Three Steps to School Choice

1. EXPLORE Attend RSCO School Choice events and open houses, or visit the RSCO Parent Information Center or a satellite site to receive application assistance. Find all the information online at ChoiceEducation.org.

2. APPLY Start an application online at ChoiceEducation.org beginning November 1, 2019, select your school choices, and complete the application by the January 31, 2020 deadline. Complete the Technical High School Early Application by December 20, 2019.

3. RESPOND Respond to RSCO placement offers or waitlist notifications by going to ChoiceEducation.org. Explore the Hartford Region Open Choice Program

The term “school choice” means families have an additional opportunity to choose the schools their child will attend as an alternative to a neighborhood school in their home district. The Regional School Choice Office provides families with the option to submit an application for the Greater Hartford Region Open Choice Program for children in grades PreK-3 to grade 12.

The Hartford Region Open Choice Program The Hartford Region Open Choice Program provides opportunities for academic achievement with a diverse educational setting. Hartford residents may apply to attend a public school in a school district located outside of Hartford. Suburban residents may apply to attend a public school located in Hartford. Seats are available for Pre-K age 4 through grade 12. The following pages provide a brief snapshot of each participating school district. Frequently Asked Questions About School Choice

Eligibility Who is eligible to apply to RSCO School Choice? Parents/guardians with a child who resides in Connecticut at the time of application. A post office box (P.O. Box) cannot be used to prove Connecticut residency.

Grade Levels What grade levels are available? All grade levels are available, however, the largest number of placement offers are for the entry-level grades for each school or program. The entry-level grades are: Pre-K age 3, Pre-K age 4, kindergarten, grade 6, and grade 9.

What happens if my child “stays back” in his/her grade or I enter the wrong grade level on the application? Grade-level changes reported to RSCO after the January 31, 2020 On-Time Application deadline will result in RSCO placing the child at the end of the waitlist for the correct grade for each school choice listed on the application.

Siblings/Twins/Multiples How do I submit an application for siblings/twins/multiples? If you wish to have your children, who are siblings/twins/multiples, placed together in the same school, you will need to do the following: • Submit a separate on-time application for each child; • Select the same exact schools or districts in the same exact order of preference starting with the first choice. RSCO will verify all siblings/twins/multiples as part of the application process. Note: RSCO makes every effort to seat siblings together.

Free and Reduced-Price Meals Is my child eligible for free or reduced-price lunch? Meal eligibility is based on different factors such as household income or size, someone in the household qualifying for SNAP or TFA benefits, or a child’s status is a legal ward of the state and a foster child. Placement in a school choice program should not affect eligibility for free and reduced-price meals.

Special Education, 504 Plans, and English Learner Services* If my child requires or may require special education, accommodations under Section 504, or English learner services, can I submit a RSCO school choice application? Yes. If the parent/guardian enrolls their child in the Hartford Region Open Choice Program or a magnet school, the child will have the same access to the appropriate support services as required by law. * Parents/guardians of all new students enrolling for the first time and all re-enrolling students who have not previously attended a Connecticut public school must complete a Home Language Survey (HLS) at the time of enrollment. This may result in the child taking a screening exam. Neither the survey nor the exam are conditions of enrollment. The only purpose of this process is to determine the student’s eligibility for ESL or bilingual programs. The child should be enrolled first before administering the assessment.

To begin an application, select “New Application” or “Reapply”* and complete or review the sections listed below.

Parent/Guardian: Provide or update primary telephone or cellphone number, Connecticut resident address, and additional parents/guardians. The valid email address used to create the application will automatically appear in this section.

Child/Student: Provide the child’s full name, date of birth, gender, Connecticut resident address, race/ ethnicity, current Connecticut school, current grade, and grade applying to in the fall of 2020. For reapplying applicants, update child information or add a new child.

School Choice Options: Select three (3) technical highs schools in order of preference, and/or up to five (5) magnet schools, and/or up to five (5) Hartford Region Open Choice districts. Additional options: • Select the “All District” option to be considered for Open Choice districts not chosen on your application. • Select the “All Magnet” option to be considered for magnet schools not chosen on your application. Final Step — Application Submitted: After selecting “Submit,” a confirmation message with an electronic copy of the application will be sent to the email address used to create the application. In addition, you will have the option to download and print the application.

