This IDP has been produced for Cotswold District Council in order to evaluate the transport, utilities, community and green infrastructure and services that will be required to support the levels of housing and employment growth proposed in the Cotswold DC Local Plan. An Interim version of the IDP was published in May 2013. This version of the IDP presents a Refresh to this Interim version in order to consider revised figures in relation to commitments as well as residential developments delivered between 1st April 2011 and 31st March 2014. The refresh also seeks to consider a revised Scenario 2 (contingency) which presents a higher number of dwellings to that proposed in previous correspondence. The IDP has been prepared in part on the basis of the information received from various service providers as part of the consultation process undertaken during August 2014. The report has been prepared with the following caveats: The cost and specification information received for individual infrastructure schemes has not been audited or tested for accuracy. It has not always been possible to ascertain whether some of the infrastructure projects identified have confirmed or guaranteed funding to deliver them; The IDP is a high level assessment of infrastructure need which is based on the information received and benchmark indices. This provides an assessment which is based partly on theoretical costings and estimates and which should be further defined as information becomes available; Where we have not received an accurate or satisfactory level of actual project information from infrastructure providers, costs and project specifications have been benchmarked and estimated using industry standards and comparable project information from other parts of the UK and/or previous infrastructure projects designed and implemented by Arup; We accept that there may be cases where the cost of delivering infrastructure items (for example, some social and community infrastructure) could be reduced by collocating different services together. No allowance has been made at this stage of the potential to collocate and therefore reduce the cost of delivering individual services in multifunctional buildings. This would require further discussions with service providers; Infrastructure delivery planning is a live process and it is expected that the figures in this report will change over time. Further work, including infrastructure modelling and on-going consultation with service providers and developers, will be required to refine an understanding of infrastructure requirements, funding and delivery mechanisms. A detailed project tracker which accompanies this report will need to be maintained and updated over years to come to provide the most up to date and accurate picture of the overall funding and delivery picture for infrastructure across the District as a whole; 4-05 | Issue | 26 September 2014 Page 1 Cotswold District Council Infrastructure Delivery Plan Refresh (September 2014) This IDP has been prepared on the basis of a maximum development scenario of 8,614 new homes being built (August 2014). The project tracker attached to this IDP identifies the projects which have emerged during the preparation of the document. There are likely to be other projects that may come on stream which have not been identified and for this reason, the project tracker forms a live document which will continue to be updated over the plan period up to 2031. The cost tracker has been produced alongside this IDP in order that forecast infrastructure costs can been detailed by settlement. It is hoped that this will assist Cotswold DC in negotiation with developers and should overall figures change in the future, associated costs will update automatically upon development scenario information being updated. The next stage of infrastructure planning will involve Cotswold District continuing to work collaboratively with key service providers in order to make decisions around prioritisation of projects. Further work on the Community Infrastructure Levy (CIL) will aid this prioritisation process and the IDP tracker will form an important tool in identifying, developing and prioritising projects. IDP Development Scenarios The IDP has been through one revision with a Stage 1 Interim Version IDP published in May 2013 and this Refresh IDP being undertaken in August/September 2014. This document provides an Executive Summary in support of this Refresh IDP and the process of preparation is summarised in the table below. Introduction 1.1 In November 2019, the Council published and carried out consultation on the Stroud District Council Local Plan Review: Draft Plan for Consultation. The Draft Plan sets out the preferred development strategy for meeting the District’s growth needs for the period to 2040 based on a minimum housing requirement of 638 homes per annum calculated under the Government Standard Method. A separate report analysing responses to the Draft Plan consultation is available to view on the Council’s website at www.stroud.gov.uk/Stroud District Local Plan review. 1.2 In August 2020, the Government published a consultation document proposing changes to the method for calculating the minimum housing requirement for each local authority area in the country.     DRAFT Gloucestershire First 26 April 07 THE GLOUCESTERSHIRE URBAN ECONOMIC STRATEGY 2007-2015 INTRODUCTION 1. Urban Gloucestershire lies astride the M5 and is made up of Gloucester City, Cheltenham Borough and parts of the Borough of Tewkesbury and Stroud District. With a total population of 310,800 and forecast by 2026 to be at least 370,800 this is a significant urban conurbation particularly in regional terms, as evidenced by the identification of Gloucester and Cheltenham in the draft Regional Spatial Strategy (RSS) as two of the regionally Strategically Significant Cities and Towns (SSCTs)1. Within the Gloucestershire economy this urban area plays a vital role. Defining Urban Gloucestershire Urban Gloucestershire cannot be delineated precisely on a map without limiting some initiatives unnecessarily. In general it is those geographical areas of the Central Vale that have a concentration of people and businesses that by working together can complement one another and increase the economy of Gloucestershire. It therefore includes the whole of Gloucester City and Cheltenham Borough. It also will generally include, within Tewkesbury Borough, Tewkesbury Town and Ashchurch as well as the parishes of Brockworth, Hucclecote, Churchdown, Innsworth, Longford and embraces Gloucestershire Airport and Dowty/Smiths, although there are some aspects of these that are also 'rural' and will also be covered by the Gloucestershire Rural Economic Strategy. Similarly it will also generally include in Stroud District the settlements of Hardwicke and those others that comprise the defined Stroud Urban Area: Stonehouse, Stroud, Thrupp, North and South Woodchester and Nailsworth, although parts of these are also 'rural'. Economic and administrative boundaries are not identical.

