Councilman Fech, absent. The Mayor then declared nominations for President of the Council were now in order. Councilman Kaumo then nominated Councilman Wendt. It was then moved by Councilman Myska that the nominations be closed... Councill'an Hafey seconded the motion. It was then moved by Councilmah Jones and seconded by Councilman Kaumo that Councilman Wendt unanimously be elected President of the Council for the coming year. Motion carried. The Mayor then called to the attention of the Counc il that this me~~ing is set for the Frotest of the Occupational Tax for 1953. A. Fanelli.To Chipp ancf1i>h Chipp appeared before the Council for the protest of the raising of ~ the fee for Music Devices and also Pin Balls Machines. After due discussion of the Council and the mentioned representation, it wa s moved by Councilman Mlfska and seconded by Councilman Jones that the Ordinance Nos. 1114 and 1115 stay as previously passed. Motion carried. The Ma~vor as presiding officer declared the motion carried and the rules suspended for the purpose indicated by more than ~hree-fourths of the Council. The Mayor a s presiding officer deelared the MOtion carried upon roll call vote and Resolution No. 1116 was passed and adopted as introduced, rea~ and was signed by the Presidnet of t e Council, approved 0.; the Mayor and attested by the Clerk. The Cemetery Committee was then instructed by the Council to investigate the prices of opening and closing of graves and also the sell of lot of graves for the coming year. Th~ are to report back their findings and suggestions at the next regular meeting. Kaumo then reported on the N Street Bridge and the condition now L. presidting there. Investigation will be held and repairs be made this coming spring. The City Ehgineer was instructed in bring before the .Council at the next meeting his findings and suggestioRs for repairs. The Council met in Special Session this 22nd day of January, 1953, for the purpose of hearing for protests or complaints of Sewer District No 3, Crocker Addition to the City of Rock Springs; and passing of Ordinance approving assessment roll and also other business. The Mayor then passed out to every Councilmen a copy of the State Interm Committee's report on the legislation on the Proposed Policemen's and Firemen's Pension Plan. A representative from the Austin-Western Sweeper Co. appeared before the Counc il for considerat ion to mange the specifications for the bids on the sweeper to be purchased by the City at the next reguaar Council meeting. Councilman Jones re-assurred him that the City in doing so requires a larger pay load capacity and is the reason why such was included in the specificat ion • Mayor James then intorduced to the Councilmen Bob Koffman from the State Health Department. Mr. Koffman explained to the Council the reason why he is to-be stationed here and wa7B he will inspect the local establishment and also requirements to be,followed by owners of said establishment s. The Council fuIly agreed that this is a very good thing and expressed to Mr.Koffman therar co-operation to help him in the future. Discussion followed on the Lighting DiBtrict to be set up on tee North of town. After much discussion, the following district will be set up. Pilot But te Avenue from K §treet to the Bridge; K Street from Pilot Butte to NorthFront Street; and Fifth Street from K Street to Elk Street.Action on this district will be taken at the next regular meeting. Councilmen Kaumo brought to the Attention of the Council of the condition presisting on the N Street bridge. The Council agree the condition was bad and information will be written for a replacement in the very near future. The Council met in Special Session this 26th day of January, 1953, for the purpose of reviewing the Sewage Treatment Plant plans and authorization and revising of same, and other business that may corne up before the Council. The Mayor called the meeting to order and upon roll"call the following Councilmen answered present: Councilmen 1Wska, Jones, Kaurno, Wendt, Fech and Hafey. Those Engineers present to discuss the said plans of the Pro­ ~osed Sewnge Treatment Plant were the following: R. Street, Consultant of Casper; L. O. Williams, state Sanitary Engineer; and R. Baldwin, state Highway Engineer, and the City's Engineer, Ellis Hudman. Mr-. Streeter discussed the present plans with the Council, showing them diff€rent operations and what conditi.ons present problems and how the bids show be let out. Some corrections will have to be made and after som discussion, it was moved by Councilman Jones and seconded by Councilman Kaumo that the Mr. Streeter be authorized to make correct i.ons and revi_sions to make said plans of the plant to bring it up to date and to submitt to t he Council for fu~ture approval. Motion carried unanimously. Mr. Baldwin and Frank Kershisnik, member of the Highway Commission Board, brought to the attention of the Council and engineers the route" of the Proposed Rock Springs-Green River road. -Some discussion followe on the transfer of land and how the plant should be situated so that it would not interfer with the road building to be made in the near future. It was then moved by Councilman Myska and secooded by Councilm Jones that Ellis Hudman, City Engineer, be authoiized to make a preliamary survey of the'!