On-Time Application The On-Time Application begins November 1, 2019 and ends January 31, 2020. A separate online application must be completed and submitted for each child to apply for the Hartford Region technical high schools, the Hartford Region Open Choice Program, and magnet schools. Complete the technical high school early application by December 20, 2019.

Late Application The Late Application begins on February 18, 2020 and ends on July 31, 2020. Not all schools and programs are available during the Late Application period. Late Applications are considered in the order in which they are received. Late applicants may be placed in available seats only after all on-time applicants have been offered a placement. Late applicants are placed at the bottom of a waitlist. Placement priorities and pathways do not apply to Late Applications.

The Regional School Choice Placement Process will be conducted in the spring of 2020. RSCO will send a notification to the primary email address and telephone number listed on your child’s RSCO application. Parents/guardians will be notified of either a Placement Offer or a Waitlist. The RSCO Placement Process ends on September 30, 2020.

Responding to a RSCO Placement Offer or Receiving a Waitlist Notification

5. After declining a technical high school placement opportunity, Open Choice or Magnet School Placement Offer or failing to respond by the deadline, your child’s application will removed from all other waitlists and he/she will not receive another placement offer. Note: If you chose the “All Magnet” or “All District” option, your child’s application will remain on the waitlist for the schools listed on your RSCO Application.

6. After Placing a CTECS Placement Opportunity on “hold”, follow these next steps: If you applied to CTECS and receive a CTECS Placement Opportunity, and you also applied to another Choice opportunity at a Magnet School or Open Choice Program, you have the option to “hold” this CTECS offer for a limited time. The “hold” option expires 14 days after the first notification is sent to you stating that your child has received a Magnet or Open Choice Placement Offer, or that they have been Waitlisted for those choices. Sometime after electing to “hold” your CTECS Placement Opportunity, you will receive an email notifying you whether your child has received a Placement Offer, or a Waitlist Offer at a Magnet or Open Choice Program. Within 14 days of that email, even if it is a Waitlist Offer, you have the option to choose one action, either: a. Accept the new Magnet or Open Choice Program Placement or Waitlist Offer; or b. Accept the CTECS Placement Opportunity you originally received. Please note: You cannot accept both opportunities and you cannot continue to “hold” your CTECS Placement Opportunity, even if your child received a Waitlist Offer for the Magnet or Open Choice Programs. If you elect to accept the Magnet or Open Choice Program Placement or Waitlist Offer, you will forfeit your child’s CTECS Placement Opportunity.

7. Waitlist Notification: If you do not receive a placement offer, you will be notified that your child has been placed on a waitlist for the schools selected in your application. Once on the waitlist, you will receive additional information regarding next steps.

RSCO Transportation Zone Information

The RSCO Transportation Zone establishes borders and identifies the names and locations of magnet schools and Open Choice Program districts in the Greater Hartford Region (see page 3). Magnet (K–12) • Neighborhood stop is located in or near the student’s neighborhood. • Central location in or near the student’s resident town, often located in a public place. • Students who enroll in a magnet school within their local district will receive in-district transportation. For additional information, contact your district’s transportation office.

Transportation Options for In-Zone Families Transportation is provided to students in grades K–12 within the RSCO Transportation Zone. Once a student is registered in a RSCO school or program, and if they are eligible, they will be notified by the RSCO Transportation Office before the start of the school year of their transportation pick-up and drop-off times and locations. Families living within the RSCO Transportation Zone are not eligible to receive a stipend if they opt out of the RSCO Transportation service and elect to transport their child themselves.

Transportation Options for Out-of-Zone Families Parents/guardians who do not live in a RSCO transportation zone town (see map on page 3) have two options:

Option 1: Transport the student themselves to and from school, and then request a stipend that will be paid over the summer based on the student’s attendance. Option 2: Transport the student to the closet available stop located within the RSCO’s transportation zone. There is no stipend for option 2.
