Director of Operations and Finance 2015 – Present Bob Woodruff Foundation, , New York  Earned the Charity Navigator Four Star 97.24% rating, Guidestar Platinum Seal rating, and BBB Certification in all 20 non-profit standards.  Completed 3 annual audit, and IRS 990 reporting cycles with no discrepancies.  Directed and controlled the day-to-day operations of the premier veteran focused foundation in the nation. This includes all payroll, HR, IT, contracting, insurance, and legal functions.  Fiscal responsibility for a grant making process distributing in excess of $4.8M of private philanthropic grants to non-profits across the country, and a $3.2M Charitable Engagements budget with an overall operating budget of $11M per annum.  Oversaw multiple projects simultaneously ranging from donor relations with high net worth individuals, development of corporate partnerships, and working with a Board of Directors made up of Global Celebrities and Fortune 500 CEOs.  Led the Development and Events Team to execute the Stand Up For Heroes event at Madison Square Garden Theater, raising over $6.4M in unrestricted revenue for the Foundation's operations.  Reduced management cost to 4.75% of operating expenses in less than 1 year.  Established Salesforce as an integrated CRM solution to manage all functions of the team in less than six months, while maintaining ongoing operations.  Speaker on non-profit finance at a national level conference.

Vice President of Veterans Services 2013 – 2015 Services for the UnderServed Inc., New York City, New York  Organized and directed the day-to-day operations at a major non-profit, for seven discrete programs, worth nearly $18M of operations, related to veterans’ issues including poverty, food security, mental health, family services, unemployment and homelessness, across New York City, Nassau, and Suffolk Counties.  Instilled operational discipline into the program resulting in increasing revenue by over $700,000 in six months.  Developed, and executed five new federal, state, local and private philanthropic grants worth in excess of $6 million.  Established the first coordination center in the nation, NYCServes, for the AmericaServes concept developed at Syracuse University.  Established a training program alongside SUNY Maritime College to assist transitioning veterans in earning jobs in the maritime industry. Funded completely by private donations.  Responsible for company wide contracting for the Federal GSA Schedule contracts.  Interviewed by NBC4, NPR, and Fox News NY on veteran community topics including mental health and wellness, and homeless prevention.  Speaker at national level conferences on veterans’ issues including employment and the cooperative relationship with SUNY Maritime College.

Military Faculty and Research Professor 2009 - 2013 U.S. Naval War College, College of Operational and Strategic Leadership, Newport, Rhode Island  Trained and educated all levels of military officers and senior civilian personnel on strategy, operational planning, and execution. Including the development of a highly complex scenario to train operation center staffs on humanitarian crisis response and mitigation.  Led and assisted with multiple augmentation and training teams globally to support high tempo Navy operations, including the multinational 2010 Haiti Earthquake Response, distributing over $100M in humanitarian / disaster response materials.  Assigned as a research professor the War College’s premier research team focused on future and current threats and defenses. This role included continued development of the naval obscurant concept to defeat electromagnetic systems.  Developed operational concepts how to develop operational centers to deal with cyber threats.

Military Advisor 2009 Mission to the United Nations, New York City, New York  Assigned to the staff of the U.S. Ambassador to the UN due to subject matter expertise in East African affairs, and ballistic missile defense. This included researching and creating position papers on technical subjects including missile technology, communications, and radar systems limitations and capabilities.  Provided advice and technical assistance in support of development of UN Security Council Resolutions related to the North Korean nuclear weapon program, the Somalia piracy issue, and other highly complex political and military situations.  Researched, and provided insightful assessment directly to the Ambassador and senior Foreign Service officials on various international events in East Africa and the Korean peninsula affecting the U.S. position at the United Nations.

