City street are clogged with taxi’s and for-hire vehicles, subway platforms are packed with straphangers waiting for delayed trains and buses barely travel faster than pedestrians. The bureaucracy of City and State government in the region causes piecemeal improvements which do not keep up with the state of disrepair. Bus service is particularly poor, moving at rates incomparable with the rest of the country. New York has recently made successful efforts at improving bus speeds, but only so much can be done amidst a city of gridlock. Bus systems around the world faced similar challenges and successfully implemented improvements. A toolbox of near-immediate and long- term options are at New York’s disposal dealing directly with bus service as well indirect causes of poor bus service. The failing subway system has prompted public discussion concerning bus service. A significant cause of poor service in New York is congestion. A number of measures are capable of improving congestion and consequently, bus service. Due to the city’s limited capacity at implementing short-term solutions, the most highly problematic routes should receive priority. Routes with slow speeds, high rates of bunching and high ridership are concentrated in Manhattan and Downtown Brooklyn which also cater to the most subway riders. -

VOORHEES DISTINGUISHED LECTURE Monday, November 11, 2013, 5:00 p.m. Special Events Forum, Civic Square Building The Tragedy of Transportation: Underfunding our Future Richard Ravitch Former Lieutenant Governor, New York Richard Ravitch is a lawyer, businessman, and public official who has been engaged in private and public business for more than 50 years. Mr. Ravitch is drawn to public service as a lifelong New Yorker. Educated at Columbia College and Yale Law School, he has become known as “Mr Fix-It” because of his “renaissance man” abilities to problem solve difficult problems. In 2012, he co-chaired the New York State Budget Crisis Task Force. He served as Lieutenant Governor of the State of New York from 2009 to 2010. Prior to his appointment as Lieutenant Governor, Mr. Ravitch served as chairman of the New York State Urban Development Corporation, the Bowery Savings Bank, HRH Construction Corporation, and AFL-CIO Housing Investment Trust. He also was called upon by Major League Baseball to negotiate a labor agreement on behalf of the owners. Mr. Ravitch was also selected by Governor Hugh Carey to lead the Metropolitan Transportation Authority in 1979 during the agency’s most troubled time. He is widely credited as having been the catalyst for the restoration of the MTA in subsequent years. A reception will follow the lecture. Chapter 23: Response to Comments on the SDEIS1 A. INTRODUCTION This chapter summarizes and responds to all substantive comments on the Supplemental Draft Environmental Impact Statement (SDEIS) published in March 2003 for the Second Avenue Subway. Public review for the SDEIS began on March 2003, with publication and distribution of the document. The Metropolitan Transportation Authority (MTA) held two public hearings to receive comments on the document: on May 12, 2003 in the auditorium of the Alexander Hamilton U.S. Custom House at One Bowling Green (Lower Manhattan); and on May 13, 2003, in the Hecksher Auditorium at El Museo del Barrio, 1230 Fifth Avenue (at 104th Street in East Harlem). The public comment period remained open until June 10, 2003. The SDEIS was circulated to involved and interested agencies and other parties and posted on the MTA’s website, and notice of its availability and the public hearing were published in the Federal Register on April 11, 2003. To advertise the public hearing, MTA published notices in the New York Post, Hoy, Amsterdam News, Chinese World Journal, and New York Daily News. In addition, information on the public hearing was posted on the MTA’s website, a notice of public hearing was mailed to all public officials and interested parties in the MTA service area; and a press release announcing the hearing was sent to all media outlets in the area. Bilingual signs announcing the hearing were posted in all MTA New York City Transit (NYCT) subway stations and on some buses. Brochures were handed out in major Manhattan East Side NYCT subway stations. -

MEETING SYNOPSIS OF THE MARCH 18, 2010 NEW YORK METROPOLITAN TRANSPORTATION COUNCIL A. CALL TO ORDER AND INTRODUCTIONS The meeting was called to order by Mr. Robert Zerrillo of the New York State Department of Transportation (NYSDOT) and Secretary of the New York Metropolitan Transportation Council. The members of the Council introduced themselves. It was declared that there was a quorum. Acting Commissioner Stan Gee of New York State Department of Transportation chaired the meeting. B. OPENING SESSION NYMTC’s Permanent Council Co-Chair, Acting Commissioner Stan Gee Acting Commissioner Stan Gee welcomed all attendees to the meeting. He noted that the Council had new members—Nassau County Executive Edward Mangano, Westchester County Executive Robert Astorino, MTA Chairman & Chief Executive Officer Jay Walder, New Jersey Transit’s Executive Director James Weinstein, and USEPA’s Regional Administrator Judith Enck. He welcomed them all and asked for their agency’s continued support. Acting Commissioner Gee welcomed special guest, Adolfo Carrion, the Director of the White House Office of Urban Affairs, and thanked him for joining the meeting to talk about the Federal initiatives that would influence the work in the NYMTC region. He announced the theme for the meeting—“Transportation and a Livable Region,” and said there would be lively exchanges of ideas and information from Mr. Carrion and the Council members. NYMTC’s Co-Chair, Amanda Burden, Director, NYC Department of City Planning Director Amanda Burden of the New York City Department of City Planning welcomed the new Council members to the meeting and said she looked forward to working together with them. -
