Financial Indicators for June 2009 NORFOLK ISLAND The Revenue Fund Financial Indicators for June 2009 are an estimation, in that final results will be available in the September/October period when the annual financial statements of the Administration are LEAGUES CLUBLtd prepared. The Revenue Fund income from all sources for the 2008-2009 financial year was estimated to be $13,686,000. Actual income received totalled $13,869,000 which equates to 101.3% of the Budget or in dollar terms, an increase of $183,000. The strong performers were the GST which came in at 110% of Budget or in dollar terms, $555,000 better than Budget. Income from other charges which achieved 138% of Budget, or in dollar terms $247,000 better than Budget. The Income figures that I have just referred to, are for the 12 months ended 30th June 2009 and if we consider June 2009 alone, Income from all sources was Friday 11th September 8pm estimated to be $1,141,000. The actual result was a pleasing $1,258,000, or $117,000 better than Budget. The Revised Revenue Fund provided for Expenditure totalling $14,985,000 for the 12 month period ended LIVE 30th June 2009. If the Budgeted funds had been spent, then a deficit of $1,299,000 for the financial year would have resulted. ENTERTAINMENT During the second half of the 2008-2009 financial year, a very tight rein was kept on expenditure on Norfolk Island. Expenditure for June 2009 alone was estimated to be $1,249,000 and actual expenditure amounted to $1,258,000 an increase of $206,000 above Budget. In respect of Revenue Fund Capital Works and 4 ALIVE Purchases, an amount of $103,400 was expected to be spent. The actual amount is a lower $92,500 which Norfolkʼs best entertainers! demonstrates once again the firm control that was exercised over Expenditure during the second half of 2008-2009 financial year. Great night out for It is worth noting that the tight control over expenditure will remain for the entire 2009-2010 young and old!! financial year. See you there!! The estimated position of the Revenue Fund as at 30th June 2009 is as follows:- • Total current assets $2,3329,700 FULL BAR FACILITIES • Total liabilities $3,210,800 and the nett position is a short-fall of $881,100. LATE LICENCE This is an excellent result that has been achieved in universally difficult economic times and, importantly, RESTAURANT OPEN this result has been achieved with no assistance from the Commonwealth of Australia despite assurances till LATE. from a former Minister that such assistance was forthcoming. The Revenue Fund Accounts are prepared on an accrual basis and an amount of $2,096,000 owed to the Department of Education is listed as a liability. While the estimated June 30th position that I have Setting The Mark!! just referred to for the Revenue Fund provides for the payment of the Education account. For practical purposes the Norfolk Island Government (NIG) has chosen not to do so and I expect a significant payment Phone 22440 will be made to the NSW Education Department in (continued overleaf) Financial Indicators for June 2009 - continued Norfolk Air’s total income for the month of June November of this year. 2009 was $1,245,100 and operating expenses were The reason for delaying this payment to the $1,481,100 which results in a short-fall of $236,000 Education Department account is that priority was for the month. given to keeping NorfolkAir [flying] and therefore The Financial indicators contain a short-fall of the Norfolk Island economy afloat and to do this $1.2 $1,684,800 for the month. I will now speak in detail about Norfolk. The 2008- Prior to OzJet commencing to provide air services 2009 financial year was an incredibly difficult period on behalf of NorfolkAir, a code-share agreement for NorfolkAir and at times the challenges facing the already existed between OzJet and Qantas. NorfolkAir airline were almost insurmountable and just as one was not a party to the agreement, nor was NorfolkAir issue was resolved, another would emerge to test us aware of the content of that agreement. The code-share once again. agreement provided for all ticket revenues from the NorfolkAir commenced the 2008-2009 financial sale of Qantas tickets on services provided by Norfolk year, with almost $800,000 in the bank and ended Air to be paid to OzJet. The challenges that I have mentioned include such Although the code-share agreement required Qantas things as - the Global financial crisis; rapidly declining to pay moneys owed to NorfolkAir to OzJet, the visitor numbers; escalating jet fuel prices; the collapse payments were actually always made direct to Norfolk of OzJet; the loss of the $800,000 on-paid to OzJet; the Air. This arrangement changed once an administrator loss of approximately $400,000 in Qantas ticket sales was appointed to OzJet. The administrator realised that was paid to the Administrators of OzJet; the need that the code-share agreement was a valuable asset and to ramp up replacement air service providers much served notice on Qantas that future payments that were earlier than planned; the fact that major airlines were due up to the change of air service providers to Our ceasing to provide ground handling and passenger Airline should be paid directly by Qantas to OzJet. processing services for smaller airlines which force Contractually Qantas was bound to do so and did so smaller carriers like NorfolkAir to provide their to NorfolkAir’s detriment, as NorfolkAir had already own despatch control systems at their Australian paid OzJet in advance for the provision of air services gateways; the need to train staff in the use of ‘common on a weekly basis. use’ terminal equipment installed and owned by the NorfolkAir and the Administration had sought legal individual airports as major airlines moved away from advice from 2 external sources about the prospect of hosting smaller carriers within their IT system; the need recovering the funds from the administrator of OzJet for the web-based reservation systems used by small and the advice was that although we were morally and carriers like Norfolk Air to be able to communicate commercially entitled to the moneys, our legal case with the more sophisticated global reservation systems was weak and not likely to succeed. used by larger airlines or loose the ability to code The estimated cost of litigation was in the order share with them; the universal move to E-tickets and of $200,000 and the Norfolk Island Government as eventual phasing out of paper tickets - they are just owners of NorfolkAir decided not to proceed. some of challenges that have faced Norfolk Air over the previous 12 months.

