The project’s specific context and a variety of actors and interests add to the complexity of the decision processes. All projects deviate, to a certain degree from a “rational” decision-making process, are politically motivated and subject to multiple interests. -

Unlike profitable transportation companies, such as the Hong Kong Mass Transit Railway (MTR), the MTA has few valuable real estate assets which could be adequately transformed into transit-oriented and transit-owned joint development hubs. Similar to other U.S. public transportation agencies, space for pragmatic and profitable commercial activities – including shops and offices operating on agency-owned land – is limited to a few select stations, yards, concourses, and passageways, because most profitable assets from private predecessors were sold decades ago. However, while the MTA’s ability to remain revenue-positive or self-sufficient through real estate development is stymied, the MTA has been capitalizing upon its few existing assets for additional revenue. This process, however, in coordination with the City of New York in order to develop value capture mechanisms, is lengthy and cumbersome. The MTA has not developed the resources needed to develop property. This Senior Honors Thesis elucidates how the MTA can overcome organizational barriers in order to contextually ‘transport’ the MTA’s limited portfolio of assets into ‘transformation hubs’, and in order to do so, advocate for a privatized, profitable, and independent real estate development division of the MTA, chartered for real estate development. -

Petretta All Rights Reserved The Political Economy of Value Capture: How the Financialization of Hudson Yards Created a Private Rail Line for the Rich Abstract: The theory of value capture is simple to understand and easy to sell, promising self-fulfilling virtuous cycles of value generation, capture, and redistribution. Countless studies document value creation attributable to public interventions, providing guidance on the type and extent of potential benefits. Scholars too have set forth parameters for optimal value capture conditions and caution against common pitfalls to keep in mind when designing value capture plans. But even when utilizing the best advice, equitable redistribution of benefits rarely occurs in neoliberal economies, leaving municipalities struggling to meet the myriad of social needs and provide basic services for all their inhabitants. Invariably, capitalistic real estate states seek to financialize public assets for private gain. Nowhere is this more apparent in New York City today than in the outcomes thus far of one of the largest public-private developments in New York history at Hudson Yards. This dissertation documents the failure of the value capture scheme put in place at Hudson Yards which neither captured fair market value for the public, nor extracted much public benefit. The scheme aimed to leverage vast tracts of publicly-owned land above operational rail yards at the Far West Side of Manhattan. -

In 2017, nearly 100 years after the subway line was initially proposed, the first three stations of the Second Avenue subway were finally opened to the public, on the Upper East Side. The second phase is set to create three additional stations in East Harlem, a historically working- class neighborhood with a predominantly Latinx and Black population. Unlike their affluent southern neighbors on the Upper East Side, many East Harlem residents fear that the subway will gentrify their neighborhood, pricing them out of their community. This thesis attempts to explain how the plan for the Second Avenue subway is producing gentrification and changing the built environment of East Harlem, even decades before its completion. It also explores the symbiotic relationship between the Second Avenue subway and real estate interests that enables both to thrive. The Second Avenue subway project has attracted real estate interests to East Harlem, a neighborhood that has typically been overlooked by “affordable luxury” developers. -
