Ambassador Rosario G. Manalo is one of the country’s most accomplished diplomats. In 2016 she won a seat, for the third time, as the Philippine Expert in the Committee of Experts of the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) during elections held in June 2016 at the UN headquarters in New York City. This came about after a lapse of 10 years, having completed in 2006 her second term as Chairperson of CEDAW. In February 2017 she was elected by acclamation as the Committee’s Rapporteur for the next two years. She is the first Filipino to pass the competitive Foreign Service Examinations for Filipino career diplomats. Amb. Manalo is a holder of the following degrees: Bachelor of Science in Foreign Service, Bachelor of Science in Jurisprudence, Bachelor of Laws, Master of Arts in Public Administration, and Master of Arts in International Relations and Diplomacy. She served as the Philippine Ambassador to Belgium and concurrently to Luxemburg and the European Economic Community (1979-1985); to France and concurrently to Portugal and UNESCO (1990-1994); to Sweden, and concurrently to the four other Nordic States and the three Baltic States (1994-1997). Amb. Manalo was seconded for two years by the Philippine Government to UNESCO, Paris under the then Director General, Federico Mayor Zaragosa. From 1997 to 2003, she was Deputy Secretary of the Department of Foreign Affairs. Amb. Manalo was adviser to former Pres. Fidel V. Ramos in 2006 when she became the Philippine Eminent Person on the negotiations of the ASEAN Charter. She chaired the actual negotiations of the ASEAN Charter in 2007, and is principally credited with the inclusion of human rights provisions in said Charter. She completed serving as the Philippine representative to the ASEAN Intergovernmental Commission on Human Rights in April 2015.

Amb. Manalo was also the Philippine Governor in the Board of Governors of the Asia-Europe Foundation based in Singapore, from 2009 to 2015. She chaired said Board in 2014. CAREER IN NON-GOVERNMENTAL INSTITUTIONS: Amb. Manalo served as the Director of the European Studies Program at the Ateneo de Manila University from 2005-2009. She is likewise a professor in the School of Diplomacy and Governance, De La Salle University, Manila; lecturer at the Asian Center, University of the Philippines. She is currently the Dean of the Helena Z Benitez School of International Relations and Diplomacy at the Philippine Women’s University. She is also the Director of the Center for Gender Equality and People Empowerment in the same university.

1. The community newspaper should be a catalyst for community action, whether it be a discussion of issues, a decision for change, or an expression of public sentiment

2. The content of the newspaper covers issues and concerns relevant to the community’s life and aspirations

3. Content of the newspaper goes beyond providing news and information. It should also inspire readers to “get involved, get engaged and take ownership of problems” thus transforming readers from spectators into participants.

4. The newspaper should seek and present information and views of all community members – be they the elite or the masses.

5. The newspaper should be proactive with content that does not only report events but also emerging issues and concerns.

6. The newspaper should be concerned with follow-up of stories and reports and should be able to present developments relevant to policy action and immediate decision.

7. The newspaper should reflect an understanding of community ethos, history, culture, and values, among others.