The story begins in the late 1890s. One windy March night a griefstricken father sat with bowed head in front of his farm house in the hills of the Big Bend River near Spokane, Washington. Around him were his six children. Knowing nothing of the dreadful finality of death, the children looked towards the door, expecting their mother’s return, but she had just been laid to rest. From that moment William Jackson Smart became Mother and Father to his five sons and one daughter. Years later, the little girl, grown to womanhood, became Mrs John Bruce Dodd. In 1910 when her fathers work was over, and he too, was lying in the church graveyard, Mrs Dodd attended a Mother’s Day service and heard the minister warmly commend the mothers of the world. Instinctively she thought of her own father, the only MOTHER she remembered. She asked herself, “Why only Mothers Day, why not Fathers Day?” Thus Fathers Day was born. Happy Fathers Day 2009 and happy memories. Maureen King New Kids On The Block

Assembly Questions Brendon Christian asked the question of the Minister for Finance, Neville Christian who was deputising for the Minister for Sport, Geoff. Gardner:- “Can the Minister confirm that Australians who are not residents of Norfolk Island would be representing Norfolk Island in an upcoming Triathlon event and if so, is this an acceptable practice?” is upon us.. In his reply the Minister said - “As I understand it, Spring there is a World Triathlon Championship which is to occur on the Gold Coast in September and a number of Australians intend to participate in that event under the Norfolk Island banner. As I understand it, and since John has just been to the there is nothing within the Triathlon world to prevent biannual trade fare, it’s time to buy this that from happening but I have had representations from members of the Norfolk Island Amateur Sports summer’s latest Association seeking my views. My view is that such participation would not be in Norfolk Island’s best interest and I indicated to them that is the position S u n g l a s s e s of the Norfolk Island Government. We would prefer that the Australian athletes do not compete under the FROM Norfolk Island flag, but at this stage I am not aware of any action that I can take to prevent it. The reason I say NORFOLK OPTICAL it is undesirable is I am aware that within the world of NEW MODELS INCLUDE amateur athletics it is quite a contentious issue. As I understand it, from time to time Pacific Islanders who may live in New Zealand, return home and compete Guess - 16 new models for their ‘native country’ without having lived in that Fendi - 10 new models ‘native country’ for the necessary qualifying period. Morally, you could say ‘well what is really wrong both 25% less than RRP with that’? If we use as an example an Samoan who happens to be living in New Zealand you would think that they could return home to Samoa to represent Samoa. However, in this situation where people who Bolle - 20 new models have never been to Norfolk Island and probably never Serengeti - 10 new models intend to come to Norfolk Island participating in an amateur sporting event as Norfolk Islanders or as Ray Ban - 12 new models residents of Norfolk Island when they are clearly not, I think it is morally wrong and in a sense is probably all 15% less than RRP fraudulent. I am also aware that there are those within the Commonwealth who would seek to strip Norfolk Island Maui Jim - 40 models of its ability to compete in the Commonwealth Games in our own right. My advice to the Amateur Sports at the duty free price Association here in Norfolk Island is that we should not do anything which jeopardises Norfolk Island’s ability to compete in the Commonwealth Games because if we were not able to compete in our own right, it would Mako - 16 new models be highly unlikely that any of our athletes would be than RRP good enough to compete as Australians under the 20% less Commonwealth [Games] banner”. heaps of other new models in Dirty Tim Sheridan posed the following question to the Dog, Bill Bass, Oakley, Spotters, and Minister for Finance, Neville Christian - “With the introduction of the GST, there was an undertaking that Cazal the impact, both positive and negative, of the GST on the community would be assessed. Given the length of time that the GST has been in place, has this review Norfolk Optical will be opening been undertaken and if so what were the results of the review?” on Saturdays from 10am-1Pm from (continued