· land"" anljppDopose sites and to notify Mr. streeter of said sur- vey when complete. Motion carried. Mr. INilliams then was caned on by the Mayor to give his view points of the proposed plant in question and how he thought it would benefit the C'anmunity it will take care of. ( . - Mr. Williams agreed fully with the Council and engineers presen that this plant should be put in as sanitary conditions are getting worse as the town is continually growing in size and population all the time. He also stawd that the Uumbing Code of the City should be brought up to date so that conditions could be corrected so it would not interfere with the plant and its operations in the future. Also that the State Sanitary Department would co­ operate with the City in establishing one to suit this purpose. It was moved by Councilman Jones and seconded by Councilman IIJYSK:8; after a suggest ion of Mr. Streeter, that Wllis Hudman, City Engineer" be sustained to supervise the project and bu~ldtn~ of said plant as in origina pans; Motion carried. It was moved by Kaumo and seconded by Myska that the Street Comrlittee investigate possible lighting on I Street and provide for lighting on Noble Drive and Euclid Avenue intersection. Motion carried. Councilman Myska stated that property owners requested the vacating of Water Street in Block 2 of U.P.R.R. First Addition. After some discussion, it was moved by JJOrska and seconded by 1,Vendt that t he City Attorney be authorize to a1vertise that the balance of Water Street north of Grant Street in Block 2 of said arldition be vacated. The Council met in Special Session this 23rd day of March, 1953 for the purpose of approving and rejecting Retail Liquor Licenses applications for the year of 1953 beginning the first day of April. The Mayor called the meeting tt order, and upon roll call, those present were Councilmen Kaumo, Jones, Wendt, Fech and Hafey; absent; Councilman Myska. The City Clerk presented proof of application for the hearing of pro­ tests f or the issuance of Retail Liquor Licenses and Limited Liquor Lic~nses to be heard at 7:30 p.m. March 23, 1953, and no written protests having been filed the Council proceeded to consider each and every application. Consideration for a hearing was requested by Mr. Mack Fresques and Mr. E. Gomez, who represented the Club for Spanish Speaking Persons in Sweet­ water County. Request granted, and after some discussion on various bar owners discriminating and not serving Spanish speaking persons, it was moved by the Council that the city would notify all holders of Liquor Licenses that such a complaint was issued. After examining and siscussing the various applications for Retail and Limited Liquor Licesnes, it was moved by Councilman Wendt and seconded by Councilman Fech that the City of Rock Springs, Wyoming, issue under its ordin­ ances, Retail Liquor L~censes and Limited Liquor Licenses to the following per­ sons at the Jocations designated in the applications filed towit: Motion carried

It was then moved by Councilman Myska and seconded by Councilman Jones that the list of Bills and Claims as presented by the City Clerk be allowed, and that the City Clerk be authorized to issue warrants against the City Treas­ urer in payment of the sa~e. Motion carried. It was then reported by Councilman Wendt that in the Booker Addition there were no light fixtures ar light globes on the light poles. He expressed the opinion that the six street lights should be relocated. It Wfl.S then moved by Councilman Jones that Southern l~yoming Utilities be aut~orized to relocate ·these six li;:;ht poles. Motion carried. Councilman Wendt then reported that the City At~orney must report his findings before any action can be taken in regard to the alle~ way west of the Park Hotel Building. It was then reported by Councilman Hafey that a street light was needed on Cedar Street, west of Walnut Street. It Wfl.S also reported that a strett lig t was needed on H Street. It was then moved by Councilman Myska and seconded by Councilman Kaumo that the Streets and Alleys Co:nrnittee meet with Ed Roeseler to see what can be ·done in connection with lightinG these two streets. Motion car ied. It was then reported that light poles on Perry Street were dangerously located twelve feet from the line of property owners. The Council moved that t e Streets :md Alleys Committee investigate this situation. It was then reported that the drainage system located next to Mr. Dank - ski's property on Elk Street would be taken care of as soon as the surfacing wa taken care of on the property adjoining Dankowski's. A letter from the City Engineer to the Mayor and the Council was then read by the City Attorney, Edwin V. Magagna. This letter conta5.. ned suggestions for the Paving of Districts 45 and 47. The Council met in Regular Session this twentieth day of July ,1953. The meeting was called to order by John E. Wendt, in behalf of Mayor James, and upon roll call, the following answered "Pre~ent": Councilmen Jones, Myska, Wendt, and Hafey. Absent: Councilman Kaumo. The Minutes of the last regula.r meeting held July 6, 1953, were appro as read by the Clerk. It was then moved by Cour:cilman Jones and seconded by Councilman Mysk that the Treasurer's Budget Report be accepted and placed on file. Motion carr'ed. Mrs. Hughie Thomas and Mrs. Dominic Coletti then appeared before the Council in behalf of residents on Elias Avenue. They reported a situation of congestion due to parking on both sides of Elia.s Avenue. They were informed by the Council that parking was alre,qdy prohibited on the North side of the street.! Whether limited parking should be enforced on the south side of the street was left up to the Police Chief's own judgement. - Tim O'Farrell then appeared-before the Council with a written complai against the Zanetti Buslines. He complained of double parking, excessive nois at night and in early morning, and of trash being unloaded on Pearl Street, be­ tween Arapahoe and Pilot Butte Avenue. Mr. O'Farrell said the busses could be parked on the south side of Pilot Butte Avenue On Pearl Street, next to the gar and the noise building up air brakes would not be so disturbing. Mr. 0' Farrell was infonned by the Council that he should lea'ie his c ornplaint, and Mr. Zanetti would be spoken to on the matter. Dr. Matthew W. Medill then appeared before the Council on behalf of the dental association to propose water fluoridation in the City of Rock Spring He informed the Council that the cost of water fluoridation would be $.90 per family per year, and that it could be paid for through the monthly water meter charge. Dr. Medill was then informed by the Council that they should like to have a writ ten approval from the schools , civic clubs, and the Women's Club. Dr. Medill had submitted a letter from Dr. Jack~an stating that the Sweetwater Coun Medical Society is in favor of fluoridation of water in Rock Springs. Mr. Maga a then pointed out the fact that the Southern Wyoming Utilitites Co. would have t have the app:r:oval of the Public Service Commission if they were to tax water mete s. It was ~en moved by Councilman Hafey and seconded by Councilman Jones that the Malt Beveridge Permit issued to the Junior Legion Baseball Club for th eighteenth of July, 1953, be cpproved. Motion carried. A letter from the City Engineer, Ellis Hudman, was then read by Presi­ dent John E. 'Nendt in regard to the cost of relocating of saili tary and storm sewers in Pavinp: Districts 45 and 47. The total of sewers in the two districts as $40,724.00. It was then moved by Councilmar: Myska and seconded by Councilma Jones that the City Engineer's Report be accepted and preparations be made to ca 1 for bids on Paving Districts 45 and 47. Motion carried. The Daving of 0, 4th Addition Area, Fifth & Second Street, Wardell 'ourt, and possi_bly the ajrport was also discussed. The plans for paving Fifth o Streets hrtve already been approved. Plans for the remaining paving will be approved Tuesday, July 28, 1953. It was then moved by Councilman Myska and seconded by Councilman Hafey that the City Engineer proceed to draw up plans for the extension & pumping of he Septic Tank i_n Hill side Addition, in preparation for call.ing for bids on this o rk. Motion carried. Copies of the 1953-54 City Budget werefuen obtained, and the budget wa xplained by the City Attorney, Edwin V. Magagna. He;lring on the new budget is o be held July 28, 1953. It was then moved by Coure ilman Jones and seconded by Councilman Mysk that the list of Bills and Clai:ns as presented by the City Clerk be a.llowed and that the City Clerk be authortzed to issue warrants against the City Treasurer in payment of the same. Motion cqrried. It W·IS then moved by Councilman Kaumo and seconded by Councilman Hafe that the City Engineer's BuUding Permits Report and Officers' Reports be accepted and placed on file. Motion carried. Mike Radakovich then appeared before the Council and reported a com­ plaht that the slope by his property on the lower end of Third Street is very dan~erous when it rains. It was then moved by Councilman Myska and seconded by Councilman Hafey that the City Engineer investigate the situati.on with the Stre t Commissioner. Motion carried. John Redford then aopeared before the Council in re~ard to the parkin of Mr. Bunning's trucks on the end of Sherman Street. He was in doubt as to whether Mr. Bunning had the prooerty on which he narks his trucks leased or not He was informed th~t the property was leased, but the City Attorney said he would find out the exact extent of the lcasj, and report back. Dr. M. W. Medill then appeared before the Council with letters from var4.Qus ci.vic clubs and the school board confir:ning their approval of wrrter fluoridation in Rock Springs. Dr. Medill also presented to the Courlcil a copy of the Green River Resolution, as adopted, accepting water f.luoridation, wlhich was read by President John E. Wendt. It was then moved by Councilman Jones and seconded by Councilman Kaumo that a representative of the Southern Wyoming Uti­ lities Company be asked to meet with the City Cour~il in regard to fluwridation of water in Rock Springs. Motion carried. Dr. H. A. 0' ma11ey then appeared before the CounCil, stating that he would like to have a deed to the vacated property on E Street. Owen West then appeared before the Council with a cO:fiplaint that Pete Trahalis built a fence on street proPerty on Center Street. He reported that he had sold his property on Center Street to Mr. Lewis, who, in turn sold it to Mr. Trahalis, retaining a twelve-foot easement. Mr. West reported to the Council that Mr. Trahalis had built a fence on the street property, blockin Mr. West's dirveway on the easement. Mr. West asked the Counci.L if they could have the fence removed. It was then ([Joved by Councilman Hafey and seconded by Councilman Myska that the Street and A.Lley Committee invesitgate the property lines on Center Street 3nd report back. Motion carried. A petition fro:n residents on Edgar Street requesting more frequent water sprinkling on Edgar Street was then read by President John E. Wendt. After some discussion on the written petition, the CounciL decided that Edgar Street already is getting its proper share of water. This being the date legally advertised for opening bids for Paving Distri.cts 43, 45, 48, and 60., the City Attorney proceeded to open and read the bids as follows:

After some discussion on the problem it was moved by Councilman Jones and seconded by Councilman Kaumo that the City Engineer's recommendCltion be considered and the City Engineer give an estimate of drainage including curb and gutter catch basins from Wyoming Automotlilve Co. through Rennie to D Streets, or other feasible way to drain E Street betweer: Broadway and spur tracks. Motion carried. John then appeared before the Council in to the park- ing of Mr. Bunnings' trucks on Sherman Street. He was infom.ed that Mr. Bunnin had obtained a lease from the Union Pacific Railroad Company, and that there was no ordinance prohib~ ting lvir. Bunning's parkinc; his trucks on leased land. John Anselmi then appeared before the Council and aske« to have the zoning ordinance explained to him. He was informed by the Council k~at a zon­ ing ordinance "'Im.s being dravm up, but that the present ordinances would not reflect upon the commercial garage which is being built next to Anselmi's property on Clark Street. The problem of parking bussess on Channel and Clark Strec:ts was dis­ cussed by the Council, and it was moved by Councilman Hafey and seconded by Counc ilman Kaumo that the situation be investigaj>ed by the Street and Alley Commi ttee and thei r recolllnend'ltion be returned to the Council. Motion carried. A condition of dangerous parking of trucks on Lee Street was then discussed by the Council, and it was :noved b y Councilman Kaumo and seconded by Councilman that the Council divide into two groups and investigate all the protested places. Motion carried. A dangerous drop-off in the sidewalk between the Turcato and Demshaa property on Street was also discusEed, and the Council moved to have the situation looked into and taken care of. The Council met in Regular Session this 19th day of October, 1953. The meeting was called to order by Mayor James, arid upon roll call, the fol­ lOWing answered "Present": Councilmen Kau.o, Jones, Myska, Wendt, and Hafey. The minutes of the previous meeting were approved as readbby the Clerk, and as corrected. It was moved by Councilman Myska and seconded by Councilman Jone s that the Treasurer's Financial & Budget Report be accepted and placed on file. Motion carried. Governor Hamm then appeared before the Council, in behalf of the Junior Chamber of Commerce, to request permission to decorate the streets