Financing Urban Park Management with Private Sector Participation The case of Ueno Park in Tokyo Japan Project Brief Background and Objectives Urban parks can be considered as important social capital not only for the quality of life but also economic productivity in highly built-up cities. They actually bring a variety of social and economic benefits to cities, such as disaster prevention, scenic landscape, recreation spaces, and human interactions. In Japan, “parks” were identified for the first time as “the place people enjoy themselves with others” by a Cabinet decree of 1873, whereby an enormous amount of land from former temples and shrines was taken over and converted into public parks. However, since there were no laws stipulating park management, the designated public spaces were misused and occupied by irrelevant buildings, such as houses, schools, and shops. To improve urban amenity and public welfare, the national government promulgated the Urban Park Act of 1956 that prescribed the standards and regulations for the establishment and management of urban parks, which includes building-to-land ratio of park facilities, regulations on permission for establishment and management of park facilities, and regulations on objects for exclusive use. Following this, the total urban park area has consistently been increasing from 14,388 ha with 4,511 parks in 1960, to 122,839 ha with 105,744 parks in 20161. In the 1990s, the public need for safe, clean and comfortable urban parks increased as an element of safe and livable cities, while problems such as deterioration of park management quality and aging park facilities were pointed out.

After this program, I became a better person and I only have to thank everyone who made my dream come true. I cannot believe that my big dream finally was real. I am really happy because I could meet very special people of all this big world. This year I was really happy because I received the big chance of studying in Tokyo Nodai University, Japan, because of the program Re-inventing Japan. An incredible program allows the meeting between many nations in the world and the knowledge sharing. I remember exactly the feeling of the first day in Japan. I was overwhelmed with the university dynamic and with the wonderful Japanese culture, food, religion and many other things. In addition, people there are very helpful, kind- hearted and efficient. Everything is beautiful and works. I realized that Japanese worry about all the minimal details and it is very nice. I know that this opportunity will change my life forever and I only want to say thanks for everyone who made this dream a real thing in my life. The main reason for participating in this study program is to have a new experience in a different country from mine. I think every person has to know about the world around. japanese art | religions graham FAITH AND POWER IN JAPANESE BUDDHIST ART, 1600–2005 Faith and Power in Japanese Buddhist Art explores the transformation of Buddhism from the premodern to the contemporary era in Japan and the central role its visual culture has played in this transformation. The chapters elucidate the thread of change over time in the practice of Bud- dhism as revealed in sites of devotion and in imagery representing the FAITH AND POWER religion’s most popular deities and religious practices. It also introduces the work of modern and contemporary artists who are not generally as- sociated with institutional Buddhism but whose faith inspires their art. IN JAPANESE BUDDHIST ART The author makes a persuasive argument that the neglect of these ma- terials by scholars results from erroneous presumptions about the aes- thetic superiority of early Japanese Buddhist artifacts and an asserted 160 0 – 20 05 decline in the institutional power of the religion after the sixteenth century. She demonstrates that recent works constitute a significant contribution to the history of Japanese art and architecture, providing evidence of Buddhism’s persistent and compelling presence at all levels of Japanese society. The book is divided into two chronological sections. The first explores Buddhism in an earlier period of Japanese art (1600–1868), emphasiz- ing the production of Buddhist temples and imagery within the larger political, social, and economic concerns of the time. The second section addresses Buddhism’s visual culture in modern Japan (1868–2005), specifically the relationship between Buddhist institutions prior to World War II and the increasingly militaristic national government that had initially persecuted them.
