FARLEY BUILDING Enter at North West Corner of 31st Street and 8th Avenue New York, NY The Moynihan Station Project will redevelop the landmarked James A. Farley Post Office Building into the new Manhattan home for Amtrak, transforming a treasured building into an iconic railroad passenger station and mixed-use development befitting New York City. In May 2012, MSDC awarded a $147,750,000 construction contract to Skanska USA Civil Northeast for the West End Concourse Expansion. Construction on the West End Concourse Expansion began in September 2012 with the first weekend closures of individual Penn Station tracks and platforms in order to facilitate surveying, the relocation of utilities, and preliminary foundation work for the new concourse. This type of work will continue until mid-2014 when the technically challenging steel erection phase will begin. In September 2012, the Federal Railroad Administration awarded Moynihan Station a $30 million High Speed Rail Grant through the New York State Department of Transportation for the Connecting Corridor construction and the first portion of the new Emergency Ventilation System. This event will feature a panel discussion with key project stakeholders from Skidmore, Owings & Merrill, the Port Authority of New York & New Jersey and the Moynihan Station Development Corporation. A short tour of the project site will follow the panel discussion. SPEAKERS MICHAEL J. EVANS | PRESIDENT | MOYNIHAN STATION DEVELOPMENT CORPORATION Michael Evans serves under New York State Governor Andrew Cuomo as President of the Moynihan Station Development Corporation, the New York State public authority charged with building a new intercity passenger rail station for New York City within the landmarked James A Farley Post Office Building. Previously, Michael was Deputy Director of the Moynihan Station Development Corporation. Before that, Michael served as Chief of Staff for New York State Lieutenant Governor Richard Ravitch. Earlier, Michael was a Special Assistant for Infrastructure and Economic Development in the offices of Governor Eliot Spitzer and Governor David Paterson. In this role, Michael staffed both the New York State Commission on MTA Financing and the New York City Traffic Congestion Mitigation Commission. Michael received his M. Phil in International Relations from the University of Oxford and his B.A. in History from the University of Sydney. MARK LEININGER | PROJECT MANAGER, ASSOCIATE DIRECTOR | SKIDMORE, OWINGS & MERRILL Mark Leininger serves as Project Manager and Associate Director at Skidmore, Owings & Merrill. He has extensive experience in the planning and design of transportation facilities. He served as the Project Manager for the recently completed 1.2 billion dollar expansion of Terminal 4 for Delta Air Lines at John F. Kennedy International Airport. Previously he was the lead planner for the expansion project for the Continental Airlines Global Gateway at Newark International Airport in Newark, New Jersey, and wrote the tenant design guidelines for a new international terminal at Lester B. Pearson International Airport in Toronto. His experience in transportation extends to the Moynihan Station project at the Farley Post Office in New York, the future home for Amtrak. He has been involved in the project since 2006 and serves as the project manager for the project and assists in the planning of the station. He graduated from the University of Cincinnati College of Design, Architecture and Art with a Bachelor of Architecture degree. JOHN E. OSBORN | FOUNDING PARTNER | JOHN E. OBSORN P.C. John E. (“Jack”) Osborn is the founding partner of John E. Osborn P.C., a 15 lawyer firm concentrating in complex construction, environmental, real estate law and litigation and serves as the General Counsel to the GNYCUC. The firm’s clients include hotels, college and universities, school districts, charter schools, healthcare institutions, construction managers as well as commercial and residential developers. He has over 30 years of experience in litigating complex commercial disputes relating to construction, real estate, corporate and environmental issues. Mr. Osborn has tried multi-million dollar construction cases and has represented owners on multi-hundred million dollar projects which are among the largest and “highest profile” in the metropolitan area. He is also one of New York State’s premiere strategists and problem solvers in negotiating contracts and advising companies on business, government relations and commercial matters. He is an adjunct faculty member at NYU’s Preston Robert Tisch Center for Hospitality, Tourism and Sports Management and serves as General Counsel to the Hotel Engineers Association of New York, Inc. (“HEANY”). BRUNO SIGNORELLI, P.E. | PROGRAM DIRECTOR | PORT AUTHORITY OF NEW YORK & NEW JERSEY Bruno Signorelli manages the project controls and Construction Management Consultant. He serves as an in-house construction leader to resolve situations that will be encountered during construction, and to develop recommendations for construction packaging, including the contract type, sequence and duration for the project. During preliminary and final design, and during construction, he oversees the project’s master schedule and construction cost expenditures. He coordinates resolution of Non-Conformance Notices, construction Change Orders and RFIs. He also monitors compliance with M/WBE requirements. During his twenty-year career, Bruno has held increasingly responsible positions in the Engineering Department at the Port Authority of New York & New Jersey working at LaGuardia Airport, JFK International Airport, WTC Redevelopment and PATH. In his most recent assignment, he held the title of Senior Resident Engineer – PATH and was responsible for the construction of PATH Projects. Bruno holds a Bachelors Degree in Civil Engineering from Brooklyn Polytechnic University and is a licensed Professional Engineer in the State of New York. Our goals are: • To promote cost-effective and safe construction • To encourage a higher level of professionalism in project management • To provide a key forum to discuss issues, policies and laws affecting the construction industry • To better understand new technology and new initiatives in sustainable construction A TRADITION OF SERVICE—TO BOTH SIDES OF THE TABLE In the late sixties and early seventies, the real estate industry was confronted with rising construction costs and the impact of construction industry practices on the national economy. Top executives were urged to take a more active interest in construction practices and the effect of construction on overall corporate real estate operations. An outgrowth of this advocacy and involvement was the formation of the Business Roundtable, a national organization based in Washington, D.C.; its mission “to gain a better understanding of the causes of inflation in construction.” In 1971, executives from twelve major New York-based industries formed the New York Construction User Council, or the “GNYCUC.” Today, the GNYCUC continues to be focused on the needs of owners and “users” of construction services, with the goal of improving the management and cost-effectiveness of construction and related practices. The organization is unique in that its membership is composed primarily of owners — real estate owners, operators and developers, institutions, corporate tenants and facility managers — those who purchase construction services. Associate Members compromise of a minority of association participants, and include general contractors, construction managers, architects, engineers, attorneys and other professionals, insurers, manufacturers and suppliers.