    Reprinted from: Gloucestershire Society for Industrial Archaeology Journal for 2007 pages 37-40 THE MALTHOUSE, WOODMANCOTE, DURSLEY Amber Patrick Introduction This malthouse was neither visible from the road, nor was it recognisable as such when seen from the garden of the house. I visited the malthouse on two occasions in June and August 1988, and undertook a small amount of recording and measured survey work. This short report is the result of that work. The site and its history Woodmancote is the A4135 road running south from Dursley. The malthouse is located behind the house on the eastern side of Woodmancote (ST 7588 9788). The house is one of a distinguished row of Georgian houses, and of an 18th century date. The house itself gives no indication that there was ever any industrial activity in its back garden. The malthouse runs back, and therefore eastwards from the house, being almost literally an extension of the kitchen. It is a typical burgage plot maltings (Fig. 1). Relatively little is known of its malting history, although the owners at the time of my visit had undertaken some research into the history of the house. The main evidence for the building’s malting history comes from early trades directories. Pigot’s for 1822-3 records three maltsters in Woodmancote: a Mrs Millard, a William Robinson and a James Taylor. By the time of Pigot’s 1830 directory only William Robinson is listed as a maltster in Woodmancote. Later directories do not record any maltster in the road but that does not necessarily mean that malting had ceased.

To report the conclusions of work undertaken in response to the Full Council Question No.3 dated 19th October 2011, in respect of Filton Airfield. Background 2. In April 2011 BAE Systems Ltd announced its decision to close Filton Airfield at the end of 2012. That decision has significant implications for the District and wider area including the programme for the Council’s emerging Core Strategy. 3. The Council has in the period since April 2011 undertaken widespread engagement to listen to the wide ranging views being expressed in response to the closure announcement and to better understand the issues which arise from BAE Systems Ltd decision to close the airfield. 4. The Council is committed to having its Core Strategy ‘examined’ by an independent Inspector at the earliest reasonable opportunity with view to adoption of the Core Strategy in the summer of 2012 if possible. The consequences of not having an adopted core strategy are far reaching. It is therefore very important that both the position in respect of Filton Airfield and more generally are resolved as quickly as possible. 5. In order to better understand the reasons advanced by BAE Systems Ltd for closing the Airfield, and to explain that decision as part of the engagement process, the Council invited the Company to prepare and publish an Aviation Options Report. This summarises the key information and aviation options considered and which led BAE Systems Ltd to conclude that the Airfield is not thought to be viable or needed.

Her funeral was held on 6th August and there is to be a Memorial Tribute to her on 2nd October at the Art Workers Guild in London. Felicity has been the authority on her parents’ lives for many years now and her Obituary in the Independent described her as ‘probably the last close link with the inner circle of extraordinary creative talents fostered or inspired by William Morris’ … her death ‘marks its [the Arts & Crafts movement] formal and final passing’. This first issue of Volume Number VI is a bumper issue full of connections. John Taplin, Andrew Davenport and Tim Clough (Editor of Rutland Local History & Record Society), after their initial queries to the Archive Room, all sent articles on their researches; the pieces on Maye Bruce and Thomas Phillipps are connected with new publications; there is an ‘earthy’ connection between with the Plough, Rutland and Bruce researches and the Phillipps and Whitfield articles both have Shakespeare connections.

Glossary 14 Supporting Documents Gloucestershire’s Local Transport Plan 2011-26 Promoting a safe and sustainable transport system Foreword Welcome to the Local Transport Plan for Gloucestershire (LTP3), which sets out the transport strategy for the County from 2011 to 2026. Our vision for transport in the future is: “Providing a safe and sustainable transport network within Gloucestershire” where safe means a transport network that people feel safe and secure using and sustainable means a transport network that is both environmentally and financially sustainable. It is the most challenging Local Transport Plan we have developed as it comes into being during a time when we have to make efficiencies to help reduce the national debt and get the most out of limited resources. LTP3 has been produced in accordance with guidance that sets out the Government‟s priorities for transport as well as indications of the level of funding that might be available to invest in local transport. This funding is likely to reduce as the new Government addresses the national financial position and we have framed the LTP3 strategy to reflect this. Everybody relies on there being a safe and sustainable transport system to allow them to access, or provide, the services that society needs to properly function.
