WATER CONVERSATION IN ALBERTA FLOWS INTO ACTION The Government of Alberta is responding to the priorities of Albertans with 20 immediate actions that will help protect the province’s water resources.

The Water Conversation Action Plan outlines 20 short-term actions and five long-term actions that will further safeguard drinking water supplies, improve how we manage lakes and enhance groundwater protection during oil and gas development.

The Action Plan, along with Our Water, Our Future: A Conversation with Albertans, Summary of Discussions and Alberta’s Water Research and Innovation Strategy 2014: A Renewal reflect feedback from Albertans during the Water Conversation engagement initiative held in 2013.

“Albertans want to ensure that water quality and quantities remain strong for the future. Alberta has managed its water resources prudently for more than a century and these short- and long-term actions will help ensure that we will continue to effectively manage our water to benefit all Albertans.” - Kyle Fawcett, Minister of Environment and Sustainable Resource Development

Highlights of the Water Conversation Action Plan include

• Enhancing lake health governance systems to clarify roles and responsibilities; • Implementing science-based standards for baseline water well testing near hydraulic fracturing operations; • Working with municipalities to improve the sustainability of municipal water systems; • Laying the groundwork on new frameworks to reduce water use by oil sands producers and better manage tailings ponds; and, • Establishing protected water through government-led initiatives and university-led research. More than 1,000 people attended over 30 Water Conversation community meetings. Separate meetings were held with First Nations and Métis in recognition of their special relationship with water and land. In addition, about 760 people completed water conversation surveys and 353 submissions were received by email, Twitter, blog and letter.

ENVIRONMENTAL AGENCY MAY LOSE ITS RESEARCH BUDGET UNDER CONSULTANT’S PROPOSAL (Source: Edmonton Journal) A key environmental agency working to reduce oilsands pollution would lose its entire research budget and its independence under a proposal being considered by Alberta Environment.

First Nations, Métis and environmental groups in the region are also worried they will lose their input if the government chooses to dismantle CEMA, the Cumulative Effects Management Association.

CEMA, which is currently studying air pollutions levels, should take on no new projects this year and by the end of 2015 should wind up all its research, recommends the report by consultant, Human Environment Group, obtained by the Journal.

At that time, CEMA would be rolled into a new, larger multi-stakeholder advisory group for the entire Lower Athabasca region, says the report.

The report is unclear about who will take over CEMA’s research agenda, suggesting the private sector Canada’s Oil Sands Innovation Alliance run by 13 oil companies as one option.

If the research goes to private industry organization, “that wouldn’t create a lot of trust,” said Dan Stuckless, with Fort McKay First Nation.

CEMA has over the years built a lot of trust through its diverse board that includes industry people, NGOs, federal and provincial governments and First Nations and each has input into the research plan, he said.

“The CEMA working groups are filled with people that understand the region and it would be unfortunate to take away that level of collaboration.”

The pressure to revamp or disband CEMA began last year after the federal and provincial governments set up their joint-oilsands monitoring initiative (JOSM) to address growing environmental concerns in the oilsands. Oilsands companies pay the $50 million annual tab for the joint monitoring.

The oil industry also pays for CEMA’s research, $5 million this year, into policy options to deal with the growing impact of additional projects — called cumulative effects.

The province promised last year to review CEMA’s role in the region.

Glen Semenchuk, executive director of CEMA, says there is no duplication between his policy-oriented research and JOSM, which measures pollution level.

“We are the only body that does research to make policy recommendations to government,” he said. “If you take away the research, that’s the guts of the agency.”

It’s unlikely CEMA board members would be happy on an advisory committee that meets once a year.

Also, First Nations have already pulled out of the JOSM process because they no longer have an effective voice as they do at CEMA, he noted.

“I thought with the new premier there would be more co-operation,” he said.

The consultants note that the new Lower Athabasca Regional Plan, that guides industrial development in the northeast, covers a much larger area than CEMA.

CEMA reports to the environment minister. The consultants says it should also meet with new agencies including COSIA and the Alberta Environmental Monitoring and Reporting Agency.

The environment department will discuss the report in the new year with CEMA, said Jason Maloney. No decisions have been made, he added.

