Geopolitical analysis Burkina Faso is one of the poorest countries in the world. People living in the most precarious conditions are often illiterate with little or no access to healthcare and low spending power. The most vulnerable people, including people with disabilities, receive almost no medical assistance and are rarely included in the economic and social life of the country. Most suffer exclusion and extreme poverty. Since 2015, conflicts between the state and non-state armed groups in the northern regions of Burkina- Faso have increased insecurity. This permanent conflict situation has forced 1 million people from their homes in Burkina-Faso, depriving them of economic resources essential to their survival. Summary of HI’s work in the country Burkina Faso was the first West African country in which HI worked. The organisation has been registered there since 1991, when it helped rehabilitate the National Orthopaedic Fitting Centre of Burkina Faso (CNAOB) in partnership with the Ministry of Health. It subsequently supported the development and setting up of other rehabilitation and fitting centres across the country. Over the following years, HI went on to diversify its work in Burkina Faso. Until 2015, HI’s projects were almost exclusively devoted to development, but the organisation gradually shifted its focus to meet the population’s chronic and humanitarian needs. In 2020, out of 11 projects, 36% are humanitarian projects, 27% provide response to chronic crises and 36% provide response to development needs. HI is helping to set up a regional functional rehabilitation network integrated into the national health system as part of its development work. HI trains health and rehabilitation professionals. The organisation’s education project helps children with disabilities access and continue to attend primary school. HI also trains and raises the awareness of people working in disability and inclusive education to ensure the project’s sustainability. HI is implementing a road-safety project in Ouagadougou building on several years of research. Lastly, and again in Ouagadougou, HI was part of a project that includes people with disabilities in the management and use of public infrastructure in the capital. As part of its crisis response, HI addresses the needs of households in the Sahel region facing insecurity, including food insecurity through RECOSA, the Project for Strengthening the Resilience and Social Cohesion of Vulnerable People in the Cross-Border Regions of Burkina Faso (Sahel region) and Niger (Tillabery region), and the physical and emotional stimulation of malnourished children in the Sahel. HI also helps schools to address the impact of insecurity in the Sahel and Eastern regions by implementing school preparedness and response plans. Lastly, HI's response to humanitarian needs aims to support vulnerable people (including students and teachers) who have suffered shock or trauma as a result of the crisis, and to meet the basic need for shelter of people in Soum province (the province second worst-affected by population displacement). HI is also a member of the consortium leading the Rapid Response Mechanism (RRM) project in Burkina Faso to alert and provide information on the needs of displaced people. Lastly, HI implements a project to help humanitarian response actors make their projects more inclusive of older people and people with disabilities.     Burkina Faso: Nutrition Profile Malnutrition in childhood and pregnancy has many adverse consequences for child survival and long-term well-being. It also has far-reaching consequences for human capital, economic productivity, and national development overall. The consequences of malnutrition should be a significant concern for policymakers in Burkina Faso, where 9 percent of children under five years are acutely malnourished or wasted (have low weight-for-height) and 25 percent of children under five are stunted (have low height-for-age) (Ministère de la Santé 2020). Background A landlocked sub-Saharan country, Burkina Faso is among the poorest countries in the world—40 percent of its population lives below the national poverty line (World Bank 2020)—and it ranks 182nd out of 189 countries on United Nations Development Program’s (UNDP’s) 2019 Human Development Index (UNDP 2019). In 2015, a new president was democratically elected for the first time in 30 years. This significant political change was brought about by violent street protests and general dissatisfaction with the political and economic situation in Burkina Faso. An increase in terrorist attacks, influx of Malian refugees, and a sharp rise from fewer than 50,000 in January 2019 to 765,000 displaced Burkina Faso residents in March 2020 also impacts the political context and food security (World Bank 2020; WFP 2017). The new government is committed to improving the economy and addressing food insecurity in the country; it has released several new policies related to economic growth (National Plan for Economic and Social Development–PNDES), resilience (PRP–AGIR), and food security (National Food and Nutrition Security Policy–PNSAN) in 2016 (Murphy, Oot, and Sethuraman 2017); free health care for pregnant and lactating women and children under five in 2016; and free family planning services for all women nationwide in 2020.

