This past weekend marked the 21st anniversary of the 1992 bombing of the Israeli Embassy in Buenos Aires, which murdered 29 people and injured about 250 others. Two years after that attack, the Jewish Community Center in Argentina’s capital city was leveled by another car bomb, leaving 85 persons murdered and hundreds more wounded. Mr. Chairman, this is Hezbollah’s despicable legacy in the Americas. And that terrorist group – along with its sponsor, Iran – has returned to the scene of the crime. As a visiting fellow at the American Enterprise Institute for Public Policy Research, I head a project to examine and expose the dangerous alliance between the Venezuelan regime of Hugo Chávez and Iran. Stopping Terrorist Travel Through Illicit Pathways to the Homeland
EXECUTIVE SUMMARY Changing Threat Environment Since September 11th, 2001, America’s national security officials have focused on preventing another catastrophic attack on our homeland by defeating the terrorist threat. This has made it harder for nefarious actors of all different backgrounds to enter the United States. As a result, those who wish to bring harm to America have to explore non-traditional ways of entering our country. Today, those known as Special Interest Aliens (SIAs) are discovering new and creative routes to cross our border. One such way is through the exploitation of illicit pathways throughout the Western Hemisphere. Offering solutions to close these routes and shut off entry ways into America for SIAs must be a priority moving forward, since some of these migrants have been affiliated with foreign terror groups and organized crime. Task Force on Denying Terrorist Entry into the United States Given the threats we face from international terrorism, the House Homeland Security Committee established the Task Force on Combating Terrorist and Foreign Fighter Travel in 2015 and the Task Force on Denying Terrorists Entry into the United States in 2017 to evaluate threats and offer policy solutions to keep the homeland safe. In addition to these two task forces, staff members from the Majority were charged with identifying the exploitation of illicit pathways to America by SIAs throughout the Western Hemisphere. This team was briefed by American and foreign national security officials, analyzed government documents, conducted research, and traveled to six different countries in Central and South America. The following report is the conclusion of their work. -

Hezbollah is probably the most organized terrorist orga- nization in the World in respect to its illegal financing activities. The group funds its re- gular operations through all sorts of crimes. Hezbollah has a tight relationship with Iran. Ever since Iran has established its covert operations in Venezuela, Hezbollah has come along, as its proxy. Venezuela is submerged in crime and corruption. The Venezuelan go- vernment has been infiltrated by transnational organized crime for more than a decade. The convergence of corruption, crime, violence and terrorism in Venezuela was enabled by a set of conditions and circumstances that basically got entrenched after Chávez was inaugurated as president in 1999. From that time onwards, Venezuela became a source of political, financial and logistical support for Hezbollah within Latin America. Good afternoon, and thank you for your leadership on this issue and inviting me to appear before you today. There is an old refrain in the military saying, “amateurs talk strategy, professionals talk logistics.” This means that if we are serious about stopping the myriad of transnational threats facing our nation, we must dismantle the logistical networks of terrorists, drug traffickers, and organized crime. The illicit financial flows are the bloodstream of these threat networks, and they sustain a convergence of threats to the United States and our allies abroad. The convergence of criminals, drug traffickers, terrorists, insurgents, and organized crime has increased and evolved over time. In 1997, a Department of Defense (DoD) task force study on transnational threats concluded that criminals and terrorists were “increasingly linked in new and more cooperative ways.”1 Back then, however, most experts believed that crime-terrorism interactions were transactional. According to a 2014 report by the Combatting Terrorism Center, in a sample of 2,700 known criminal and terrorists in more than 122 countries, 98 percent were connected across an expanded all-channel network.2 No longer do illicit actors work independently in time and space.