overleaf) today onwards Assembly Questions - continued “I am not aware that any review has been undertaken and I am not aware of any adverse effects upon the community at this stage. Where there has been an adverse effect, we have provided relief, principally in the provision of the ability for all low income earners to get back the GST that they pay on food and non- alcoholic beverages. Interesting, Mr. Speaker, last week the New Zealand Treasurer Department provided advice to the New Zealand Government that the rate of GST in New Zealand should rise from 12.5% to 15%. and that is in a country where you have Income tax as well. Food should not be exempt from the GST as the GST on food equates for approximately 20% of the Revenues raised by the GST. Nor should there be differential rates of GST applied to food because the administrative process of managing differential rate system is too cumbersome and expensive. Interestingly, the New Zealand Treasury advice to the New Zealand Government, in respect of how low income earners should be treated, is exactly the same way that Norfolk Island has done so and that you use your Social Welfare system to compensate them. So once again, Norfolk has been a world leader!” In a supplementary question, Tim Sheridan then asked, “Minister, are you saying that we got it right the first time?” “I beleive that we have got it right. I think the system is tailored to suit Norfolk Island and where there are adverse impacts, we are able to respond to lessen the impacts on the community”. This last reply called for the question from Brendon Christian who asked the Minister “can you give me any information if there has been a substantial take-up of the special [GST] benefit that was passed in the last Assembly? Mrs. Jack, the Minister for Social Services informed the meeting “that the legislation that was passed by this House has been referred to the Minister for direction because it is a Schedule 3 matter and nothing has come back as yet. My understanding is that to date only one person had applied for the GST rebate. Hopefully, that when this legislation is assented to, that person will be paid back to the date of their application”. Barney Duffys Gluten Free 2 COURSE DINNER $29.95 Vegetarian Open from 6.00pm.

It pays to read a bulletin. Last weekend, while glancing through our church bulletin I came across the story below. It got me thinking. How often do you….or I….actually say what we feel, to our loved ones, friends etc? We think of it (and I’m talking positives, not negatives), but either the moment passes, we think it’s not important, perhaps we’re too busy. Or we forget. So the words Thanks, I appreciate you, OR I LOVE YOU are left unsaid. Every human being longs for companionship and for affirmation. Recognition of who they are and what makes them special. So read the story below and ‘don’t put off for tomorrow what you can do (or say) today.’

“… One day a woman's husband died, and on that clear, cold morning, in the warmth of their bedroom, the wife was struck with the pain of learning that sometimes there isn't "anymore". No more hugs, no more special moments to celebrate together, no more phone calls just to chat, no more "just one minute." Sometimes, what we care about the most gets all used up and goes away, never to return; before we can say good-bye, or "I love you."

So while we have it, it's best we love it, care for it, fix it when it's broken and heal it when it's sick. This is true for relationship ... an old car ... or children with bad report cards. Dogs with bad hips; aging parents and grandparents. We keep them because they are worth it, because we are worth it.

Some things we keep -- like a best friend who moved away or a sister-in-law after divorce. There are just some things that make us happy, no matter what.

Life is important, like people we know who are special.. And so, we keep them close! None of us knows when we our life as we know it will be over. So if we have any wounds needing to be healed, friendships that need rekindling, NOW is the time to do it ... (author unknown)”

It may mean exercising forgiveness to someone who has hurt us. Or asking forgiveness from someone we’ve hurt. No matter if the person who hurt you asks for it or not, when we forgive them, they cease to control our thoughts or us. And then we are free to love and accept them unconditionally. Not because they deserve it, but because we deserve to be free from the negative emotions. I dare you to try it!

