I. 1. OVERVIEW

1.1 Overview of the Project

X056(Shantou of Sixian County~Minxian to Yongqiao District section) is an important local highway in the north of Suzhou city in

Anhui Province, the total distance is about 106.006 kilometers, and it starts from Shantou Town of Sixian County, through Zhanglou,

Dazhuang, Gonggou, Caochang Daluji and Yugou Town and ends at

Minxian of Suzhou city, it connects Sixian, Lingbi and Yongqiao District, along the line there has Shantou, Dazhuang, Dalu, Yugou, Youji, Xieji and Langan, it connects with X048 and G206 in the beginning and the end separately, and it links G104,S302,S201 and other roads, for these reasons it is the important road for economic development. All the line is designing in 60km/h, the subgrade is 10m which is constructed in second- class highway.

The project will be finished in 2 years which is the year of 2011 to

2013.

The total general estimate in land acquisition, resettlement and other expenses of the project is 35.2493 million Yuan according to the price in

May 2011. Within the total expense: land acquisition is 14.0603 million

Yuan for 39.89%; Temporary land acquisition is 4.6544 million Yuan for

13.21%; compensation for demolition in rural places is 4.7098 million

Yuan for 13.36%; infrastructure and appurtenant compensation is 2.4268

million Yuan for 6.88%; all kinds of tax and managing fees are 9.3980 million Yuan for 26.66%.

1.2 Method and process in the project

In November 2008, Construction department of Anhui has authorized Anhui transportation designing institute to write “The

Improvement Proposal for the Project of ADB Financed in Anhui

Integrated transportation Department” and it has been approved by Anhui province development and reform commission. From December to

November in 2008, technical staff in Anhui transportation planning, design and research institute has done survey about all kinds of index in kind; In May 2011, Hohai University updated the survey which is approved by Anhui Transportation Bureau due to progress and changing policy. Shanmin section has started in the end of 2009 and the construction time is 24 months.

1.3 Brief Description of Resettlement Plan

1.3.1 Impact

Impacts on the project are permanent and temporary occupation of land and houses. The project is involved in 3 counties (Sixian, Yongqiao

District and Lingbi), 12 Towns and 39 villages, among them 5 towns and

16 villages in Sixian; 4 towns and 12 villages in Yongqiao District; 3 towns and 11 villages in Lingbi County. Staff in monitoring group has

found that actual land acquisition is 737.495Mu; removing house is

11976.28m2 On September 30, 2012.

1.3.2 Time of compensation and Implement

Land acquisition, housing demolition, compensation and resettlement plan began in April 2011; the resettlement work is running, plan to finish in July 2013.

1.3.3 Organization

According to RAP, Anhui government authorized PMO in

ADB&Anhui Ministry of Transportation to be responsible for the project’ work, the district government has the responsibility of the work in their own area, so does “Internal supervision report”.

1.4 Monitoring and Evaluation

Resettlement institution of Anhui Communication Vocational and

Technical College was entrusted by Anhui Highway Administration

Bureau, which is external supervision department in the work of land requisition, demolition and resettlement. They in charge of monitoring regularly and they should finish “Resettlement External Monitoring

Report”. In April and September 2012, the group has been to Shanminlu in Sixian, Lingbi County and Yongqiao District of X056 and examined the work of resettlement. See Picture 2 and picture 3.

1.4.1 Basic Investigation

From December 2010 ~ March 2011, staff of group and staff in resettlement office were getting together and doing the basic investigation in affected area, plus using the random sampling to establish the sampling files.

1.4.2 Contents of Monitoring and Evaluation

A. Key Standard of Monitoring

(1)Process: Preparation for land requisition and demolition, land requisition, demolition and resettlement are put into effect.

(2)Quality: The quality of construction and satisfaction degree of households.

(3)Investment: Payment and use conditions.

B. Key Standard of Evaluation

(1) Working and living situation

1) Financial Situation: The change of financial situations before and after the resettlement, including ownership, property and income in means of production and means of livelihood.

2) Environmental Condition: The change of environmental conditions before and after resettlement, including development of transportation, education, sanitation and business service.

3) Employment status: The change of occupation before and after resettlement, such as employment rate, giving a hand to all kinds of people especially for low income family and minority.

4)Community Development: How the situation of Economy, environment, human relations and public opinion have changed in local community after the resettlement.

(2) Infrastructure

The change of infrastructure in affected area.

C. Individual Business and Private Shop

After resettlement, how business environment and state of business of individual business and private shop have changed.

1.4.3 Method of Monitoring and Evaluation

Activity of monitoring and evaluation is based on survey design organization and survey data from resettlement organization. Evaluation is at the foundation of a complete investigation, taking the method of sampling investigation and fast evaluation to do the work. Choosing the representative samples and taking different systems to different object.

