    The urban and cultural climate of Rotterdam changed radically between 1970 and 2000. Opinions differ about what the most important changes were, and when they occurred. Imagine a Metropolis shows that it was first and foremost a new perspective on Rotterdam that stimulated the development of the city during this period. If the Rotterdam of 1970 was still a city with an identity crisis that wanted to be small rather than large and cosy rather than commercial, by 2000 Rotterdam had the image of the most metropolitan of all Dutch cities. Artists and other cultural practitioners – a group these days termed the ‘creative class’ – were the first to advance this metropolitan vision, thereby paving the way for the New Rotterdam that would begin to take concrete shape at the end of the 1980s. Imagine a Metropolis goes on to show that this New Rotterdam is returning to its nineteenth-century identity and the developments of the inter-war years and the period of post-war reconstruction.     ANNUAL REPORT 2015 THE KUNSTHAL IN 2015 The year 2015 was characterised by contemporary art and public participation. Relatively un- known artists like Piet Parra were given a big platform. Joining in was the keynote of the ‘Kuns- thalcooks & cultivates festival’, ‘Tomato Factory’ and ‘do it (Kunsthal Rotterdam)’, while the international top exhibition on Keith Haring followed a trail through Rotterdam under the motto Art is for Everybody. 1 ANNUAL REPORT 2015 The Kunsthal is in full operation as an open house, meeting place and platform for third parties. With its exhibitions full of contrasts, numerous events, receptions and other activities, the Kuns- thal managed to attract a 35% new public this year. With more than 200,000 visitors, the Kunsthal can look back on a year with many new collab- orations in Rotterdam and further afield, a greater involvement of visitors, and an outreach to a younger and more international public. Once again the Kunsthal has managed to achieve a maximal stir. The many collaborations have led to a dynamic year, with the Kunsthal as an ex- citing Palais des Festivals. It is quite clear to us that the professions related to Western art education programmes are currently undergoing major transformations; perhaps for the first time in history, there is no obvi- ous path toward a new professional practice with its own clear rules and visual conventions. Art education has always been linked to pre- vailing norms within the professional practice; therefore art schools were able to establish institutional and educational practices which in turn had a stabilising influence on the professions. This is clearly no longer the case in the 21st century. During the past few decades, Western art education has been unable or unwilling to adapt suficiently to shifting economic and cultural real- ities on one hand, and on the other hand to the new technological requirements which its graduates must face. Thus these graduates have often been insuficiently prepared to face market conditions, and ill-equipped to contribute in a meaningful way to the rapid develop- ments in the communications industry. Other education programmes outside the field of art education have emerged to fill this void, but they have done so without the critical-artistic perspective charac- teristic of art education, which is necessary in order to arrive at a meaningful design practice.