for Christmas. It was then movea by Councilman Jones and seconded by Councilman Myska that the request be granted. Motion carried. It was then moved by Councilman Myska and seconded by Councilman Kaumo tha~ the City expend up to $350.00 for Christmas decorations. Motion carried. It was then moved by Councilman Kaumo and seconded by Councilman Myska that a Malt Beveridge Permit be granted to the C. F. u. 374 SOCiety. (Lodge). Motion carried. Councilman Jones then reported that complaints in regard to cars speeding on Connecticut Avenue were justified upon investigation. Recommenda­ tion to use corner traffic lights rather then over-head lights, was reported by Councilman Jones. It was then moved byy Councilman Myska and seconded by Councilman Kaumo that Councilman Jones' report be accepted and recommendation be complied with. Motion carried. It was then moved by Councilman Kaumo and seconded by Councilman Myska that bids be called for three traffic lights, to be determined by committee investigation. Motion carried. Mr. Zakovich then reported that the owners of trucks parked on Gale and Lee Streets have been notified to remove their trucks, as to hazardous parking •. It was then moved by Councilman Jones and seconded by Councilman )yska that the alley driveway on Lee Street be corrected by the City, as to the City Engineer's recommenaation. Motion carried. Mayor Wilkes and members of the Green River City Council were then welcomed to the meeting, to which they had been invited to discuss water fluor' ation for Green River & Rock Springs. The subject was discussed at some length by the Councils and Ken Darling was called upon to answer questions and explain some points on fluoridation of water. A letter from Dr. Drew of Sheridan was then read by President oohn E. Wendt, addressed to Dr. M. W. Medill, stating t t he, Dr. Drew, recommends water fluoridation, despite various objections to it that have arisen in Sheridan. The City Treasurer also reported on his telepho conversation with the Mayor of Sheridan, stating that fluoridation of water decreased tooth decay by 37%, and when voted on, the vote carried two to one for it. The Green River Council reported that it definitely 8pproved of the water fluoridation program. Mr. Galicich then explained the procedure of draw ing up a Resolution to obtain fluoridation. It was then moved by Councilmm Jones and sedonded by Councilman Kaumo that the City Attorney be authorized to draw up the resolution for the fluoridation of water. Motion carried. In regard to a request that the City maintain an alley on A Street betwe~n Carl Johnson's property and John Stafford's property, it was reported that the alley was not the property of the City. In regard to truck. and buss .. parking, it was moved by ~ouncilman Kaumo and seconded by Councilman Jones that the Mayor write to the Union Pacifi Coal Company in regard to the available ground where building are being cleared in the Fourth Addition. Motion carried. The Mayor was requested to find out from the U. P. whether the U. P. had sold a tract of land on Grant Street to John Oliva, that was used for alley purposes. It was then moved by Councilman Myska and seconded by Councilman Jone that the Mayor be authorized to write a letter to Mr. Durran of the U. P. Rail­ road Company in regard to trains blocking the South Pass Branch for too long a time. Motion carried. It was also decided that the situation of burning coal and causing disturbances in Blairtown be looked into. Motion carried. A. L. Butler, representative of the Karpark Corporation then appeared before the Council todBmonstrate the sin~le and double types of the Karpark parking meter. Mr. Butler informed the Council that he would mllke an investiga ion of the number of meters which would be needed, should the Council decide to. install parking meters in Rock Springs. Motion carried. . . Emil Bertagnolli thei~ appeared before the Counc i1 in regard to park­ ing on Fifth Street which he said has hindered customers parking near the Union Mercantile Co. The paralletl parking, he said, should be replaced by 450 park­ ing on the north side of Fifth Street and eliminate parking altogether on the south side. Mr. Bertagnol1i's suggestion was considered, and after much discus sion on the subject, it was decided that the matter be taken up with the Chief of Police and Mr. Hamilton of Hamilton's Furniture Co. Jacob Sepich then appeared beforethe Council, reporting that he had still been unable to find work. The Council informed Mr. Sepich that no vacanci had been reported by the Heads of the CityDepartments, so they would be unable to help him at this time. It was then decided that test holes would be dug by an imple ent owned by the Telephone Company, if the Telephone Company consented.
