In most of these instances, prisoners in disciplinary segregation do not pose such an extreme management challenge to warrant solitary confinement. In other instances, prisoners may be placed in solitary confinement for their “protection” indefinitely by default if the prisoner is perceived as vulnerable. Placing individuals perceived as vulnerable in solitary confinement only further stigmatizes them and decreases the chances that adequate services, treatment, and programming will be provided. Moreover, people in solitary confinement are more likely to be subjected to excessive force and abuses of power. 2 The fact that solitary confinement prisons and cells are isolated from the general population prisoners makes it more difficult to detect abuse.3 Additionally, because prison administrators often believe that only “the worst of the worst” are placed in solitary confinement, they are more likely to turn a blind eye to abuses.4 In 2011, the Washington Post reported that 1 in 20 prisoners in Virginia were being held in solitary confinement.5 The alarming statistic included 500 out of 750 prisoners at Supermax Red Onion State Prison. Individual cases ranged from two weeks to almost seven years of solitary confinement, with an average length of isolation of 2.7 years.6 In the same year, the Virginia Department of Corrections implemented reform efforts aimed at reducing the number of prisoners held in “administrative segregation” at Red Onion State Prison (ROSP) and Wallens Ridge State Prison (WRSP).7 The VDOC developed and implemented an incentive-based step down program that provides prisoners with opportunities to essentially behave their way out of solitary confinement. Losing the Plot After airing only a few episodes of the third season of Lost in late 2007, the Italian TV channel Rai Due canceled the show. Apparently, ratings were falling because viewers were having diffi culty following the plot. Rai Due eventually resumed broadcasting, but only after airing The Lost Survivor Guide , which recounts the key moments of the fi rst two seasons and gives a bit of background on the making of the series. Consider what the Shepherd does: he searches for the lost or strayed, rescues, gathers together, looks after, binds up, and strengthens. One does not have to grow up on a farm or in the countryside to appreciate the prophet’s metaphor. Given the fractured nature of human society; given that so many men and women are adrift, wounded, isolated, weak; given that the peoples of the world do not yet know how to live together as God daughters and sons, then who is going to make caring for the human family their life’s mission? Who among us is not going simply to see and pass by like the priest and the Levite of the gospel parable, but see and have compassion, and then tend the world in its need? The way such men and women express their care will not be the way of those who rule and govern civil societies.

(AP Photo/Virginian-Pilot, Chris Tyree) For most of the 20th century, a typical stay in solitary amounted to just a few days, or several weeks in more extreme cases. Today, it’s not unusual for inmates to spend years at a time in solitary. Supporters say the practice helps keep prisons safe, but according to the medical literature, solitary confinement can also take a heavy mental toll. Does solitary confinement make you crazy? Researchers have found little to suggest that extreme isolation is good for the psyche. In one notorious study from the 1950s, University of Wisconsin psychologist Harry Harlow placed rhesus monkeys inside a custom-designed solitary chamber nicknamed “the pit of despair.” Shaped like an inverted pyramid, the chamber had slippery sides that made climbing out all but impossible. After a day or two, Harlow wrote, “most subjects typically assume a hunched position in a corner of the bottom of the apparatus. One might presume at this point that they find their situation to be hopeless.” Harlow also found that monkeys kept in isolation wound up “profoundly disturbed, given to staring blankly and rocking in place for long periods, circling their cages repetitively, and mutilating themselves.” Most readjusted eventually, but not those that had been caged the longest. “Twelve months of isolation almost obliterated the animals socially,” Harlow found.
