RESOLUTION.-Number of locallx!ards.-The number of district lO<'.al boards· remained unchanged, but owing to the abolition, with effeot from 1st October 1935 of all taluka · local boards in the Sholapur, Belgaum and Surat districts th~ • number of taluka local boards decreased from 159 to 137. · ' ' 2. