinii (which are further discussed in Chapter 3) during the fifth and sixth century sub-Roman period. Instead, this part of Wales retained its traditional connections with Ireland on one hand, and the plains of England on the other. These are links which, as we have seen, had deep prehistoric roots, even as far back as the Early Stone Age (see p. 26, n. 34, p. 157 n. 218 above). But even into the historic period, the respective experiences of North and South Wales tended to reinforce rather than submerge their cultural differences, as we will now consider. In the first century AD, following a brief but intense period of resistance during the Claudian conquest, the Silures of what is now the south-eastern corner of Wales submitted wholeheartedly to the Roman yoke. The rich, lowland landscape of this area made it conducive to the Roman way of life. The civitas or tribal district of the Silurian people supported a thriving villa economy – as well as a number of fully-developed urban centres at Nidum (Neath), Isca (Caerleon), Gobannium (Abergevenny) and Venta Silurum (Caerwent). It was this latter location, literally meaning ‘Marketplace (venta) of the Silures’ which was to bequeath its name to the later sub-Roman kingdom of Gwent.