PROPERTY MATTERS This week’s topic: “For Sale by Auction” Selling a property by auction is a useful method of sale where a result may be determined by public outcry. They are particularly useful where sale price on a property may be difficult to predict, or where an expedient result is sought, or where a property has development potential, or where a property may have been on the market for some time and vendors wish to take it to auction to secure a sale. To conduct a property auction, a real estate agent must hold a current Auctioneers Licence. An Auctioneer provides potential buyers preliminary information on the property to be auctioned, offers various inspection opportunities (incl.‘open houses’) to prospective purchasers, and provides a copy of the Sale Contract for perusal or referral to a Solicitor. An Auctioneer is required to conduct an auction under certain declared conditions. These conditions are made known to bidders prior to the auction, and usually include reference to: (a) the highest bidder being the purchaser subject to any reserve price that may be set by the seller, (b) the Auctioneer declaring during the auction if the reserve price has been met therefore the property being ‘on the market’, (c) the property seller being entitled to one bid and the auctioneer announcing during the auction when a seller’s bid has been made, (d) the auctioneer being the sole arbitrator in the event of any disputed bid and, (e) the auctioneer having no authority to accept any late bids after the fall of the hammer. The reserve price on a property is handed to the Auctioneer just prior to the auction being conducted. If the reserve price is reached during the auction and the property falls to a successful bidder, then that bidder is required to sign the Sale Contract and pay the required deposit (usually 10%) on the spot. There is no ‘cooling off’ period when you buy at auction. The Contract becomes a binding Contract between the buyer and the seller once it is signed by both parties and “exchanged” immediately following the auction. It is therefore important that bidders obtain any required finance approval and building condition reports prior to auction day.   This is Article 14 in a series offered by Dave Weekley, an experienced and licensed Agent with an extensive background in banking and real estate fields, and who is retained by Norfolk Island Real Estate as a Sales Consultant/Auctioneer. Good for you, naturally While we at NICS greatly value the information and data provided to us in the NAPLAN results; in enabling us to further assist individual students and to identify school trends; we are also aware that the publication of results can often cause misleading opinions of a school and its performance to develop in a community. Town Mascot suddenly able to speak On Wednesday young Josiah, the Mascot of Gerasa, was given the ability to speak. Jesus, the wandering Rabbi was passing through the area, and some of Josiah’s friends thought it would give Josiah real thrill if he could meet this visitor to town. They brought him to Jesus hoping for a blessing. However, Jesus seemed upset and moved by the unusual sight of Josiah who has been treated differently because of his inability to speak. To everybody’s surprise, Jesus takes Josiah away from the crowd with just a couple of his key men and later returns with him hearing everything we are saying and speaking perfectly clearly. Peter, who seems to be the head disciple, explained what happened. “Jesus put his fingers in his ears, then touched his tongue with a finger, then spoke to God, who he calls Father, and asked him to open his ears and his mouth. Then it happened. He was able to speak” said Peter. This is not the first time Jesus has been to our town. The last time, several months ago, the Mayor asked him to leave because it was said he was the cause of a herd of pigs drowning themselves in the lake. After he left the full story of Jess, the mad hermit, also known as “Legion”, came to light. He had been living in the “area of the graves” on his own. He had refused any help from the doctors, the police could not hold him because he broke the chains and ropes they used to restrain him, and so they left him alone. As long as people kept away from him, nobody would get hurt. Along comes this wandering Rabbi, Jesus. He goes up to him and talks to him. There is no violence, nobody gets hurt, apart from the story of the pigs. The end result is, Jess is a changed man. He is soon willing to wear clothes and he is speaking sense. He wanted to leave with the Rabbi, but Jesus told him to stay behind and tell everyone what happened and explain that is was because of God’s mercy that he was cured. Jess now has a position in the local Aid Agency helping others who are less fortunate that himself. Jonus reporter for the Gerasa Times. OK, I have used a little poetic licence with this news item. The original true stories can be read in Mark chapter 7 verses 31-37 and chapter 5 verses 1- 20. After the healing of “Legion” Jesus was asked to leave. However on his return some time later, there was a completely different reception for him. This was because the town folk had seen the complete and permanent change in the life of the former “mad Man”. They were now more ready to receive Jesus, to listen to what he had to say to them, and follow him. Are you a Christian? Then show your light and witness to what God has done, and is doing in your life, and when others see this, they will be more ready to hear what you have to say about how Jesus is helping you each day of your life.
