(Glen Wood) We have now all received this week’s rather colourful commonwealth mail out headed up ‘Norfolk ELDON D FOOTE Island reform update issue 3’. I encourage the entire community to have a read of this edition as it displays FOUNDATION both the attitude and aptitude of this islands beloved administrator and his crew. Mr Hardgrave states, ‘Cascade Pier Surges Ahead’ and he is actually correct this time but it must be made EDUCATIONAL absolutely clear that neither Hardgrave or his puppetry advisory council or any of the commonwealth GRANT contingent have in any way been responsible for the Cascade Pier Project ‘surging ahead’. This outcome The Eldon D Foote Foundation has was gained by the efforts of credible community stakeholders working together to ensure common sense extended its scope to include was finally realised. The majority of this community Educational Grants is aware a significant amount of pressure has been to assist those seeking further education recently applied to Worley Parson Engineers via an independent community and stakeholder submission at University, TAFE, or on line. which was presented to Worley Parsons in such a way Grants are available for as to ensure they actually started listening to the Norfolk Island community versus taking directions from a Norfolk Island Students few individuals which have promoted themselves as who have primary stakeholders. After three years of heartache for this community the change to the Cascade Pier completed three senior years at the design proves without doubt that this community must Norfolk Island Central School. be listened to. For an Administrator to promote any involvement with this outcome is nothing short of hypocrisy. A real ‘did you know fact’ not contained in Applicants should be deserving of this reform update is that this project could have been assistance, demonstrate potential tabled by DIRD as a DC (design / construct) project where contractors are invited to submit their offers of to benefit from further education, Design and Construction of required works with the and present themselves as excellent best design versus budget winning the contract. Becoming cruise line capable shifts the entire dynamic for this community’s economy but it also brings with it concerns. How many cruise liners can the community Application forms service and how many does the community want to service? How does the community decide when are available enough is enough? Tough questions needing the from whole community to get together and agree upon a Samantha Browne best answer. I note that Mr Hardgrave also has had a shot at the custom construction of vessels to service (Ph: 22992) the cruise line industry. Maybe if he bothered to go to or a real community meeting he may have concluded that this islands workforce is very capable of constructing Trish Magri purpose designed vessels as a new industry and that (Ph: 23420) every island in the pacific would be watching with a keen interest. It would be nice to consider that one day on request Hardgrave might set aside his ignorance and realise (continued overleaf) Response to Commonwealth Reform Update Issue develop multipurpose infrastructure on behalf of this 3. - continued Islands economy. Norfolk Island reform update issue 3 has been From day one it has been my intention to form an on- drafted to demean the efforts and the credible results island construction crew to deliver the Cascade Project recently gained by this community and its new found which means design solutions will only be provided at ability to unite its efforts. Unity is the one thing that the tender stage. I believe that DIRD, under the direction of commonwealth fears as it is the single device capable Hardgrave, has never had any intention of proceeding of putting a government back in its rightful position with the Cascade Project and will use any reason to of working for the community. This Administrator renege or delay. For example DIRD is fully aware just cannot help himself in his abuse of both this the revised costing for the Cascade Project is between community and any individual wishing to genuinely 17 million to 20 million and not the 13 million that support the community. DIRD on the other hand has Hardgrave continues to promote. A cost blow out displayed its usual arrogance and incompetence for is precisely what DIRD needs to stall or continue to infrastructure delivery where everything from pier delay this project as already seen. Respectively the design, to creating a new flood plain called Kingston, Weir design falls under the 13 million budget therefore to the unnecessary removal of a bridge and even to as eliminating DIRD’s justification for delay. Secondly ridiculous a prioritisation as a footpath over addressing it needs to be pointed out that in an on-site meeting critical issues like the hospital or even the islands with Worley Parsons wave refraction was discussed at economy. The aptitude of the assistant minister and length with a suggested outcome being an increase of his on-island entourage is uniquely captured by the 4 metres to jetty length. This was then incorporated photos recently taken of his team posing around the in the latest submission of which Worley has taken brand new Cascade Pier Project billboard which has no notice. Thirdly concerns are noted that the weir been installed so that it blocks the only storm water design does not provide sufficient working area for run-off drain in the area. If it wasn’t so serious it current lighterage practices. It was never supposed to. would be funny. The weir design provides the entire community with This community through selected credible extended opportunities for the construction of custom stakeholders held their ground and forced much designed barge/ferries type vessels. The communities needed changes to the Cascade Pier which remains ownership and construction of such vessels provides a critical piece of infrastructure.
