Job Description JOB DESCRIPTION FIREFIGHTER, MASTER FIRE DEPARTMENT Human Resources Department 700 Town Center Drive, Suite 200 Newport News, VA 23606 NEWPORT NEWS, VA Phone: (757) 926-1800 CITY OF OPPORTUNITY Fax: (757) 926-1825 GENERAL STATEMENT OF RESPONSIBILITIES Under general supervision, this position performs comprehensive technical protective service work in the field of fire suppression, prevention and emergency medical services. Reports to a Company Officer assigned to the station. ESSENTIAL JOB FUNCTIONS Provides emergency response, basic life support and a variety of other assigned duties associated with fire and rescue; provides immediate emergency care to ill or injured persons; assesses patients to determine the extent of their condition, and renders immediate, appropriate treatment. Provides a comprehensive level of expertise in fire prevention, rescue, fire suppression, and a variety of other assigned duties associated with fire and rescue. Performs emergency operations and assistance with fires, entrapments, auto accidents, collapsed buildings, hazardous materials incidents, mass casualty incidents, and assists in rescues requiring special and technical skills; operates fire and rescue apparatus and equipment. Identifies fire code violations and takes appropriate measures; performs pre-incident surveys. Assists and serves as the acting Company Officer at the assigned station; may serve as the Officer-in- Charge at an incident scene; performs command duties to include overseeing and directing work of others at an incident and the assigned station; serves as a resource for EMS specific training and field training; and may be assigned on a regular or temporary basis to other areas, projects, or assignments to meet departmental needs. Provides thorough mentoring through the preceptor program. Performs routine clerical and administrative functions such as preparing reports and completing forms; performs work using computers and appropriate approved software; conducts training sessions for other firefighters and the public; develops training programs and aids. Performs housekeeping duties at assigned station; performs inspections, maintenance and minor repairs on apparatus and equipment for both firefighting and emergency medical services. Performs other duties as assigned. PERFORMANCE STANDARD Employees at all levels are expected to effectively work together to meet the needs of the community and the organization through work behaviors demonstrating the City’s Values. Employees are also expected to lead by example and demonstrate the highest level of ethics. Page 1 of 4 Revised: 08/01/2018 REQUIRED KNOWLEDGE Fire Suppression - Comprehensive knowledge of practices pertaining to fire suppression to include safety and infection control procedures pertaining to the use and operation of fire apparatus, equipment, tools, and protective gear. Comprehensive knowledge of the proper use and basic maintenance of a Self•Contained Breathing Apparatus (SCBA). Comprehensive knowledge of incident command procedures, emergency vehicle operations, and basic maintenance needs including fire engine, aerial, and medical apparatus. Emergency Medical Services • Comprehensive knowledge of basic emergency medical care. Safety/Security - Comprehensive knowledge of safety rules, regulations, procedures and practices as outlined in department directives as they relate to apparatus, equipment, tools, and protective gear. Maintains situational awareness. Customer Service - Comprehensive knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction. REQUIRED SKILLS Interpersonal Relationships - Develops and maintains cooperative and professional relationships with employees, managers, and representatives from other departments and organizations. Shares knowledge with staff for mutual and departmental benefit. Critical Thinking - Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Judgment/Decision Making - Anticipates, identifies and evaluates potentially dangerous, unusual or deviating situations and exercises appropriate judgment to establish priorities and take prompt action for problem resolution. REQUIRED ABILITIES Communication - Ability to communicate effectively, including the preparation of reports and logs and the use of radio communications including appropriate channels and basic radio communications codes. Ability to listen and understand directions, information and ideas presented verbally and in writing. Geography – Ability to read maps, basic plans and diagrams such as evacuation or building floor plans. EDUCATION AND EXPERIENCE Requires 3 years of service at the Senior Firefighter level with the City of Newport News. ADDITIONAL REQUIREMENTS Requires a comprehensive background investigation to include a local, state and federal criminal history check and sex offender registry check. Requires satisfactory results from a medical evaluation and pre-employment substance abuse testing and is subject to random controlled substance testing. Employees are required to refrain from the use of tobacco. A valid driver’s license with an acceptable driving record. Page 2 of 4 Revised: 08/01/2018 Requires completion of Emergency Medical Technician – Basic (EMT-B). Certifications must be maintained for continued employment. Must be currently performing at a satisfactory (Meets) or higher level and maintain certifications for Fire that are currently required to advance to Senior Firefighter/Medic. Must also meet the