The Mali Situation: began in 2012 with the outbreak of conflict in northern Mali. Today, almost 25 000 Malians have found refuge in Burkina Faso. The Sahel region bordering Mali and Niger and hosting 98% of Malian refugees is increasingly affected by insecurity and violence, aggravating the vulnerability of populations who are in need of international protection and multi-sectoral humanitarian assistance. 2. Since over one year, thousands of asylum seekers from Mali entered into Boucle du Mouhoun and Nord regions, fleeing an intensification of violence in Central Mali. The majority of people live in spontaneous sites or with the local population. Additional displacement into these regions is not excluded. 3. Internally Displaced Persons (IDPs): At least 115 000 Burkinabe have left their homes due to rising insecurity, incidents of violence and the presence of armed groups and are now displaced within Burkina Faso.

    USAID COUNTRY PROFILE PROPERTY RIGHTS AND RESOURCE GOVERNANCE BURKINA FASO OVERVIEW Burkina Faso is working hard to emerge from the large-scale political and social upheaval that characterized the 18 months following the popular uprising that resulted in the resignation of President Blaise Compaoré in October 2014. In view of the presidential and legislative elections held in November 2015, and the largely successful municipal elections in May 2016, the country appears to have reached a positive turning point, although governing institutions remain in transition and fragile. Burkina Faso is a land-locked country with agro-ecological conditions ranging from the Sahelian North, where pastoralism and agro-pastoralism predominate, to the Sudanian Central and Southern portions of the countries that contain the largest share of cultivable land. Agricultural land constitutes approximately 39-45 percent of the country’s total land area, and about 0.55 percent of total land area is equipped for irrigated agricultural production. Based on interpretation of satellite imagery produced in 2013, the United States Geological Survey concludes that less than 2 percent of the national territory features true, natural forest cover.1 The same study estimates that agricultural land covers 39 percent of the country’s total area; savanna, 31 percent; steppe, 16 percent and Sahelian short grass savanna, 5 percent. A rural land tenure reform process in Burkina Faso culminated in a pioneering Rural Land Law adopted in 2009, and in substantial revisions, adopted in 2012, to the long-standing framework land tenure law, the Réorganisation Agraire et Foncière (RAF). The 2009 Rural Land Law recognizes customary land rights and provides legal mechanisms for their formalization.

Consequently the involvement of civil society organizations (CSOs) in the planning, delivery, and monitoring of basic education has been steadily increasing in Burkina Faso. In large part this can be attributed to the responsibilities that CSOs have been called upon to undertake within the context of the 10-year plan, le Plan Décennal pour le Développement de l’Education de Base (PDDEB). Overall, the relationship between the state and CSOs with regard to education in Burkina Faso has been characterized by a general understanding of complementary roles and a shared interest in the national agenda of expanding and improving basic education throughout the country.

    Violent extremism, organised crime and local conflicts in Liptako-Gourma William Assanvo, Baba Dakono, Lori-Anne Théroux-Bénoni and Ibrahim Maïga This report analyses the links between violent extremism, illicit activities and local conflicts in the Liptako-Gourma region. Addressing regional instability in the long term requires empirical data that helps explain the local dynamics that fuel insecurity. This is the first of two reports, and is based on interviews conducted in Burkina Faso, Mali and Niger. The second report assesses the measures aimed at bringing stability to the region. This trend has consequences for food security since agricultural productivity is still on a comparatively low level in Burkina Faso. In order to compensate for the low productivity, the agricultural areas are expanding quickly. The mapping and monitoring of this expansion is difficult, even on the basis of remote sensing imagery, since the extensive farming practices and frequent cloud coverage in the area make the delineation of cultivated land from other land cover and land use types a challenging task. However, as the rapidly increasing population could have considerable effects on the natural resources and on the regional development of the country, methods for improved mapping of LULCC (land use and land cover change) are needed.
