Date: 10th October 2014 Copyright © 2015 Stellenbosch University All rights reserved i Stellenbosch University https://scholar.sun.ac.za ABSTRACT This thesis undertakes a comparative reading of post-colonial literature written in English in Botswana, Namibia and Zimbabwe to bring into focus the similarities and differences between fictional representations of poverty in these three countries. The thesis explores the unique way in which literature may contribute to the better understanding of poverty, a field that has hitherto been largely dominated by scholarship that relies on quantitative analysis as opposed to qualitative approaches. The thesis seeks to use examples from selected texts to illustrate that (as many social scientists have argued before) literature provides insights into the ‘lived realities’ of the poor and that with its vividly imagined specificities it illuminates the broad generalisations about poverty established in other (data-gathering) disciplines. Selected texts from the three countries destabilise the usual categories of gender, race and class which are often utilised in quantitative studies of poverty and by so doing show that experiences of poverty cut across and intersect all of these spheres and the experiences differ from one person to another regardless of which category they may fall within. The three main chapters focus primarily on local indigence as depicted by texts from the three countries. The selection of texts in the chapters follows a thematic approach and texts are discussed by means of selective focus on the ways in which they address the theme of poverty. Using three main theorists – Maria Pia Lara, Njabulo Ndebele and Amartya Sen – the thesis focuses centrally on how writers use varying literary devices and techniques to provide moving depictions of poverty that show rather than tell the reader of the unique experiences that different characters and different communities have of deprivation and shortage of basic needs. ii Stellenbosch University https://scholar.sun.ac.za OPSOMMING Hierdie tesis onderneem ‘n vergelykende studie van post-koloniale letterkunde in Engels uit Botswana, Namibië en Zimbabwe, om sodoende die ooreenstemmings en verskille tussen letterkundige uitbeeldings van armoede in hierdie drie lande aan die lig te bring. Die tesis ondersoek die unieke manier waarop letterkunde kan bydra tot ‘n beter begrip van armoede, ‘n studieveld wat tot huidiglik grotendeels op kwantitatiewe analises berus, in teenstelling met kwalitatiewe benaderings. Die tesis se werkswyse gebruik voorbeelde uit gelekteerde tekste met die doel om te illustreer (soos verskeie sosiaal-wetenskaplikes reeds aangevoer het) dat letterkunde insig voorsien in die lewenservarings van armoediges en dat dit die breë veralgemenings aangaande armoede in ander (data-gebaseerde) wetenskappe kan illumineer. Geselekteerde tekste uit die drie lande destabiliseer die gewone kategorieë van gender, ras en klas wat normaaalweg gebruik word in kwantitatiewe studies van armoede, om sodoende aan te toon dat die ervaring van armoede dwarsdeur hierdie klassifikasies sny en dat hierdie tipe lewenservaring verskil van persoon tot persoon ongeag in watter kategorie hulle geplaas word. The scope of current interest in the status of poverty in Africa is indicated by the three questions: who are the poor? Why are they poor? And what can be done about it? At each of these levels of enquiry – the profile of poverty, its causes and the implications for policy and practice – there is growing recognition of the value of a multidisciplinary approach…and the need to integrate this with more ‘qualitative’ evidence reflecting poor people’s own experience. (World Bank Development Report 1999-2000) This is a study of literary depictions of poverty and their possible contribution to the understanding of the broad subject of indigence that, as the epigraph above shows, has preoccupied researchers from many fields of study. The thesis undertakes a comparative reading of post-colonial literature written in English in Botswana, Namibia and Zimbabwe to bring into view the similarities and differences between fictional representations of poverty in these three countries. The central focus is on local indigence in literary depictions of poverty and the way in which writers attempt in their representations to give the poor a voice through narrative devices that allow the characters to speak and claim agency over the narrative of poverty. Such devices are, for example, point of view, dialogues and interior reflections, multi-layered

