Introduction 1.1 In November 2019, the Council published and carried out consultation on the Stroud District Council Local Plan Review: Draft Plan for Consultation. The Draft Plan sets out the preferred development strategy for meeting the District’s growth needs for the period to 2040 based on a minimum housing requirement of 638 homes per annum calculated under the Government Standard Method. A separate report analysing responses to the Draft Plan consultation is available to view on the Council’s website at www.stroud.gov.uk/Stroud District Local Plan review. 1.2 In August 2020, the Government published a consultation document proposing changes to the method for calculating the minimum housing requirement for each local authority area in the country. This revised standard method proposed increasing the requirement for Stroud District from 638 homes per annum to 786 homes per annum and a need to plan for a potential additional 1,050 – 2,400 homes between now and 2040. -

The Cotswold Show is held annually in Cirencester Park whilst the Market Place hosts many activities throughout the year as well as two market days and a Farmer’s Market every other Saturday. The Corn Hall is also a much used facility. The Church, with its 162 foot high tower, is the largest parish church in Gloucestershire and dates from the Norman period. -

DA CsHr PREFACE The following attempt to describe the Roman roads of Britain originated in observations made in all parts of the country as opportunities presented themselves to me from time to time. On turning to other sources of information, the curious fact appeared that for a century past the literature of the subject has been widely influenced by the spurious Itinerary attributed to Richard of Ciren- cester. Though that was long ago shown to be a forgery, statements derived from it, and suppositions founded upon them, are continually repeated, casting suspicion sometimes undeserved on accounts which prove to be otherwise accurate. A wide publicity, and some semblance of authority, have been given to imaginary roads and stations by the new Ordnance maps. Those who early in the last century, under the influence of the new Itinerary, traced the Roman roads, unfortunately left but scanty accounts of the remains which came under their notice, many of which have since been destroyed or covered up in the making of modern roads ; and with the evidence now avail- able few Roman roads can be traced continuously. The gaps can often be filled with reasonable cer- tainty, but more often the precise course is doubtful, and the entire course of some roads connecting known stations of the Itinerary of Antonine can IV PREFACE only be guessed at. -

Successful Parish/Village Design demands a harmony between traditional and new buildings. This enhances both the appearance of the environment and community life. Future design should, therefore, consider patterns and details which give Preston its special character. 2. This statement is intended to encourage good design by analyzing the characteristic style of Preston and suggesting ways in which it might be applied to all future landscape and building activity in the Parish. 3. This Statement provides guidance to all interested parties; including Cotswold District Council, the Parish Council when considering any planning applications (e.g. developers of new housing in the Parish) and homeowners contemplating work to their property. 4. Appendix 2 of this document discusses the planning policy context relevant to design in Preston. How the Statement was prepared 5. Further to a decision by the Parish Council a Steering Group was set up to prepare the Design Statement. This Steering Group met on a regular basis during 2015/2016 to discuss the content of the Statement and the most suitable way forward. This resulted in the distribution of a questionnaire in October 2015 to all the residents of the Parish. The number of questionnaires returned represented 43% of the properties. Approximately 50% of the Village responded. Analysis of the responses to the questionnaire has enabled the Steering Group to prepare this document which, following completion was presented to the Parish Council for approval. -

In Britain, as in their other provinces, the Romans constructed a comprehensive network of paved trunk roads (i.e. surfaced highways) during their nearly four centuries of occupation (43 - 410 AD). This article focuses on the ca. 2,000 mi (3,200 km) of Roman roads in Britain shown on the Ordnance Survey's Map of Roman Britain.[1] This contains the most accurate and up-to-date layout of certain and probable routes that is readily available to the general public. The pre-Roman Britons used mostly unpaved trackways for their communications, including very ancient ones running along elevated ridges of hills, such as the South Downs Way, now a public long-distance footpath. -

Preston NDP – Made Plan Introduction by Chairman of the Steering Group Neighbourhood Development Plans come out of the Government’s determination to ensure that local communities are closely involved in the decisions which affect them. The Preston Neighbourhood Development Plan has been developed to establish a vision for the village and to help deliver the local community’s aspirations and needs for the plan period 2018 – 2031. Our Neighbourhood Development Plan is a statutory document that is part of the District planning framework and will be used by Cotswold District Council to determine planning applications. Our Plan has been produced by local residents, under the aegis of the Parish Council, using the views of the residents of Preston, with the invaluable assistance of an experienced Planning Consultant. The Steering Group has consulted with and listened to the community and local organisations on a wide range of issues that will influence the well-being, sustainability and long-term preservation of Preston’s rural community. The Idea of Residence in the Neolithic Cotswolds
THE IDEA OF RESIDENCE IN THE NEOLITHIC COTSWOLDS Volume 1 Nicola Snashall A Thesis Submitted for the Degree of Doctor of Philosophy DEPARTMENT OF ARCHAEOLOGY & PREHISTORY UNIVERSITY OF SHEFFIELD September 2002 This thesis is an investigation of the idea of residence in the British Neolithic carried out at a regional level. The aim is to produce a clearer understanding of ideas and modes of residence as experienced by groups residing in the Cotswolds between the Later Mesolithic and the Early Bronze Age. This is undertaken through the use of lithic assemblages in combination with other sources of monumental and topographical information. The assemblages are analysed in a series of sampling units chosen to reflect the diversity in monumentality and topography within the region. Analysis of the assemblages is undertaken in two stages. The first establishes the validity of using Pitts’ and Jacobi’s (1979) chronometric methodology within the region and goes on to suggest a supplementary method more suited to dealing with lithic material produced within a parsimonious tradition of stone working. The second stage builds upon the chronometric patterning established in the first phase. It uses this patterning in combination with a technological and typological analysis of selected assemblages to establish the residential choices made by communities in different topographic and monumental areas. The analyses of the character of individual assemblages is then used to build an understanding of the residential choices made in different periods within individual monumental and topographical areas. Finally an attempt is made to draw out the contrasts and continuities in residential practices in the region as a whole during different periods. -

Chapter 2 The Mabinogi of Pwyll The Roman and the Post-Roman South The complex of the Indigenous Underworld, and its association with South Wales, was overlayed by the interaction of geography and history throughout the Roman and Post-Roman periods. Unlike the kingdoms of the North, Dyfed, Ystrad Twyi, Gwent, Brycheiniog, Glywissing and the other Southern Welsh kingdoms did not fall under the sway of the warrior dynasties of Coel Hen and the Votadinii (which are further discussed in Chapter 3) during the fifth and sixth century sub-Roman period. Instead, this part of Wales retained its traditional connections with Ireland on one hand, and the plains of England on the other. These are links which, as we have seen, had deep prehistoric roots, even as far back as the Early Stone Age (see p. 26, n. 34, p. 157 n. 218 above). But even into the historic period, the respective experiences of North and South Wales tended to reinforce rather than submerge their cultural differences, as we will now consider. In the first century AD, following a brief but intense period of resistance during the Claudian conquest, the Silures of what is now the south-eastern corner of Wales submitted wholeheartedly to the Roman yoke. The rich, lowland landscape of this area made it conducive to the Roman way of life. The civitas or tribal district of the Silurian people supported a thriving villa economy – as well as a number of fully-developed urban centres at Nidum (Neath), Isca (Caerleon), Gobannium (Abergevenny) and Venta Silurum (Caerwent). It was this latter location, literally meaning ‘Marketplace (venta) of the Silures’ which was to bequeath its name to the later sub-Roman kingdom of Gwent.