FRACKING WATER USE A CONCERN FOR ALBERTANS: REPORT (Source: Edmonton Journal) EDMONTON - Albertans have major worries about the amount of water used by the oil industry in hydraulic fracturing, or fracking, for oil and gas and also want more protection for lakes threatened by blue -algae, says a new report

After a year of consultation on water issues, the environment deparment Wednesday released an “action plan” with priority areas, many of which are already under review.

“Perhaps the strongest message received from participants was the need to reduce the use of fresh water” in fracking, says the report, one of the first major reports from recently appointed Environment Minister Kyle Fawcett.

Fracking involves pumping water, sand and chemicals under pressure to release oil and gas trapped in rock formations.

Since 2006, the province has required oil companies to consider alternatives such as saline water from deep undergound before using fresh water in fracking, notes the report.

The department is now reviewing that 2006 policy and will announce new guidelines in 2015 with “the goal to minimize the industry’s use of fresh water.” There is no detail to indicate whether the updated policy will be more stringent.

The report also cites citizens’ concerns that fracking will contaminate groundwater and water . They called for “baseline water testing” before fracking is allowed in an area to deetermine if pollution occurs.

The report says guidelines for testing water wells near fracking operations are under reivew and will be ready in 2015.

To reassure the public, the government will set up a website that will include the results of water well testing, water licensing details for oil companies and water use by fracking operations.

The report also says the department will release in 2015 — as expected — the long-promised low-flow cut off levels for the Athabasca River, a subject under debate for more than ten years with oilsands companies.

Environmentalists and First Nations want to ensure that in winter especially, water withdrawal by oilsands companies can be halted if water levels get too low to support aquatic life.

“We are looking for legally enforceable low-flow cutoff,” said Erin Flanagan from the Pembina Insitute. “We’ll be waiting to see what is released.

No details were provided in the report which says the policy will “balance social, environmental and economic interests.”

A draft document exempts Suncor and Syncrude from the requirement to reduce water intake at low-flow cutoff.

As more mines go ahead, such as the proposed $13-billion Frontier mine of Wood Buffalo Park, withdrawals on the river will increase on the Athabasca River, she noted. In the report, many Albertans also said they wanted the province to take a greater role in setting policy to protect lakes, though there would have to be room for some local autonomy, says the report.

Currently, managing lakes is up to local municipalites.

The report also calls for more research into water storage on the South Saskatchewan river in a “water bank,” and impacts of climate change on Alberta rivers.

BC APPROVES SITE C CLEAN ENERGY PROJECT - Premier Christy announced today the Province has approved the Site C Clean Energy Project, concluding it will provide British Columbia with the most affordable, reliable clean power for over 100 years.

“Affordable, reliable, clean electricity is the backbone of British Columbia’s economy. Site C will support our quality of life for decades to come and will enable continued investment and a growing economy,” said Premier Clark.

B.C.’s population and economy are growing, and the demand for power is expected to increase by 40% over the next 20 years. Site C will be required even with BC Hydro’s ambitious Power Smart programs that are targeted to meet 78% of future electricity growth.

“British Columbia has the third-lowest electricity rates in North America and we need to meet our future needs in a way that keeps rates down,” said Bill Bennett, Minister of Energy and Mines. “It’s clear that to keep rates low, we must choose the option of building Site C.”

Over the first 50 years of Site C’s project life, ratepayers will save an average of $650 to $900 million each year, compared to alternatives - this amounts to average annual savings of approximately six to eight per cent for the typical household. The project will generate a century of low-cost power, providing enough electricity for about 450,000 homes per year - an eight-per-cent increase in supply to BC Hydro’s system in 2024.

As the third project on the Peace River, the firm energy it provides will support the development of more independent power projects (IPPs) by backing-up intermittent resources, such as wind. IPPs currently provide 25% of B.C.’s electricity and will continue to play a vital role in meeting the province’s energy needs.

“Site C is essential to keeping the lights on while maintaining low rates for our customers,” said Jessica McDonald, president and CEO of BC Hydro. “This project will build on the success of our existing hydroelectric system and benefit British Columbians for generations to come.”