Selecting “back to back” to ensure each data, then do analytical calculation according to the investigated result. Doing compared evaluation to calculation.

The work of independent monitoring and evaluation is following:

(1) Living standard investigation

Doing basic and fully investigation to this project and collecting selected samples (using random selection).The standard of production and living were investigated once or twice a year which goals is to check the change. Take the method of regular investigation, random interview and field observation to achieve related materials. Then statistic analysis was taken. Finally evaluation was obtained.

Living standard investigation chart was composed of all kinds of data, at the same area the dynamic change of living standard which reflects the quality before and after the resettlement. Whether these

designing actually reflect the reality will be checked, and then the designing will be optimized, all the things we have done is to achieve actual quantity and quality.

Sample size of immigrant: 5% in affected households.

(2) Public Consultation

The company of independent monitoring and evaluation has participated in public consultation in the County. And then the crew estimated the function and whether they satisfied or not after these people who have joined the meeting.

(3) Suggestion from Immigrant

The company of independent monitoring and evaluation often talk with staff of resettlement office which in the village to gain some message from immigrant, they also have interviews with some immigrants who is not satisfied in direct and indirect ways. All the works they have done is to make the process efficient.

Well preparation in land requisition, demolition and resettlement, which to guarantee all the work is success. Monitoring and evaluation group has found that there are 5 stages in the process. The progress is in the chart 2-1, chart 2-2 and chart 2-3.

2.1 Land acquisition

2.1.1 Quantity of land acquisition

All the work which is permanent land acquisition has done. The staff in group has found that until September 30, 2012, the quantity of land acquisition is 737.495 Mu. Details you can find in chart 2-4.

2.1.2 Compensation standard for land acquisition

The stuff of group has found that the standards for compensation are all according to “Anhui Compensation standard for land acquisition”(Anhui Policy 【2009】NO.132). Chart 2-5 is about

2.1.3 Compensation for temporary occupation of land

According to the rule about nation and Anhui province temporary occupation of land, Compensation for temporary occupation of land included young crops, appurtenant which in the earth and cultivated land reclamation. The staff of group has investigated the Shanmin section and the compensation for temporary occupation of land is related to RAP.

(1) Sixian County: From investigation, the project of X056 Shanmin section is composed of 4 sections. Now

2.1.4 Recovered measures and compensation

From investigation, the staff knows that compensation for land acquisition of is implemented by the land management law which called “The Notification of Anhui Compensation Standard for land acquisition from Anhui Government” (Anhui government【2009】NO.132).

Since January 1st, 2010, any kinds of land acquisition in Anhui Province should obey the new notification.

Compensation for land acquisition is all in place, the appurtenants and young crops which belong to the land should be count for compensation to the owners, compensation for land acquisition is all sent to affected households. Private enterprises in Tianchang is flourishing, there are many enterprises in the county, the income of affected villager is about 7500/year for one person, they mainly worked as employees.

There are more than 400 enterprises in Renheji County which were registered is 100 enterprises, among them there are more than 40 large- scale enterprises, and fiscal revenue is about 20 million/year.

2.2 Housing demolition

2.2.1 Process and quantity of demolition

From investigation, the staff knows that until September 30, 2012,

Yongqiao District has finished demolition 88%, Sixian County and

Lingbi County have finished demolition. The quantity is

11,976.28m2.Details in chart 2-7.

2.2.2 Compensation standard for demolition

From investigation, the staff knows that compensation standard for demolition in rural place is in chart 2-8, and appurtenant and infrastructures are in chart 2-9.

2.2.3 Resettlement

Group members visit every resettlement offices, and they investigate affected houses, the situations as follows:

(1) Sixian County: Demolition and resettlement in Sixian are already finished. The group has found that there is few households and they are disperse, most of them do not have main house which is just involved in

wall. Affected households all have signed agreement about compensation which was paid in cash. The households will get the money from bankbook which is called “One card”, there is no phenomenon which is called “remain”. County government have paid 840,000Yuan to Forestry

Bureau which function is recovery for trees, and they also have paid

430,000Yuan to Social insurance bureau on peasants’ insurance, and they have paid 150,000Yuan to geological examination department on geological disaster assessment reports(Picture 6)

(2) Lingbi County: houses, trees, tombs and attachments on the earth all were demolished. Compensation standards were based on

“Compensation standard about young crop and attachment on the earth in

Lingbi County” and “Compensation standard about house and attachment” which were issued by county government in December 2010.

The mode of payment is paid by county headquarters, then households will get the money from bankbook which is called “One card”, there is no phenomenon which is called “remain”. The money was paid already.

