    Latvia The Claim for Independence leva J�kobsone* The legal basis for de facto renewal of sovereignty of the Republic of Latvia was laid on 4 May 1990, one year before the collapse of the Soviet Union. On this date the Declaration of the Supreme Soviet of the Latvian SSR On the Renewal of the Independence of the Republic of Latvia proclaimed the renewal of independence of the State establishing a transition period for the restoration of de facto independence. The Declaration stated that the incorporation of the Republic of Latvia in the Soviet Union was illegal with respect to general principles of international law and that the Republic of Latvia continued to exist de jure as the subject of international law during the occupation by the Soviet Union. The Declaration partly restated the legal force of the constitutional basis of the pre-war Republic - the Satversme (Constitution). The Declaration expressed the desire: ' (...) To recognize the supremacy of the fundamental principles of intemafional law over national law. To consider illegal the Treaty of August 23, 1939 between the USSR and Germany, and the subsequent liquidation of the sovereignty of the Republic of Latvia on June 17, 1940 which was the result of the USSR military aggression. L’Hommedieu: Exiles and Constituents: Baltic Refugees and American Cold War Politics, 1948-1960 This dissertation explores the complicated relations between Estonian, Latvian, and Lithuanian postwar refugees and American foreign policymakers between 1948 and 1960. There were seemingly shared interests between the parties during the first decade of the Cold War. Generally, Eastern European refugees refused to recognize Soviet hegemony in their homelands, and American policy towards the Soviet bloc during the Truman and Eisenhower administrations sought to undermine the Kremlin’s standing in the region. More specifically, Baltic refugees and State Department officials sought to preserve the 1940 non-recognition policy towards the Soviet annexation of the Baltic States. I propose that despite the seemingly natural convergence of interests, the American experiment of constructing a State-Private network revolving around fostering relations with exile groups was fraught with difficulties. These difficulties ultimately undermined any ability that the United States might have had to liberate the Baltic States from the Soviet Union. As this dissertation demonstrates, Baltic exiles were primarily concerned with preserving a high level of political continuity to the interwar republics under the assumption that they would be able to regain their positions in liberated, democratic societies.

Communities can use recycling to generate revenues from the materials recovered from the waste stream. Finally, recycling can save us money by avoiding the high costs of landfills or incineration. These benefits can only be realized through more recycling. The Envi­ ronmental Protection Agency considers feasible a recycling level of 25 percent nationally by the early 1990's through the efforts of States and municipalities and the cooperation of individual households and busi­ nesses in separating recyclable materials from their waste and in not generating unnecessary waste. The Congress, by House Joint Resolution 469, has designated June 1988 as "National Recycling Month" and has authorized and requested the President to issue a proclamation in observance of this event. On this day, let us give thanks for and to our Nation's fathers. They have surely earned a place of honor in our hearts and prayers. NOW, THEREFORE, I, GEORGE BUSH, President of the United States of America, in accordance with a joint resolution of the Congress ap- / proved April 24,1972 (36 U.S.C. 142a), do hereby proclaim Sunday, June 18, 1989, as Father's Day. RONALD REAGAN Proclamation 4948 of June 14,1982 / if 3 Baltic Freedom Day By the President of the United States of America -'^ ^'•'-> A Proclamation The independence of Lithuania, Latvia, and Estonia was extinguished in 1939 as a result of a nefarious deal struck between the Soviet Union and Nazi Germany. Hitler handed Stalin the three Baltic republics as a bonus to secure his cooperation in the destruction of Poland and to obtain a secure eastern frontier which enabled him to launch war against the western de­ mocracies. Subsequently, hundreds of thousands of Baltic nationals were deported to the Soviet Union where many of them perished in prisons and forced labor camps. The darkest day of that great human tragedy occurred on June 14, 1941, when their homes and jobs were taken by Russian set­ tlers. Today, some of the survivors of these mass deportations are citizens of the United States. Their aspirations for a better future for the peoples of Esto­ nia, Latvia, and Lithuania have helped to bring new meaning to our nation's commitment to freedom for all people. The United States has never, over the intervening forty-one years, recognized the forcible incorporation of the Baltic states into the Soviet Union. As a nation, we remain dedicated to the furtherance and preservation of the fundamental human rights and freedoms of all people and take note on this special day of our hope that the blessings of liberty will one day be part of the national life of the courageous people of Estonia, Latvia, and Lithuania.