The capital-cost estimate for the project has been updated to $8.335 billion, and government has also established a project reserve of an additional $440 million to account for events outside of BC Hydro’s control that could occur over an eight-year construction period, such as higher than forecast inflation or interest rates, for a total of up to $8.775 billion. The reserve is subject to provincial Treasury Board approval.

The project, which has undergone a thorough and independent multi-year environmental assessment process, will start construction in summer 2015 and will provide approximately 10,000 direct construction jobs.

“Today’s announcement is a historic milestone and we look forward to building this important provincial project,” said Susan Yurkovich, executive vice-president responsible for Site C. “We will continue to work with First Nations, communities and landowners to ensure that we deliver on our commitments and realize the many benefits of this project.”

EPA ADDS, REMOVES COLORADO SUPERFUND SITES (Source: HazMat Magazine) EPA proposed the Colorado Smelter site for addition to the NPL on May 12, 2014 and conducted a 60-day public The U.S. Environmental Protection Agency (EPA) has added the former Colorado Smelter site to the National Priorities List of Superfund sites.

In 2011, EPA and the Colorado Department of Public Health and Environment completed a site assessment of the site in Pueblo, Colo. They found elevated levels of lead and arsenic in residential soils, and large slag piles in the vicinity of the site.

EPA proposed the Colorado Smelter site for addition to the NPL on May 12, 2014 and conducted a 60-day public comment period on the proposal.

The former Colorado Smelter site is located within a mixed-use neighborhood near the Arkansas River and Pueblo’s central business district.

In addition to finalizing the Colorado Smelter site to the NPL, EPA is announcing that the ASARCO Globe Plant site in northeast Denver will be withdrawn from proposed listing on the NPL. Although the site was proposed for the NPL in 1993, site characterization and cleanup of the site has since occurred under a series of agreements between the State of Colorado and ASARCO, Inc. Upon completion of the cleanup in 2015, construction of a business park for warehousing, distribution and light industry will begin.

CALIFORNIA NEEDS 11 TRILLION GALLONS OF WATER: NASA (Source: Yahoo News) Miami (AFP) - California needs 11 trillion gallons of water to recover from its three-year drought, the US space agency said Tuesday after studying water resources by using satellite data.

The first of its kind calculation of how much groundwater would end the drought was led by Jay Famiglietti of NASA's Jet Propulsion Laboratory in Pasadena, California and based on observations from NASA's Gravity Recovery and Climate Experiment satellites.

California has experienced rainstorms in recent days but, while welcome, scientists warn that they are not enough to end the drought.

"It takes years to get into a drought of this severity, and it will likely take many more big storms, and years, to crawl out of it," said Famiglietti.

"Spaceborne and airborne measurements of Earth's changing shape, surface height and gravity field now allow us to measure and analyze key features of droughts better than ever before, including determining precisely when they begin and end and what their magnitude is at any moment in time.

"That's an incredible advance and something that would be impossible using only ground-based observations." Young crops next a trickle of water in an irrigation canal near Dos , Calif. The more than 40-trillion-liter volume is a huge quantity of water, larger, for example, than the total amount held behind China's historic Three Gorges Dam.

The entire southwestern United States is far drier than normal, with groundwater levels across the region in the lowest two to 10 percent since 1949, scientists said.

Meanwhile, other NASA satellite data showed that so far this year, the snowpack in California's Sierra Nevada range is only half previous estimates.

"The 2014 snowpack was one of the three lowest on record and the worst since 1977, when California's population was half what it is now," said Airborne Snow Observatory principal investigator Tom Painter.

"Besides resulting in less snow water, the dramatic reduction in snow extent contributes to warming our climate by allowing the ground to absorb more sunlight.

"This reduces soil moisture, which makes it harder to get water from the snow into reservoirs once it does start snowing again."

SCIENTISTS CHART A HIDDEN WATERY WORLD FOR LIFE DEEP BELOW GROUND (Source: Globe and Mail) Scientists have discovered that many of the oldest and deepest rock formations on Earth are suffused with water that is rich in chemical energy and could house a vast underground habitat for microbes that dates back to life’s first stirrings.

