The aesthetic politics of two decades of techno-movement in France Jean-Christophe Sevin [1] 26 November 2012 The political debate around the techno-movement accompanied efforts by the French state to bring raves under state control. The aesthetic effect of these musical events remains a political challenge. This article is part of an occasional series on ‘The Political Aesthetics of Power and Protest,’ the subject of a one-day workshop held at the University of Warwick this September. Democracy, since it does not function through command or coercion, requires instead a constant renewal of sets of symbols - symbols which appeal to people and instil in them a sense of belonging and identification. Increasing disenchantment and disillusion with the state, with political institutions, their practices and performance, makes it more important to explore the place of this aestheticisation of political language, the aesthetics of protest as well as of power. -

THE EUROPEAN UNION’S DUBLIN REGULATION AND THE MIGRANT CRISIS INTRODUCTION In 2015, over one million migrants1 arrived in the European Union (“EU”).2 Many of the migrants were fleeing war and persecution in Syria, Afghanistan, Eritrea and other countries in Africa and the Middle East.3 The majority of the migrants sought asylum in the EU, a haven where they believed they could find work and opportunities for a better life.4 The EU, however, was financially and administratively unprepared for the unprecedented influx of migrants because it was recovering from a financial crisis.5 The EU’s migration policy, embodied in its “Dublin Regulation III” (the “Dublin Regulation”), requires that migrants register and apply for asylum in the EU member state they enter first.6 7 Consequently, EU member states (“Member States”) closest in proximity 1 The term migrant refers to a person who moves from one place to another and includes both people who are seeking asylum and refugee status and people who are seeking new economic opportunities. -

Helgason* ABSTRACT While migration and population displacement has always been part of the human experience, the context within which it occurs today has materially changed. Migration has become an important part of economic globalization and closely related to countries´ development process. Conflicts, poverty, natural disasters and climate events are also forcing people to migrate in an ever-increasing number. For many low-income countries with large number of internally-displaced people, on the other hand, the high economic costs are making it more difficult for them to invest in SDG implementation. Developing countries also host most of the externally-displaced people at high economic costs, which similarly affects their ability to achieve the SDGs. The political costs of hosting large number of refugees in developed states have also been significant in recent years, particularly in the aftermath of the 2015 European Refugee Crisis. The refugee crisis triggered intense politicization of migration and sharp rise in anti-immigration sentiments and support for populist parties in many countries of the region, leading some governments to tighten their borders, introduce more restrictive immigration policies and retreat from multilateral migration efforts. There is at the same time growing recognition that population displacement and migration is a contemporary global challenge that can only be solved through effective multilateral cooperation. In this context, it becomes important for states to build on the current nascent governance architecture such as the Global Compact on Refugees and the Global Compact for Migration so that the benefits of migration and population displacement can be more effectively harnessed for the achievement of the SDGs. -

Pourtant, les faits sont là : les pays qui ont le plus utilisé ces outils sont aussi ceux qui ont, de loin, compté le moins de morts. Depuis un an et demi, les Français sont soumis à des restrictions inédites et généralisées de leurs libertés, qui n’ont pas pour autant permis d’éviter un lourd bilan sanitaire (100 000 morts), qui ont causé la plus grande récession économique jamais connue en temps de paix, et dont on commence à peine à mesurer les conséquences psychologiques. Et si la vaccination permet aujourd’hui d’espérer un retour à la normale, la pandémie de Covid-19 n’est ni la dernière, ni sans doute la plus grave des années à venir. -
