Brown*, Dave McCauley*, Robert L. Zelmer **, * Natural Resources Canada, **Low-Level Radioactive Waste Management Office. ABSTRACT In 1982, the Government of Canada established the Low-Level Radioactive Waste Management Office (LLRWMO) as Canada’s agent for the management of historic low-level radioactive waste. Occurrences of historic waste have been discovered across Canada. The LLRWMO has conducted remediation activities in Port Hope, ON, Toronto (Scarborough), ON, Vancouver (Surrey), BC, Fort McMurray, AB, Tulita, NT, and various other locations across the country. At this time, a key area of focus for the LLRWMO is putting in place a strategy to address sites in Canada’s north that were contaminated, long ago, by the spillage of radioactive ores in transport. The contamination is located along what is known as the Northern Transportation Route, a 2200 km long route of lakes, rivers and portage points beginning at the former Port Radium site on Great Bear Lake, NT and extending to Fort McMurray, AB. To carry out its work in the north, the LLRWMO is adapting methods of community engagement and technical approaches that have led to successful remediation projects in Canada’s southern regions. Adjustments are being made to meet the realities of the north. Those realities include the challenges of Canada’s northern geography and environment and the need for understanding the ways of northern peoples. -

This article documents Inuit traditional knowledge about the origin, See table of contents availability, gathering, and exploitation of wood resources in this region located in the Low Arctic and the Subarctic. Interviews were conducted with 27 Inuit between 60 and 89 years of age in the villages of Ivujivik, Akulivik, Publisher(s) Inukjuak, and Umiujaq on the east coast of Hudson Bay. The Nunavik Enrolment Office has among other duties to verse the lists provided by each community into the Nunavik Inuit Beneficiaries Register. Pursuant to the coming into force of the CA. 18, being on May 1st 2006, the rules of the Inuit Eligibility Regime were modified completely. The communities have now the responsibility to update their own community beneficiaries list via the work of their Community Enrolment Committee composed in Puvirnituq of one Elder and of the Directors of the local Landholding Corporation. The Puvirnituq Community Enrolment Committee applies its discretion in implementing the criteria listed at the C.A. 18, in order to take a decision on the application presented by an individual, or his/her legal representative for minors, under the guidance of the following principles: Nunavik Inuit are best able to define who is an Inuk and who is therefore entitled to be enrolled under the JBNQA, and; Nunavik Inuit are to be recognized according to their own understanding of themselves, of their culture and traditions; and; The determination and decision process of who is an Inuk for the purposes of the JBNQA is to be just and equitable. -

The Canadian Mining Industry North of the 55th parallel: a maritime traffic generator? Abstract Keywords: Arctic, Mining, Canada, Sea Shipping & Transportation, Northwest Passage Introduction Melting summer sea ice in the Arctic has been extensively documented and has increasingly been making headlines. This phenomenon, underlined by scientists and the media since the turn of the century, has triggered speculation on the opening of much shorter sea routes linking Europe via the eastern coast of North America to Asia, as well as on increased access to mineral resources in this region. The Arctic is currently undergoing a change of pace many would not have considered possible only a decade or so ago (Molenaar 2014). Closely integrated into the current economics of globalization, the Arctic region of the 21st century shows a growing worldwide economic, political and scientific interest. It also provides options in relation to energy security (Zhang 2011; Blunden 2012; Huebert and al. 2012; Johnston 2010; 2012) and visions of new transarctic sea routes (Lasserre, 2011; Pelletier and Lasserre 2012; Farré and al. 2014; Heininen 2014). In recent years, the prospect of growing shipping traffic in Arctic waters led to analysis pertaining to the possibilities for expanded activities in the cruise industry (Stewart and al. 2007; Grenier and Müller 2011; Lemelin, Dawson and Stewart 2012; Lasserre and Têtu 2013; Dawson, Johnston and Stewart 2014), the fishing industry (Arctic Council 2009), as well as in cargo shipping for western and Asian commercial shipping companies (Lasserre and Pelletier 2011; Campbell, 2012; Lasserre 2014) It seems, however, that less attention has been paid to the prospect of the mining industry becoming a major maritime traffic generator despite all the attention paid to the oil & gas potential of the region.
