3 AN ORDINANCE relating to the Seattle Arts Festival commonly known as "Bumbershoot"; adding new sections to Ch. 17.40 of the Seattle Municipal Code to establish admission fees to such Festival, and qualifications for free Festival admission; authorizing the closure of the Seattle Center 5 grounds during said Festival; and repealing ordinance 112578. 6
7 BE IT ORDAINED BY THE CITY OF SEATTLE AS FOLLOWS:
8 Section 1. There is hereby added to the Seattle
Municipal Code a new section, SMC 17.40.090,.as follows: 9 17.40.090 Bumbershoot Festival admission fees. 10 The Bumbershoot Festival Commission is hereby authorized
II to charge and collect a fee for admission to the 1991, and 12 succeeding Bumbershoot Festivals, in the following respective
13 amounts:
14 A. For any non-disabled person thirteen (13) through
15 sixty-four (64) years of age whose admission ticket is
at a Festival $7.00 16 purchased entry gate:
B. For any non-disabled person thirteen (13) through 17
sixty-four (64) years of age whose admission ticket is 18 purchased at a location other than a Festival entry gate: 19 $6.00 20 C. For any non-disabled person four (4) through twelve
21 11 (12) years of age, or any non-disabled person sixty-five (65)
22 years of age or older, regardless of where such admission
ticket is purchased: $1.00 23
D. For any person three (3) years of age or younger, 24 and for any person who is "disabled", as defined in Section 25 2, hereof: No Charge 26

CS 19.2 I Sec. 2. There is hereby added to the Seattle Municipal
2 Code a new section, SMC 17.40.095, as follows:
17.40.095 Definition of "disabled" for of 3 purpose
qualifying for free admission to Bumbershoot Festival.
A person shall be considered to be "disabled" and 5 eligible for free admission to the annual Bumbershoot Festival 6 if such person presents, in lieu of an admission ticket, any 7 of the following:
8 A. A copy of such person's award letter documenting
9 that such person is currently eligible for Social Security
10 Disability Benefits or Supplemental Security Income Benefits
due to a disability; II
B. Certification from the Veterans Administration that 12
such person is at a forty percent (40%) or greater disability 13 level; 14 C. Certification by a physician licensed by the State 15 of Washington that such person meets one or more of the
16 medical criteria listed in Appendix "All; or
17 D. For those persons sixty-four (64) years of age
valid Medicare card issued the Social 18 or younger, a by

20 Sec. 3. The Seattle Center Director is authorized to
21 allow the temporary enclosure of the Seattle Center grounds
22 and the restriction of general access and entry thereto during
23 each Bumbershoot Festival to facilitate the collection of the
24 admission fees authorized in Section 1, hereof; Provided, that
the 25 respective owner(s) or operator(s) of the Space Needle and
the Pacific Science Center annually shall be provided an 26
opportunity to have their respective facilities excluded from 27

The Bumbershoot festival Commission formally requests that the ticket price change for the 1991 festival be added to the Bumbershoot Ordinance. The increased revenues will the assist Festival Commission to proactively address overcrowding and increase security the Seal.-tlle Center on grounds during the festival, by the addition of performance venues, Merrional i.e., Stadium, and the Broad Street lawn area for children's program.
Because the Bumbershoot Festival Commission has demonstrated the likelihood that the