Branch Chief Theater Security Cooperation (CJ-5 Plans) 2007 - 2009 CJTF-Horn of Africa (Djibouti)  Chief of strategy for developing and executing of the training and engagement programs for eleven different East African nations, and Yemen, in support of the U.S. military’s and eleven U.S. Embassies’ strategic goals.  Acted as the leading liaison with other coalition partner nations’ militaries including the French and British.  Led the development of the strategic plan and execution in East Africa, of a globally networked, IP based, information network to share maritime ship location data in austere locations, requiring novel approaches to assure connectivity. Directed the operations of the team that installed $4 million of radar and communications systems across 7 nations, and over 1000 miles of coastline.  Personally developed an innovative approach to creating a new Maritime Safety and Security framework in the Horn of Africa, resulting in the $2 million Maritime Center of Excellence in Mombasa Kenya, continuing to pay dividends in the international fight against piracy. Executive Officer 2006 - 2007 USS Shiloh (CG 67), Yokosuka Japan  Chief of operations for the day to day management, scheduling, de-confliction, and planning of over 250 personnel on a $1.5 billion complex naval warship forward deployed in Japan. Assisted in the development of Ballistic Missile Defense command and control concepts and data-link architecture for the defense of the U.S. and allied nations.  Ensured the day to day maintenance and operation of the cross departmental UNIX computer based combat suite.  Responsible for administering a $3 million budget for the repair, and the upkeep of major engineering systems including gas turbine engines, HVAC, SHF satellite communication systems, and computer networks.  Led the ship through 10 major inspections, with a flawless record of success at minimal cost.

Associate Fellowship 2004 - 2006 Chief of Naval Operations Strategic Studies Group, Newport, Rhode Island  Competitively selected from the student body of the Naval War College to serve on a research team, for the Chief of Naval Operations, to develop future revolutionary concepts and identify emerging technologies.  Designed and developed high level strategies and practical solutions for dealing with the Global War on Terrorism, specifically on future network defense and mitigation capabilities and technologies.  Researched and developed the Naval Obscurants electromagnetic spectrum project, using existing off the shelf technology. This resulted in the development of a $3 million testing experimentation over a three year period.

Combat Systems Officer and Weapons Officer, Department Head 2000 - 2004 USS Barry (DDG 52), Norfolk, VA  Managed all war fighting systems a billion dollar modern U.S. Navy destroyer. Leading over 120 officers and sailors in the all aspects of maintenance, repair of the ship’s networks and combat suite, and the operation of the network operations center. This role required managing a $4 million dollar yearly maintenance budget.  Identified a need, and built a wireless IP based network to collect and disseminate information from remote teams to off ship decision makers in support of Global War on Terrorism operations.  Selected as project manager for the ship’s overhaul, integrating the entire 250 person crew’s efforts across all functional departments. This $100 million dollar project included the overhaul of hardware and software for a network of 30 UNIX based computers, electronics and engineering systems, as well as associated environmental systems. Leveraged the use of MS Office products including Visio, Project, Access, and Excel to ensure results. Responsible to ensure the prime contractor, over 15 sub-contractors, and government installation teams met their contractual obligations.  On my own time, conceptualized, wrote an Access based computer program to further the future development of the Semi-Fixed Virtual Gunnery range program for the U.S. Navy saving over $1.3 million in development costs. This effort resulted in the Navy closing a live gunnery range five years early saving over $100 million in long term costs.

Lecturer, Naval Science Department 1997 - 2000 College of the Holy Cross, Worcester Massachusetts  Taught courses at the baccalaureate level to over 100 future and Marine Corps Officers.  Instructed students in the art of Navigation and Naval Studies, including navigation systems.  Developed a comprehensive “hands on” training program using a retired U.S. as a hands on laboratory.

Damage Control Officer and Navigator, Division Officer 1995 - 1997 USS (AOE 4), Weapon Station Earle New Jersey  Chief of the shipboard fire department of 40 personnel responsible for the care and maintenance of $6.5 million of firefighting, and damage control equipment on a fast combat logistics ship.  Identified alternate sources of funding, or procurement in excess of $300k, ensuring 100% equipment accountability at zero cost to the government for two consecutive years.  Led the Navigation team, due to an unforeseen personnel loss, by being promoted into the Navigator position days before a six month deployment to the , , and the .  Led the effort to build the ship’s first computer network based on MS Windows technology based on personal experience.

Communication and Electronic Maintenance Officer, Division Officer 1993 - 1995 USS Harlan County (LST 1196) Little Creek Amphibious Base, Virginia  Project manager for the operations and information systems repair team of 30 personnel devoted to the maintenance and operation of a multi-million dollar communications digital suite, and computer network aboard a U.S. Navy ship.  Responsible for the operation of line of sight communications, high data rate satellite systems, and the UNIX based computer network, during extended and austere operations supporting the UN Operation in Somalia.
