    AZERBAIJAN PREFACE Azerbaijan is a country with impressive natural and cultural diversity. Its high mountains and flat plains have been home for human habitation for at least 200,000 years. During the last 1,300 years the territory has been successively controlled by Arabs, Turks, Mongols, Persians, and finally Russians. Independent since 1991, Azerbaijan is very much developing its future. Though hurt economically by the collapse of the Soviet Union, the country looks to its large oil and gas reserves for a future boost to development. Baku has an attractive old walled city, a multitude of restaurants and pubs, and many museums and cultural activities. Most food items can be found in one or more of the numerous grocery stores or bazaars. Outside of Baku lie all sorts of intriguing destinations. Some can be reached easily by car and offer reasonably good accommodations. Others require four wheel drive and an adventurous spirit. One should never be bored in Azerbaijan. Its territory of 33,774 square miles (about the size of Maine or Portugal), includes one autonomous region, Nagorno Karabakh (currently occupied by Armenian forces); one autonomous republic, Nakhchivan, which is separated from Azerbaijan proper by the Zangezur Region of Armenia; and several clusters of small islands in the Caspian Sea. Baku, Azerbaijan’s capital, is situated on the northern shore of the Bay of Baku on the Apsheron Peninsula, which juts into the Caspian Sea “like an eagle’s beak.” The Caspian Sea borders the country on the east.

MlNORSKY THE territory of the present-day Soviet republic of Azarbayjan roughly corresponds to the ancient Caucasian Albania (in Armenian Alovan-V, or Alvan-k', in Arabic Arrdn > al-Rari). Twenty-six languages were spoken in Albania and it had its own kings (Strabo, xi, 4). However, during the seven centuries between Pompey's expedition in 66-5 B.C., to which we owe most of our information on the ancient life of the country, and the Arab invasion in the 7th century a.d., great changes had taken place in the area, under the influence of the Persian expansion up to the Caucasian passes, the Khazar and Alan inroads from the north, and the Armenian cultural activities which resulted in the conversion of the surviving Albanians to the Armenian form of Christianity. The Arab geographers refer to the Arranian language as still spoken in the neighbourhood of Barda'a (Persian : Perdz-dbddh, Armenian Partav), but now only the two villages inhabited by the Udi 1 are considered as the direct con- tinuators of the Albanian linguistic tradition. Our object being the study of the conditions in the 9th-10th centuries, we are not concerned with the further great changes brought about by the invasion of the Turkish Oghuz in the 11th century and the subsequent Turkicization of the area.

The most common line of argument here is that in the Icase of Azerbaijan — by any reputable human rights group, including Human Rights Watch and Freedom House, an acknowledged family-run dictatorship, the Aliyev family, as every dynasty sitting on vast oil resources, uses censorship, intimidation of media, general public and political opponents to ensure stability in the brink of volatile region. But tolerating this regime in Azerbaijan comes at a high price both for its own population and the neighboring Nagorno Karabakh Republic and Armenia. During the April aggression against the people of Nagorno Karabakh in 2016 two few seconds-long videos surfaced on YouTube where children were engaged.
