S4W-19893 Lewis Macdonald: To ask the Scottish Government for what reasons its paper, Currency - Transaction Costs to UK Businesses, estimates the transaction costs arising from a separate Scottish currency as 0.1% of GDP, given that the paper cites a range of possible impacts of 0.1% to 1.0%.

S4W-19894 Lewis Macdonald: To ask the Scottish Government further to its paper, Currency - Transaction Costs to UK Businesses, whether it considers that an impact of around 1% of GDP in transaction costs for "small economies" would apply to Scotland in the event of the country leaving the sterling zone.

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

 Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

 Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

 A hash symbol identifies motions eligible for debate at Members’ Business;

*S4M-09108 Christina McKelvie: Words With Wings LGBT History Month Celebration—That the Parliament commends Words With Wings on what it considers its successful series of LGBT History Month workshops; understands that Words With Wings is a not-for-profit organisation that aims to seek out, develop and promote new and emerging artists and audiences by hosting creative poetry workshops and arts events to inspire, educate and entertain; believes that the Scottish arts community is a positive social force for promoting tolerance, understanding and the celebration of diversity; notes that Words With Wings writing workshops are held at the Hamilton Townhouse, and commends AJ Higginson and other artists involved in Words With Wings, the South Lanarkshire Council for its involvement with the programme.

*S4M-09107 Liam McArthur: Orkney Awarded Fairtrade Zone Status—That the Parliament welcomes news that Orkney has been awarded Fairtrade Zone status by the Fairtrade Foundation; congratulates the Orkney Fair Trade Group on its campaign, backed by the local council, to promote fair trade throughout the islands; understands that the status will allow all participating shops, hospitality outlets, schools, churches and community groups to use the Fairtrade logo and brand in their publicity materials; believes that this award reflects the growing public awareness of and support for the benefits of using fair, ethically sourced products in Orkney, and looks forward to the Orkney Fair Trade Group building on this success in the future.

*S4M-09106 Kezia Dugdale: Speak Up Speak Out Campaign—That the Parliament congratulates the City of Edinburgh Council on the launch on the next step of its campaign, Speak up Speak out; understands that the campaign encourages people who are affected by online abuse to come forward and find out about the wide range of support that is available to them; believes that everyone has the right to feel secure and safe from harm online and that Speak up Speak out reaches out to all members of the community who are experiencing such abuse or are concerned about someone else who might be; understands that the campaign’s key message is that anyone can experience online abuse, regardless of their age, gender or the colour of their skin; notes the harassment that young people can endure and the devastation that can arise from being a victim of online bullying, and, with the hope that more adults and children will be protected from such harm, encourages people to speak out against cyberbullying and to seek the support available from care professionals.

*S4M-09102 Sarah Boyack: 10 Years of Fair Trade City Status for Edinburgh— That the Parliament congratulates the City of Edinburgh on its 10 years of fair trade status; understands that a variety of exciting and notable events will take place across the city and Scotland to mark Fair Trade fortnight, which runs from 24 February to 9 March 2014; notes that, in Edinburgh, these will include what it sees as the prestigious Lord Provost’s Fair Trade Award, the Fairtrade and Ethical Fashion Show, which is being organised by St Peter’s, St Columba’s, St Mark’s and Sacred Heart Roman Catholic churches and the Edinburgh Zoo event, Go Bananas for Fair Trade!; congratulates all of the people and organisations who work hard and show determination and enthusiasm toward raising the profile and importance of fair trade; understands that 2014 is being seen by the Fair Trade Foundation (FTF) as the year to Go Bananas; commends FTF on its work and what it sees as its pioneering campaign for fairness in the banana industry; understands that FTF is trying to remedy the situation in which the price of loose bananas in many UK supermarkets has nearly halved while the cost for farmers growing the crops has significantly increased; believes that the Scotland-based One World Shop has carried out transformational work by being at the forefront of buying and selling fairly-traded products globally since 1983; congratulates the people and organisations who are celebrating Fair Trade Fortnight, and thanks them on what it sees as their continuing achievements and their work to create a fairer global society.

*S4M-09101 Clare Adamson: Lanarkshire Midwives Win National Award—That the Parliament congratulates the team of Lanarkshire midwives who have won a national midwifery award, the President’s Award for Midwifery Supervision at the Royal College of Midwives Annual Awards ceremony in London; notes that the winning team comprised Jean Watson, Madge Russell, Pauline Creaney, Liz Walker and Michelle Walsh who are all supervisors of midwives at NHS Lanarkshire and that their winning project was carried out in collaboration with the University of the West of Scotland (UWS); understands that the project focused on improving services to women and babies by building on the experience and sharing the best practice of midwives, particularly through improvements in how midwives record the care that they have given; recognises that, although it considers that this is a largely unseen and unrecognised area of work, it plays a vital role in ensuring that mothers and babies get the best possible care; commends the midwives and UWS in attracting national interest to the project, and wishes them well in all their future endeavours.

Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
