The QuEST Cancer Modernisation Programme was developed in 2010 following a stocktake of progress against the recommendations and actions set out in Better Cancer Care. There are a number of workstreams within the programme – Detect Cancer Early, Acute Oncology, Surgical Oncology, Radiotherapy Capacity provision and Transforming Care after Treatment. These workstreams form elements of the Scottish Cancer Taskforce workplan which is planned to run until 2014. Good progress is being made against the aims and objectives of each of the work streams.

2. JOB PURPOSE A senior management support role to provide delivery and support for components of the Scottish Cancer Taskforce work plan.

The Scottish Cancer Taskforce work plan identifies the need for modernising cancer services to cope with increasing incidence of cancer in Scotland, mainly through an ageing population.

The QuEST Cancer Modernisation Programme was developed in 2010 following a review of progress against the recommendations and actions in Better Cancer Care. There are a number of workstreams within the programme – Detect Cancer Early, Acute Oncology, Surgical Oncology, Radiotherapy Capacity provision and Transforming Care after Treatment. These workstreams form elements of the Scottish Cancer Taskforce work plan which is planned to run until 2014.

The Programme Support Officer is responsible for effective management, planning and delivery of a number of project outputs from this work plan, in particular projects relating to radiotherapy and chemotherapy.

In undertaking the role, the postholder will work in a corporate manner in a politically sensitive and sometimes highly contentious environment to ensure the programme responds quickly to relevant changes in health policy and ministerial priorities, together with emergent needs within the service.

The postholder will work with the current regional and local structures that are in place within NHSScotland to deliver effective cancer services.

3. PROGRAMME DIMENSIONS In 2010, 29,449 new cases of cancer were diagnosed in Scotland, excluding non-melanoma skin cancers. For males, the most common cancers are prostate, lung and colorectal

Lung cancer is still the most common cancer overall (around 16% of all cancers), with around 4,800 cases diagnosed in 2008, compared to around 4,500 cases of breast cancer (almost 15%) and just under 4,000 cases of colorectal cancer (14%). Over the past decade, there have been considerable increases in melanoma, lung cancer in women and kidney cancer.

Some indicators suggest that survival for some cancers is lower in Scotland and the rest of the UK when compared with other Nordic Countries (except Denmark). Recent research has highlighted that there is poorer survival in the UK in the first month and first year after diagnosis. However, after the first year, survival in the UK is more similar to other countries. Possible reasons for this include data quality issues, tumour related reasons, different genetic and underlying health characteristics of the people getting cancer in different countries, and healthcare related factors.

Prevalence is increasing for many cancers due to a combination of improvements in treatment, better uptake of screening and increasing incidence. The prevalence increases with age with 10.4% of men and 9.3% of women aged 65 and over living with a diagnosis of cancer in Scotland.

Future projections indicate that the number of new cancer cases is expected to increase by approximately 8% every 5 years up to 2020. This is largely due to the ageing population, and does not take account of any future behavioural or lifestyle changes. Adapting the current model of care to meet the expected increase in demand is now required in the form of nationwide programme of work.

The Scottish Cancer Task Force work plan engages all Scottish Health Boards and their partner organisations. The postholder will build effective alliances across the NHS and partner organisations i.e. NES, NHS HIS, third sector to ensure programme priorities are understood and reflect the needs of the NHS, in order to have significant impact on patient experience, staff development, performance and effectiveness.

COMMUNICATING • Identify key stakeholders from a range of disciplines and levels in organisations and put in place strategies to engage them at an appropriate level • Identify, involve and incorporate the views and needs of patients, the public and stakeholders to ensure their voices are evident in all stages of the work • Contribute to speech writing and briefings for Ministers, Chief Medical Officer, Deputy Chief Medical Officer and senior civil servants • Communicate risks to delivery of the programme within Scottish Government to ensure the necessary escalation action is implemented • Deputise for senior colleagues as required

7. ASSIGNMENT AND REVIEW OF WORK and DECISIONS AND JUDGEMENTS

• Objectives will be identified and agreed in line with project aims with the Programme Director • The post holder will have a significant degree of autonomy and will be responsible for managing own workload • Post holder is required to make judgements around prioritising the production of reports for a range of groups within agreed timescales • The post holder must be self motivated and proactive and is expected to make decisions regarding the short and long term actions in order to meet programme objectives and timescales • Day to day project management, using initiative and problem solving skills to respond to queries, escalating issues where necessary

The post holder will participate in the formal performance appraisal system of their host NHS board and is required to consider their own personal development.

8. COMMUNICATIONS AND RELATIONSHIPS

The post holder is expected to communicate at all levels across Scottish Government and Health Boards. The post holder will need to liaise with a wide range of parties to ensure effective development and implementation of the various programmes including:

Internal • Ministers to provide advice, information, briefing and recommendations • Deputy CMO as Chair of the Scottish Cancer Task Force • Senior Civil Servants to establish policy connections, gain ownership of change, input to policy development and performance management and input to working groups where expert knowledge of change/systems is required. • Professional Advisors including CMO, CNO and Leads on Primary Care, etc to discuss scope of programmes, impact on key groups, participation, to secure professional ownership etc • Virtual Cancer Team • Programme Leads to ensure effective joint working on interface issues.

External • NHS Chief Executives, Heads of Operating Divisions, Executive Lead for DCE, Regional Cancer Network Managers – to secure executive sponsorship, test

thinking and highlight local system issues. Programme Managers may present to the Chief Executives’ monthly meeting. • Service User and Carer Groups – to negotiate effective participation in programmes • Media; ISD; NHS Health Improvement Scotland; National Education for Scotland • Senior Clinicians in local NHS systems to ensure effective participation in programmes and overcome and barriers to engagement

• To encourage stakeholder engagement at all levels without having direct management responsibility for service delivery • Balancing the competing and different work streams to successfully conclude projects

10. SYSTEMS

• Responsible for ensuring that appropriate and accurate records are created, maintained and stored, consistent with Electronic Record Document Management (erdm), Freedom of Information legislation, Data Protection Act and Scottish Government Health and Social Care Directorates policies and procedures • SCOTS user, Microsoft outlook, word, excel & PowerPoint • Video and tele-conference systems • Understanding of relevant IT systems, data collection process and information management systems • Awareness of Scottish Government Health and Social Care Directorates business processes • Policies and procedures to ensure safe systems of work

Physical Effort

• Extended periods of time at PC • Keyboard skills requiring high degree of speed and accuracy • Occasional requirement to handle promotional material and backdrops • Travel between Scottish Government sites and within NHS Scotland • Ability to quickly produce accurate reports

Mental effort

• There is a requirement to respond timely to external demands. This is unpredictable in nature and happens frequently. • Ability to work to tight deadlines and to prioritise conflicting priorities • Long periods of intense concentration • Constant need for awareness of developments and potential developments in healthcare and the wider political, environmental, societal and technological environment which may impact on current or become a future programme of work