Group has found in Xieji Village of Xieji Town that there is a person whose name is Xie Wenxi, his main house was demolished, but he has one other house to live in after demolition. Old house is brick-concrete structure, the compensation was paid which about 130,000Yuan, and he has no objection about resettlement. (Picture 7)

(3) Yongqiao District: The demolition is connected with city construction, and the compensation is different. The main modes are cash compensation and choosing resettlement place for affected household.

The standard is based on Yongqiao County Policy [2010] NO.36. There are 4 Towns in Yongqiao County along the line from investigation, among them, Cao Village and Zhang Village were finish all the works

which are paid by cash; There are 3 households which is about 500m2 in

Lanxi Village of Ganlan Town have not demolished, the reason is that

affected households ask more money, now it is in the negotiation; There

are 2 households which is about 100m2 in Xieji Town have not

demolished, the reason is that affected households ask more money, now

it is in the negotiation; The compensation was paid by district

government to town government, and negotiation is between town

government and affected households.

2.2.4 Compensation for move and temporary subsidy in

transition

During the time of move and transition, every county has paid the

compensation and temporary subsidy which is according to RAP, see

picture 2-10.

(1) Sixian County: From investigation in the sites, there are few households in Sixian County, because of cash compensation, and the move subsidy and temporary subsidy do not exist.

(2) Lingbi County: It is investigated that demolition process in

Yugou is fast, at the same time, construction is running, there is only one main house needed to demolish, so the move subsidy and temporary subsidy do not exist.

(3) Yongqiao District: These households who changes property right should pay them compensation for stop production: the compensation for commercial buildings is 10~20Yuan/m2·month; The houses which were used for industry and storage is 8Yuan/m2 •month.

2.3 Compensation for electric pole and wire

The staff of group has found that compensation for electric pole and wire in every county is following:

(1) Sixian County: The electric poles and wires are moved already by their owners, the government has arranged the owners to discuss the method of compensation. (Picture 8)

(2) Lingbi County: There are 82 electric poles, from investigation,

they are moved by their owners, and the government only pays the

expense of materials.

(3) Yongqiao District: The electric poles are moved by their owners, the compensation standard is according to Yongqiao [2010] NO.36.

2.4 Affected individual business and Enterprises

The staff of group has found that the compensation about individual business and enterprises along the line:

(1) Sixian County: It is involved in one enterprise, the owner’s name is Majie, and the type of demolition is factory which is just finished and it is not put on production, only small part is demolished, all the compensation was paid, and he is no objection; Some of individuals business doing business near the road which are operate small shops, but they have their own houses which is not to resettlement.

(2) There is no affected individual business and enterprises in Lingbi

County.

(3) There is a precast factory of concrete in Xieji Street of Yongqiao

District, and the compensation is according to the new standard which is just needed to demolish a part, so it is suggested to give affected people the other land, the affected household asks for more, now it is in the negotiation. From investigation, there is a bating place (50m in width and

100m in length) which the owner asks for more compensation, the line just is across the place, so they cannot do business any more, it is plan to keep a half of house and compensate the owner the other land, now the compensation is paid.

2.5 Infrastructure construction

The staff of group found that the affected infrastructure in Shanmin section will be change to new or make compensation by local government and related department. All governments in all levels and resettlement

offices do compensation step by step, and they make related measures with specific circumstance.

(1) Sixian County: cash compensation for affected peasant household.

(2) Yongqiao District: There is a relocation site in Lanxi Village of

Lanxi Town, and it is will be reconstructed in two sides of road. Now the house sites are decided by and paid by government. Recently, it is in the planning, there are about 36 households will be move to the relocation site in Lanxi. The group keeps on how the process is running.

2.6 Affected vulnerable groups III. DURING THE PROCESS OF RESETTLEMENT, EVERY GOVERNMENT PAYS MUCH ATTENTION TO THE RESETTLEMENT WORKS OF VULNERABLE GROUPS.

(1) Lingbi County: Take the type of opening to support vulnerable groups, or send them to local gerocomium. Among them, Yugou of

Zhenglou involved in one low income household whose name is

Zhengqiang, he lives alone, now he has disability in his leg and he cannot work. Demolished house is about 120 m2, because of road widening the new house is constructed in the back of the original about several meters, from investigation, compensation is paid which is about 50,000 Yuan, among them 30,000 Yuan is paid on new house, and ancillary facilities compensation is 480 Yuan/m2 which is paid for affected households.