department’s current requirements for part-time (technician). Must meet the following specific requirements as referenced in the City of Newport News Fire Department Directive 1.536 on promotions: Certifications VDFP Fire Instructor I and VDFP Fire Officer I VDFP Driver Operator – Pumper VDFP Driver Operator - Aerial Two additional certifications are required from the list below: Fire Inspector I Public Education I Fire Instructor II Fire Investigator II Fire Officer II Advanced SCUBA Heavy and Tactical Rescue (includes all 4 modules) Airport CFR Incident Safety Officer (ISO) EMT-I or EMT-P EOD Technician Haz-Mat Specialist VDFP Firefighter I & II T-T-T Child Safety Seat Technician Peer Fitness Trainer Peer Support Team PHYSICAL REQUIREMENTS Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing to include climbing ladders. Some combination of stooping, kneeling, crouching, running, crawling, and the lifting to include overhead lifting, carrying, pushing, and/or pulling of heavy objects and materials (up to 100 pounds) and occasionally heavier items (100 pounds or over). SENSORY REQUIREMENTS Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odors, depth, textures, and visual cues or signals. Some tasks require the ability to communicate orally. The new 2017 Seagrave Pumper fire engine, a state-of-the-art front line pumper, is replacing an existing engine, a 2008 Seagrave, at Fire Station 12. The 2008 engine will become a reserve engine in the department’s fleet. Industry standard for the life of a fire engine is 20 years, with 10 years as “first out” and 10 years in reserve status. “The purchase of this new engine is an investment in the City and its citizens’ safety in regards to fire response,” Acting Deputy Fire Chief Josh Chadwick stated. The 2017 Seagrave custom built pumper features a fully-enclosed stainless steel cab and a stainless-steel body that helps protect firefighters in any rollovers and other crashes. It is also equipped with 360 degree LED lighting “that turns night into day”, which is an important safety feature. It is equipped with a 500-horsepower engine, 1500 gallons per minute pump, a 500-gallon water tank.

The weather forecast for the next several days shows that, aside from some isolated rain showers, no widespread steady rains are expected.” Eric Stevens, Fire Meteorologist Alaska Interagency Coordination Center Drought Code indices for Southcentral Alaska on August 23, 2019. Introduction The 2019 fire season in Southcentral Alaska has been unusually dry and the area is experiencing extreme to severe drought. Drought indices are at or above historic highs which has allowed fuels to dry to a substantial depth. Fires in the area are burning deep into organic layers in the ground, creating hazardous ash pits that have caused burn injuries to several firefighters. Historically, Southcentral Alaska has experienced similar ash pit issues in 1996 (Millers Reach Fire) and 2015 (Sockeye Fire). The combination of deep duff and organic soils with drought conditions creates an environment for fires to burn deep into the ground and create ash pits that may be more hazardous than those encountered in other areas of the state. Other contributing factors include ground material being disturbed from home site improvement, agriculture and wind rows. The depth and heat trapped within some ash pits has taken firefighters by surprise. Firefighters may not recognize the hazard associated with these areas. This engine is a fire boat named Leschi. The Leschi fire boat does the same things a fire engine does, but on the water. The firefighters who work on the Leschi fire boat help people who are sick or hurt. They also put out fires and rescue people. There are four jobs for firefighters to do on the fire boat. The Pilot drives the boat. The Engineer makes sure the engines keep running. The Officer is in charge. Then there are the Deckhands. Engineer Chester says, “The deckhand is one of the hardest jobs on the fire boat”. The deckhands have to be able to do everyone’s job. Firefighter Anderson is a deckhand on the Leschi Fireboat. He even knows how to dive under water! Firefighter Anderson says, “We have a big job to do. We work together to get the job done.” The whole boat crew works together as a special team. The firefighters who work on the fire boat practice water safety all the time. They have special life jackets that look like bright red coats. Officer Hedrick says, “We wear life jackets any time we are on the boat”. The firefighters who work on the fire boat want kids to know that it is important to be safe around the water. Officer Hedrick says, “Kids should always wear their life jackets on boats.” Fishing for Safety The firefighters are using binoculars and scuba gear to find safe stuff under water.

Uniform application of interagency incident business management standards is critical to successful interagency fire operations. These standards must be kept current and made available to incident and agency personnel. Changes to these standards may be proposed by any agency for a variety of reasons: new law or regulation, legal interpretation or opinion, clarification of meaning, etc. If the proposed change is relevant to the other agencies, the proponent agency should first obtain national headquarters’ review and concurrence before forwarding to the NWCG Incident Business Committee (IBC). IBC will prepare draft NWCG amendments for all agencies to review before finalizing and distributing.