Rural Accumulation in Africa: Trajectories and Transitions among Rural Capitalists in Senegal CARLOS OYA This paper analyzes primary qualitative evidence from life histories of rural capi- talists in contemporary Senegal. Various common themes in the declining literature on rural capitalism in Africa are discussed with reference to the specific individual trajectories of rural farm capitalists in Senegal. The themes include the emergence of rural capitalism in the context of protracted, uneven and gradual rural social differentiation and the various processes that have accompanied it; the condition of ‘entrepreneurship’ in such changing historical contexts; the symbiotic relation- ship between different spaces (loci) of accumulation, especially trade, transport and farming and the historical context in which they take place; the crucial but sometimes contradictory role of the state in spurring or constraining rural capitalist accumulation; and the variety of ‘idioms of accumulation’, which reflect tran- sitions and synthesis between non-capitalist and capitalist forms of labour surplus appropriation at the level of individual capitalists, despite some uniformity in the general logic of capital and the spread of capitalist relations of production and exchange. The paper also discusses the methodological power and limitations of oral narratives as a method to gather evidence on long-term processes of agrarian change and accumulation in rural Africa. Finally, the life histories shed some light on the origins of rural capitalists and show that there is a combination of instances of ‘capitalism from above’ and ‘from below’ but that no dominant pattern can be clearly discerned at least in the space of one or two generations.

The paper sets out an analytical framework which identifies the channels through which China engages with African development and the role the African state plays in mediating these interactions. We then apply this framework to three case studies that are emblematic of differing African state types. Analysis shows that China impacts on African development in multiple ways that go well beyond aid. A feature of this engagement is inter-elite brokerage which tends to bypass domestic channels of accountability and so undermines good governance. That said, in most cases it delivers much needed infrastructure which benefits wider society. Crucially, as civil and political society in Africa has started to contest this elitism we are seeing slightly more transparent attempts to negotiate the relationship. Where D.C.-born G folk like me give a door a push, she gives it a poosh. Where I crave candy, she offers sweeter-sounding cane-dee. Her vocabulary, as well, is of a western Maryland mountain variety, unassuming and undisturbed by slangy language or new age idiom. To her, a refrigerator is still a Frigidaire; or, more precisely, a freegeedaire; neighbors live across the way. Her children, including my mother, say she’s never cursed and only occasionally lets fly her fiercest expression: Great day in the mornin’! Despite growing up in poverty, Grandma isn’t uneducated or lacking in contemporary wits, as one might presume based upon the ‘‘culture of pov- erty’’ paradigm that dominates today’s understandings of poverty and schooling in the United States. She graduated first in her high school class. Later, the year she turned 50, she completed college and became a nurse. I’ve never been tempted to ‘‘correct’’ Grandma’s language, nor do I feel embarrassed when she talks about how my Uncle Terry’s gone a’feesheen’. She doesn’t need my diction or vocabulary to give meaning to her world. She certainly doesn’t need to be freed from the grasp of a mythical ‘‘culture of poverty’’ or its fictional ‘‘language registers.’’ What needs a’fixin’ is not Grandma’s dispositions or behaviors, but those of a society that sees only her poverty and, as a result, labels her—the beloved matriarch of an extended 84 Copyright 2012 Stylus Publishing, LLC www.Styluspub.com ................

LIVING STANDARDS IN AFRICA David E. Sahn and Stephen Younger1 Introduction Sub-Saharan Africa is one of the poorest regions in the world. Whether it is the poorest region is difficult to establish, for all of the conceptual and practical problems in inter-country poverty comparisons laid out in other chapters of this volume. We can avoid some of those problems, though certainly not all, when we make intertemporal poverty comparisons in one country. Here, too, Africa’s performance is disappointing. Poverty reduction has been halting and irregular in Africa, in contrast to other regions of the world that have grown more rapidly and made greater progress on poverty reduction. The first task of this paper is to substantiate these two claims – that Africa is poor compared to the rest of the world and that poverty in Africa is not declining consistently or significantly – while fully recognizing the problems inherent in using income and expenditure data in Africa and elsewhere. However, given the reservations about income poverty comparisons, a second important feature of the paper is that we consider not only income (or expenditure) poverty, but also other dimensions of well-being, especially education and health. This dissertation argues that this moment should not be viewed as a rediscovery of poverty by Americans. Rather, it should be viewed as a paradigm shift that conceptually unified the understanding of both foreign and domestic privation within the concept of a culture of poverty. A culture of poverty equally hindered poor people all around the world, resulting in widespread illiteracy in India and juvenile delinquency in Indianapolis. Policymakers defined poverty less by employment rate or location (rural poverty in Ghana versus inner-city poverty in New York) and more by the cultural values of the poor people (apathy toward change, disdain for education, lack of planning for the future, and desire for immediate gratification). In a sense, the poor person who lived in the Philippines and the one who lived in Philadelphia became one. They suffered from the same cultural limitations and could be helped through the same remedy.
