However, concerns have been raised by stakeholders about the viability of PPP to deliver Value for Money (VfM), especially for the client. These discussions have generated debates and arguments in policy and advisory documents within the last decade mainly in the renegotiation of PPP water and transport projects and their VfM implications. Poor or non-achievement of VfM in PPP contracts renegotiation has led to this study in PPP road projects with the overall aim of integrating VfM considerations into the renegotiation process of PPP road projects. Mixed methodology research approach is used to achieve the objectives set for the study. Interviews and questionnaires of professionals involved in Design-Build-Finance-Operate (DBFO) road projects in the UK are used in the study. -

Introduction 1.1 In November 2019, the Council published and carried out consultation on the Stroud District Council Local Plan Review: Draft Plan for Consultation. The Draft Plan sets out the preferred development strategy for meeting the District’s growth needs for the period to 2040 based on a minimum housing requirement of 638 homes per annum calculated under the Government Standard Method. A separate report analysing responses to the Draft Plan consultation is available to view on the Council’s website at www.stroud.gov.uk/Stroud District Local Plan review. 1.2 In August 2020, the Government published a consultation document proposing changes to the method for calculating the minimum housing requirement for each local authority area in the country. This revised standard method proposed increasing the requirement for Stroud District from 638 homes per annum to 786 homes per annum and a need to plan for a potential additional 1,050 – 2,400 homes between now and 2040. -

Successful Parish/Village Design demands a harmony between traditional and new buildings. This enhances both the appearance of the environment and community life. Future design should, therefore, consider patterns and details which give Preston its special character. 2. This statement is intended to encourage good design by analyzing the characteristic style of Preston and suggesting ways in which it might be applied to all future landscape and building activity in the Parish. 3. This Statement provides guidance to all interested parties; including Cotswold District Council, the Parish Council when considering any planning applications (e.g. developers of new housing in the Parish) and homeowners contemplating work to their property. 4. Appendix 2 of this document discusses the planning policy context relevant to design in Preston. How the Statement was prepared 5. Further to a decision by the Parish Council a Steering Group was set up to prepare the Design Statement. This Steering Group met on a regular basis during 2015/2016 to discuss the content of the Statement and the most suitable way forward. This resulted in the distribution of a questionnaire in October 2015 to all the residents of the Parish. The number of questionnaires returned represented 43% of the properties. Approximately 50% of the Village responded. Analysis of the responses to the questionnaire has enabled the Steering Group to prepare this document which, following completion was presented to the Parish Council for approval. -

The Palladian Way – 2016
THE PALLADIAN WAY – 2016 The Palladian Way owes the title of ‘architectural trail’ to a style of building design developed by Andre Palladio in 16th Century Italy. This borrowed heavily from classical Roman precedents and was in turn copied and developed by such luminaries as Inigo Jones, Christopher Wren, John Vanburgh and William Kent, each adding their own refinements. At the heart of Palladio’s design for private villas was symmetry. Key features were wide front steps leading up to a large central area behind classical pillars supporting a pediment with a low triangular gable above. Broad house walls gave widespread views from all sides over formal gardens. Overall the size would reflect a cube shape or one governed by a mathematical formula where the width and height could be divided exactly by 6. To this could be added circular staircases, imposing estate rooms and a dome or cupola such as that later to top Wren’s St Paul’s. So a key feature of the walk was to see how far this Palladian style still graced the large buildings on the route, just as those buildings largely dictated the key destinations on the way. You’d be imagining somewhere far away from England. Throw in deep overnight frost with several degrees minus and you might start to wonder. The building accommodates a waste transfer station handling household, commercial and industrial wastes including putrescible and hazardous wastes. 1.2 The application site lies a short distance to the east of the city centre on former railway land immediately north of the main Gloucester to Birmingham railway. Access to the site is derived from a short private road that joins Myers Road to the west which in turn links with the A3042 Metz Way via Horton Road. Vehicles enter through a gateway in the north western corner of the fenced site and waste lorries track right to enter the building on the southern elevation. After depositing their load they leave via the same entrance and continue around the building in an anti-clockwise direction to leave via the gateway.