The find promises to open a new window on microbial evolution in the deep biosphere. It may also have significance for the exploration of , where researchers speculate that an alien ecosystem may once have flourished far below the Red Planet’s dry, frigid surface.

“This is not an isolated phenomenon. These old, salty waters are global,” said Barbara Sherwood Lollar, a geochemist at the University of Toronto and lead author of a paper published this week in the journal Nature that documents the full extent of the hidden reservoir.

Working with data from more than 200 boreholes at 32 locations in North America, Africa and Asia, Dr. Sherwood Lollar and her colleagues found that water turned up virtually everywhere they looked in the ancient Precambrian formations that underlie most of Earth’s continental land mass, including the Canadian Shield.

In earlier work, the team has reported the existence of pockets of ancient water sealed off from the surface that they had accessed at deep rock mines in Northern Ontario and South Africa. The new study suggests that the water is more widespread than researchers had previously recognized, and in some cases it has existed kilometres below the surface for millions or even billions of years.

The latest work shows that the water contains ample quantities of hydrogen gas derived from chemical reactions with minerals. This provides an energy source that can be exploited by bacteria and could sustain life without the need for sunlight or nutrients from the surface. Billions of years ago, it might have allowed deep-dwelling microbes to survive through times when meteorite bombardment or other environmental changes made the surface less hospitable.

An analysis of the hydrogen’s abundance reveals what Dr. Sherwood Lollar calls “the energy budget for deep life” and finds that it is comparable to the amount available to microbes that live at deep-sea vents where hot magma from beneath Earth’s crust is exposed to water at the seafloor.

“The exciting implication is that if there is so much more hydrogen coming out of deep rock than previously suspected, then there must be many more potentially life-sustaining pockets,” said Doug Rumble, a researcher at the Carnegie Institution of Washington.

Dr. Rumble added that the study suggests that life may not be rare at great depths but that its extent remains poorly known, in part because when deep water is extracted for analysis it is difficult to avoid its contamination by bacteria that live closer to the surface.

Dr. Sherwood Lollar said she and her team members are continuing to collect samples of water at different sites around the globe to determine what kind of microbes are living there and what that may reveal about the broader story of life on Earth. “We’re trying to understand the biodiversity of the subsurface – how different is one place from another,” she said.

The research may also have a bearing on the search for life on other world, particularly Mars, where the U.S. National Aeronautics and Space Administration’s Curiosity rover has been searching for signs of past habitability.

On Tuesday, scientists reported the detection of trace amounts of methane wafting across the rover’s landing site at Crater – a surprise because the rover had previously not detected any methane at all. Methane is typically associated with biological activity on Earth. But on Mars, something more subtle may be going on.

“If you get water going down deep and the temperature gets high enough, it will react with rocks,” said John Grotzinger, who heads the rover’s science team. Methane is one of the byproducts of such a geochemical process through a process called “serpentinization.”

Dr. Grotzinger speculated that the methane could have been produced at a time when there was more water present on Mars and reacting with rocks at depth. As the planet dried out, the methane may have become locked underground, occasionally escaping in brief bursts.

If such a scenario proves correct, Mars may have once hosted its own zone of habitability deep below its surface, not unlike that uncovered by Dr. Sherwood Lollar and her co-authors.

“Mars is different from Earth, but it’s similar enough that we can just scale things and imagine the same processes taking place,” Dr. Grotzinger said.

The Real Property Institute of Canada (RPIC) will host a forum for federal managers and remediation specialists to learn about assessment and remediation work on remote and Northern sites. The Workshop will offer a unique opportunity to meet and exchange new ideas and information with colleagues and industry representatives from across the country and abroad. The 2015 RPIC Federal Contaminated Sites Regional Workshop is the third in a planned series of biennial regional workshops scheduled on off-years from the highly acclaimed RPIC Federal Contaminated Sites National Workshop.

RPIC invites you to submit abstracts and presentations on assessment and remediation related to remote and Northern contaminated sites. Abstracts are encouraged in, but not limited to the following categories:

The ideal candidate will demonstrate the following qualifications: • A post-graduate degree (MSc, PhD or equivalent experience) in geochemistry with specialization in aqueous geochemistry, low-temperature water-rock interactions, environmental geochemistry or a related field