Now they paid by the system of lowest living ensure(C type), there about

700~800 Yuan for each year. (Picture 10, Picture 11)

(2)Yongqiao District: Staff of group in Langan Town has found that there is one vulnerable group which belongs to five guarantees, the people only has a small house which has no child, now the government plan to combine with “new rural construction”, the people will be sent to local gerocomium.

IV. 3 THE SYSTEM OF MONITORING AND EVALUATION

3.1 Internal Monitoring and Inspection

Immigrant resettlement organization has been established, Anhui

Highway Administration Bureau founds the department of immigrant,

Tianchang government founds resettlement leading group, they have to finish the work of internal monitoring and the report, district government founds resettlement leading group and resettlement office in three levels which are district, county and village. Staff and equipments are all in place.

During the process, the local office would send the messages to county resettlement office which is based on individuals, family and company; and county resettlement office sent messages to Tianchang resettlement office; and then message were sent to resettlement department of Anhui highway administration bureau; the apartment of highway administration bureau doing some random samplings about resettlement works in village level, and investigate the progress. Thus, the resettlement organizations in all levels were included to supervisory system.

3.2 Public Participation

During the progress, governments at all levels along the line, affected companies and personal representatives are all cooperate with resettlement office and do the following works:

(1) Confirming the compensated areas and compensation standard;

(2) Confirming the compensation agreement;

(3) Confirming the place where the immigrants’ new houses are located;

(4) Redistribution of land;

(5) Resettlement of affected enterprises and their staff;

(6) Investigation and coordination of appeals;

(7) Monitoring and evaluation of immigrants’ work.

The staff of group has found that work of public participation in

Shanmin section is following:

(1) In December 2010, Lingbi County government had a mobilized meeting about land requisition and demolishing in Shanmin section, and established construction headquarters which is charged by Deputy County

Chief, every department communicate and coordinate with each other to make the progress successful.

(2) In March, April and June 2010, headquarters had meetings three times which reported progress and problems in the work timely, and also deployed work tasks in next stage.

(3) In December 2010, Sixian County established construction headquarters of Shanmin section, the office was set in transportation bureau, to make sure the project successful.

(4) Make use of meeting, every village committees call representatives together to have meetings, ask for their ideas, and solve their problems.

(5) Publicity materials were printed and distributed, and pasted notice in order to publicity.

(6) Make use of bulletin to publicity. Give report to every town’s offices about work and progress.

(7) Pay much attention on training, in order to make the work successful.

(8) Dropping in every family to make them understand the work of resettlement and demolition.

(9) Adhere to the principles of openness, justness and impartiality.

3.3 Complaint and Appeal

When affected people were not satisfied with resettlement, they can appeal to resettlement office which is the county level; if they still have problems, they can appeal to judicial department which in the local county or city.

The group has found that Shanmin resettlement office has already received some complaints and problems, they will solve these issues from investigation and site disposal finally.

(1) After broaden the old road in Fengmiao Town of Lingbi County, the safe distance between road and house is short. The households along

the line are worried about safety when road is finished. Resettlement

Office pays much attention to the problem, they are prepare to come up with the problem, and it is solved.

(2) Affected households said that the water system was damaged.

Resettlement Office asks water conservation department to inspect the water system in roads and bridges, and the result will be send to Project

Office, now it is solved.

(3) Affected households in Fengmiao Town complained that drains are belonging to basic farmland, if Shanmin section is moved to the south, the drain will be filled. The problems have been solved. V. 4 EVALUATION IN TYPICAL INVESTIGATION

From July 2011 to September 2011, the staff of monitoring and evaluation group takes the method of random sampling to investigate which was on affected households and immigrants. There are 79 samples in the investigation, among them, there are 62 households which are affected by land acquisition, and there are 9 households which are affected by housing demolition, and there are 8 households affected by both of them. These samples were taken into files in order to do follow- up survey.

VI. 5 BASIC EVALUATIONS AND SUGGESTION

5.1 Basic Evaluation

During the resettlement, all resettlement offices obey the principle of RAP to finish the work of land requisition, demolishing and resettlement. Permanent land acquisition and demolition are finished; resettlement is underway, basic evaluation as follows:

(1) The wok of housing demolition and land acquisition has already done as required.

(2) Compensation standard has executed from RAP.

(3) The expense of land compensation has already paid.

(4) The expense of housing demolition has already paid.

(5) “Three poles” relocated works are finished.

5.2 Suggestion

To solve these problems above, independent monitoring and evaluation organization has following suggestions:

(1) It is suggested that giving vulnerable groups additional support, and insurance in their further working life, so as to share risks;

(2) Pay much attention to the damaged impacts on river system when constructed process;

(3) We'll continue to focus on the immigrants’ living standard and income recovery, do our best to organize work and help them improve their incomes.
