Chapter 1: Project Purpose and Need A. INTRODUCTION This chapter presents the need for the proposed Manhattan East Side Transit Alternatives (MESA) project. Existing deficiencies in providing transit service on the East Side of Manhattan are summarized, based on the project’s Interim Report No. 1, Draft Inventory and Review of Current Operational and Service Issues (July 1996), and subsequent assessment of current and future conditions. The identification of problems has been a major factor in determining the project’s goals and objectives, also detailed below, which themselves form the basis for the evaluation of alternatives (see discussion in Chapter 2). This chapter also describes other major investment studies and planning programs that affect the proposed action and its goals, and dis- cusses the review and approval processes. B. PROJECT IDENTIFICATION/LOCATION The Federal Transit Administration (FTA) and the Metropolitan Transportation Authority (MTA), in cooperation with MTA New York City Transit Authority (NYCT),* are undertaking a Major Investment Study (MIS) to consider options for improving transit access and mobility on Manhattan’s East Side. As shown in Figure 1-1, the alternatives would provide service to an area including Lower Manhattan, the Lower East Side, East Midtown, the Upper East Side, and East Harlem. A secondary area, just west of the primary area south of 59th Street, has also been considered in this MIS. The primary project area contains a variety of land uses, encompassing the dense commercial districts of -

Focusing on the development of the functions and capacities of the municipal state, it examines three sets of interrelated political changes: the triumph of “municipal reform” over the institutions and practices of the Tammany Hall political machine and its outer-borough counterparts; the incorporation of hundreds of thousands of new voters into the electorate and into urban political life more broadly; and the development of an ambitious and capacious public sector—what Joshua Freeman has recently described as a “social democratic polity.” It places these developments within the context of the national New Deal, showing how national officials, responding to the limitations of the American central state, utilized the planning and operational capacities of local governments to meet their own imperatives; and how national initiatives fed back into subnational politics, redrawing the bounds of what was possible in local government as well as altering the strength and orientation of local political organizations. The dissertation thus seeks not only to provide a more robust account of this crucial passage in the political history of America’s largest city, but also to shed new light on the history of the national New Deal—in particular, its relation to the urban social reform movements of the Progressive Era, the long-term effects of short-lived programs such as work relief and price control, and the roles of federalism and localism in New Deal statecraft. -

Inciting the Rank and File: The Impact of Actors’ Equity and Labor Strike Rachel Shane, PhD, University of Kentucky Abstract Stage actors have long been an integral element of the cultural community in the United States. From vaudeville to the Broadway stage, actors have carved a niche for themselves in the theatrical landscape of this country. Actors are both artists and workers within the theatrical industry. As the latter, actors are members of the labor movement and engage in traditional organized labor activities. This article explores why the members of Actors’ Equity Association have been motivated to strike against theatrical producers and reveals organizational weaknesses inherent when artists join the labor movement. VOORHEES DISTINGUISHED LECTURE Monday, November 11, 2013, 5:00 p.m. Special Events Forum, Civic Square Building The Tragedy of Transportation: Underfunding our Future Richard Ravitch Former Lieutenant Governor, New York Richard Ravitch is a lawyer, businessman, and public official who has been engaged in private and public business for more than 50 years. Mr. Ravitch is drawn to public service as a lifelong New Yorker. Educated at Columbia College and Yale Law School, he has become known as “Mr Fix-It” because of his “renaissance man” abilities to problem solve difficult problems. In 2012, he co-chaired the New York State Budget Crisis Task Force. He served as Lieutenant Governor of the State of New York from 2009 to 2010. Prior to his appointment as Lieutenant Governor, Mr. Ravitch served as chairman of the New York State Urban Development Corporation, the Bowery Savings Bank, HRH Construction Corporation, and AFL-CIO Housing Investment Trust. He also was called upon by Major League Baseball to negotiate a labor agreement on behalf of the owners. Mr. Ravitch was also selected by Governor Hugh Carey to lead the Metropolitan Transportation Authority in 1979 during the agency’s most troubled time. He is widely credited as having been the catalyst for the restoration of the MTA in subsequent years. A reception will follow the lecture. MEETING SYNOPSIS OF THE MARCH 18, 2010 NEW YORK METROPOLITAN TRANSPORTATION COUNCIL A. CALL TO ORDER AND INTRODUCTIONS The meeting was called to order by Mr. Robert Zerrillo of the New York State Department of Transportation (NYSDOT) and Secretary of the New York Metropolitan Transportation Council. The members of the Council introduced themselves. It was declared that there was a quorum. Acting Commissioner Stan Gee of New York State Department of Transportation chaired the meeting. B. OPENING SESSION NYMTC’s Permanent Council Co-Chair, Acting Commissioner Stan Gee Acting Commissioner Stan Gee welcomed all attendees to the meeting. He noted that the Council had new members—Nassau County Executive Edward Mangano, Westchester County Executive Robert Astorino, MTA Chairman & Chief Executive Officer Jay Walder, New Jersey Transit’s Executive Director James Weinstein, and USEPA’s Regional Administrator Judith Enck. He welcomed them all and asked for their agency’s continued support. Acting Commissioner Gee welcomed special guest, Adolfo Carrion, the Director of the White House Office of Urban Affairs, and thanked him for joining the meeting to talk about the Federal initiatives that would influence the work in the NYMTC region. He announced the theme for the meeting—“Transportation and a Livable Region,” and said there would be lively exchanges of ideas and information from Mr. Carrion and the Council members. NYMTC’s Co-Chair, Amanda Burden, Director, NYC Department of City Planning Director Amanda Burden of the New York City Department of City Planning welcomed the new Council members to the meeting and said she looked forward to working together with them. -
