Pendant longtemps cet espace a été un point de contact et de rivalités entre civilisations nordiques, slaves et germaniques avant d’être un point de tension idéologique pendant la guerre froide, mais aussi un lieu d’échange et de passé commun à travers la ligue Hanséatique. Aujourd’hui encore, l’espace baltique n’échappe pas à la contradiction : lieu d’ouverture et d’intégration via le Conseil de l’Europe, la mer baltique peut être considérée comme la mer intérieure de l’Union européenne depuis l’effondrement de l’Union soviétique et les élargissements successifs. Pourtant, cet espace est dans le même temps à la marge, aux frontières géographiques et économiques de l’Union européenne. Si le développement de la coopération régionale et des politiques communautaires en fait une zone en voie d’homogénéisation, l’espace baltique demeure un lieu fracturé entre mémoires et histoires, entre grandeur passée et indépendance retrouvée. Ces paradoxes ont renforcé la structuration des rapports de force et de coopération de cet espace autour de la question identitaire, profondément liée à la recherche de sécurité. Cette obsession pour la recherche permanente de sécurité et l’affirmation constante de l’identité induisent un déséquilibre entre les pays et les peuples de la région autour des questions de territoire, de ressources, de démographie et d’influence. Faisant de chacun de ces pays tout autant un partenaire qu’une menace potentielle. Enchâssée entre l’Estonie et la Lituanie, la Lettonie fait partie intégrante de ces trois pays baltes situés aux confins de l’Europe, dont l’étude en France a longtemps été réservée aux voyageurs, aux artistes et aux initiés. Entre monde russe, germanique et nordique, ils sont liés par un même instinct de survie mais sont pourtant loin de se ressembler. L’Estonie, par sa culture et sa langue appartient à la famille finno-ougrienne au côté des voisins finlandais, quand la Lituanie et la Lettonie disposent d’une langue et d’une culture proprement balte héritée de la branche linguistique indo- européenne. Si l’Estonie et la Lettonie partagent un large pan d’histoire commune et le même engouement pour le protestantisme, la Lituanie est résolument catholique après avoir longuement résisté aux croisades teutoniques. Sa christianisation en fait ainsi le dernier territoire chrétien d’Europe, en 1387. C’est pourtant leur histoire commune du XXe siècle qui est

    Latvia The Claim for Independence leva J�kobsone* The legal basis for de facto renewal of sovereignty of the Republic of Latvia was laid on 4 May 1990, one year before the collapse of the Soviet Union. On this date the Declaration of the Supreme Soviet of the Latvian SSR On the Renewal of the Independence of the Republic of Latvia proclaimed the renewal of independence of the State establishing a transition period for the restoration of de facto independence. The Declaration stated that the incorporation of the Republic of Latvia in the Soviet Union was illegal with respect to general principles of international law and that the Republic of Latvia continued to exist de jure as the subject of international law during the occupation by the Soviet Union. L’Hommedieu: Exiles and Constituents: Baltic Refugees and American Cold War Politics, 1948-1960 This dissertation explores the complicated relations between Estonian, Latvian, and Lithuanian postwar refugees and American foreign policymakers between 1948 and 1960. There were seemingly shared interests between the parties during the first decade of the Cold War. Generally, Eastern European refugees refused to recognize Soviet hegemony in their homelands, and American policy towards the Soviet bloc during the Truman and Eisenhower administrations sought to undermine the Kremlin’s standing in the region. More specifically, Baltic refugees and State Department officials sought to preserve the 1940 non-recognition policy towards the Soviet annexation of the Baltic States. I propose that despite the seemingly natural convergence of interests, the American experiment of constructing a State-Private network revolving around fostering relations with exile groups was fraught with difficulties. These difficulties ultimately undermined any ability that the United States might have had to liberate the Baltic States from the Soviet Union. As this dissertation demonstrates, Baltic exiles were primarily concerned with preserving a high level of political continuity to the interwar republics under the assumption that they would be able to regain their positions in liberated, democratic societies.

    103 STAT. 3052 PROCLAMATION 5990—JUNE 14,1989 While we have ample opportunity and infinite reasons throiighout the year to express respect and gratitude for our dads, Father's Day en­ ables us to recognize them in a special way. On this day, let us give thanks for and to our Nation's fathers. They have surely earned a place of honor in our hearts and prayers. NOW, THEREFORE, I, GEORGE BUSH, President of the United States of America, in accordance with a joint resolution of the Congress ap- / proved April 24,1972 (36 U.S.C. 142a), do hereby proclaim Sunday, June 18, 1989, as Father's Day. I invite the States and communities and people of the United States to observe that day with appropriate cere­ monies as a mark of appreciation and abiding affection for their fa­ thers. I direct government officials to display the flag of the United States on all Federal Government buildings, and I urge all Americans to display the flag at their homes and other suitable places on that day. RONALD REAGAN Proclamation 4948 of June 14,1982 / if 3 Baltic Freedom Day By the President of the United States of America -'^ ^'•'-> A Proclamation The independence of Lithuania, Latvia, and Estonia was extinguished in 1939 as a result of a nefarious deal struck between the Soviet Union and Nazi Germany. Hitler handed Stalin the three Baltic republics as a bonus to secure his cooperation in the destruction of Poland and to obtain a secure eastern frontier which enabled him to launch war against the western de­ mocracies. Subsequently, hundreds of thousands of Baltic nationals were deported to the Soviet Union where many of them perished in prisons and forced labor camps. The darkest day of that great human tragedy occurred on June 14, 1941, when their homes and jobs were taken by Russian set­ tlers. Today, some of the survivors of these mass deportations are citizens of the United States. Their aspirations for a better future for the peoples of Esto­ nia, Latvia, and Lithuania have helped to bring new meaning to our nation's commitment to freedom for all people. The United States has never, over the intervening forty-one years, recognized the forcible incorporation of the Baltic states into the Soviet Union. As a nation, we remain dedicated to the furtherance and preservation of the fundamental human rights and freedoms of all people and take note on this special day of our hope that the blessings of liberty will one day be part of the national life of the courageous people of Estonia, Latvia, and Lithuania.
