    1 Building blocks of settlement: Italians in the Riverland, South Australia By Sara King and Desmond O’Connor The Riverland region is situated approximately 200 km. north-east of Adelaide and consists of a strip of land on either side of the River Murray from the South Australian-Victorian border westwards to the town of Morgan. Covering more than 20,000 sq. km., it encompasses the seven local government areas of Barmera, Berri, Loxton, Morgan, Paringa, Renmark and Waikerie.1 The region was first identified as an area of primary production in 1887 when two Canadian brothers, George and William Chaffey, were granted a licence to occupy 101,700 hectares of land at Renmark in order to establish an irrigated horticultural scheme. By 1900 a prosperous settlement had developed in the area for the production of vines and fruit, and during the 1890s Depression other ‘village settlements’ were established down river by the South Australian Government to provide work for the city-based unemployed.2 During the years between the foundation of the villages and the First World War there was intense settlement, especially around Waikerie, Loxton, Berri and Barmera, as the area was opened up and increased in value.3 After World War 1, the SA Government made available new irrigation blocks at Renmark and other localities in the Riverland area to assist the resettlement of more than a thousand returned soldiers. A similar scheme operated in New South Wales, where returned servicemen were offered blocks in Leeton and Griffith, in the Murrumbidgee Irrigation Area.4 The period after World War 2 saw further settlement of returned soldiers on fruit blocks in the Riverland and new irrigation areas were developed to cater for this growth.

Mid Murray Council are a Phase 3 Council and see this as the final opportunity to ensure our local policy, particularly, as it relates to the sensitive River Murray environment is not lost or eroded. Please find below a detailed submission which has been endorsed by Council’s Strategic Planning and Policy Development Committee, as well as the full Council. Preamble The purpose of this submission is threefold, firstly to consider the new Zones of the Code and how certain Zones and Policy Areas (within the Development Plan) are to be transitioned, and consider whether the ‘right’ choice has been made for the Zone. If not, suggestions are tabled as to what might be a more suitable Zone given the context outlined. Secondly, the submission seeks to flesh out whether there are opportunities in limited circumstances where there is obvious disparity between the existing built form and landscape character to the zoning intent of the current Zone or Policy Area, and in these circumstances consider an appropriate Zone in the Code that might be more reflective and cognisant of the existing situation and perhaps sway away from unrealistic policy of the current Zone in the context to a more appropriate Code Zone. For example, parts of the Urban Waterfront (Floodplain) Zone containing dwellings and riverfront residential allotments being transitioned to a Recreation Zone (which contemplates, among other things, sporting grounds) would appear to suggest an alternative Zone might be appropriate.

The study area was the floodplain of the Murray River and its anabranches, including the Edward-Wakool system, from below Hume Dam to the upper end of Lake Alexandrina. The components of the study were: · Literature Review A comprehensive bibliography was compiled on the floodplain vegeta­ tion, its environment and the impact ofman's activities. The literature was reviewed and summarised. · Floristic Survey A field survey was carried out, visiting 112 sites throughout the study area and collecting vegetation data from 335 plots. Data collected were the species present, their relative abundance, the condition of the eucalypts, the amount ofeucalypt regeneration and indices ofgrazing pressure. Brief studies were made of the effects of river regulation and salinisation at specific sites. Thirty-seven plant communities were identified from a numerical analyis ofthe floristic survey data. The differences reflect environmental changes both along the river and across the floodplain. The most important factors were identified as soil salinity levels and flooding frequency.

This wide customer base demonstrates our effectiveness with regard to service delivery and the quality of resources offered. The Berri Library also has a strong active student membership due to its joint-use structure and maintains strong partnerships with the education and training sectors. A number of key events throughout the past year have been well received, building on the valuable ties with community that each library has nurtured over many years. The ongoing development of our new website is extending our reach even further, using enhanced connectivity technologies that enable library users to interact with the library service and other users, in the online environment. Our library services are at the forefront of change and staff have embraced new methods of service delivery with enthusiasm and optimism. We continue to meet Council’s strategic plan objectives by offering a suite of services that meets the needs of our diverse community. Events are described in more detail throughout the report and library staff continue to assist individuals with their information, leisure and learning needs on a daily basis. There were many reasons for this decision with the main Fri 28th June STUDENT FREE DAY purpose to provide greater learning opportunities for our students. The school bus will be used for excursions, camps, sporting events and a wide variety of Premiers Be Active log extra curricular activities. All fundraising in 2020 will go towards the cost of the Mon 1st July books due today bus and there may be an increase in fundraising events. Thanks to Luke Hoffman and Brad Wegener who are on the bus purchasing committee. Tues 2nd July RYT Exhibition 2:30-3:30pm Pick up and Drop Off Thurs 4th July Choir Cluster @ Waikerie In the school Holidays, the Berri-Barmera Council is marking a child safety zone to improve pick up and drop off procedures, repairing the path and painting Fri 5th July End of term 2:15pm new lines. Extra parks have also been created for staff near the side of the school, in an attempt to ease congestion. Mon 22nd July Term 3 begins Front Office Landscaping The Governing Council is keen to improve the look at the front of the school and has therefore decided to open up the front office entry by removing the Reminder small garden on the right hand side and paving the area.
