OVERVIEW 1.1 Overview of the Project X056(Shantou of Sixian County~Minxian to Yongqiao District section) is an important local highway in the north of Suzhou city in Anhui Province, the total distance is about 106.006 kilometers, and it starts from Shantou Town of Sixian County, through Zhanglou, Dazhuang, Gonggou, Caochang Daluji and Yugou Town and ends at Minxian of Suzhou city, it connects Sixian, Lingbi and Yongqiao District, along the line there has Shantou, Dazhuang, Dalu, Yugou, Youji, Xieji and Langan, it connects with X048 and G206 in the beginning and the end separately, and it links G104,S302,S201 and other roads, for these reasons it is the important road for economic development. All the line is designing in 60km/h, the subgrade is 10m which is constructed in second- class highway. The project will be finished in 2 years which is the year of 2011 to 2013. The total general estimate in land acquisition, resettlement and other expenses of the project is 35.2493 million Yuan according to the price in May 2011. Within the total expense: land acquisition is 14.0603 million Yuan for 39.89%; Temporary land acquisition is 4.6544 million Yuan for 13.21%; compensation for demolition in rural places is 4.7098 million Yuan for 13.36%; infrastructure and appurtenant compensation is 2.4268 million Yuan for 6.88%; all kinds of tax and managing fees are 9.3980 million Yuan for 26.66%. 1.2 Method and process in the project In November 2008, Construction department of Anhui has authorized Anhui transportation designing institute to write “The Improvement Proposal for the Project of ADB Financed in Anhui Integrated transportation Department” and it has been approved by Anhui province development and reform commission. From December to November in 2008, technical staff in Anhui transportation planning, design and research institute has done survey about all kinds of index in kind; In May 2011, Hohai University updated the survey which is approved by Anhui Transportation Bureau due to progress and changing policy. Shanmin section has started in the end of 2009 and the construction time is 24 months. 1.3 Brief Description of Resettlement Plan 1.3.1 Impact Impacts on the project are permanent and temporary occupation of land and houses. The project is involved in 3 counties (Sixian, Yongqiao District and Lingbi), 12 Towns and 39 villages, among them 5 towns and 16 villages in Sixian; 4 towns and 12 villages in Yongqiao District; 3 towns and 11 villages in Lingbi County. Staff in monitoring group has found that actual land acquisition is 737.495Mu; removing house is 11976.28m2 On September 30, 2012. 1.3.2 Time of compensation and Implement Land acquisition, housing demolition, compensation and resettlement plan began in April 2011; the resettlement work is running, plan to finish in July 2013. 1.3.3 Organization According to RAP, Anhui government authorized PMO in ADB&Anhui Ministry of Transportation to be responsible for the project’ work, the district government has the responsibility of the work in their own area, so does “Internal supervision report”. Details are in the following picture. They in charge of monitoring regularly and they should finish “Resettlement External Monitoring Report”. In April and September 2012, the group has been to Shanminlu in Sixian, Lingbi County and Yongqiao District of X056 and examined the work of resettlement. See Picture 2 and picture 3. Picture 2 Picture 3 1.4.1 Basic Investigation From December 2010 ~ March 2011, staff of group and staff in resettlement office were getting together and doing the basic investigation in affected area, plus using the random sampling to establish the sampling files. 1.4.2 Contents of Monitoring and Evaluation A.
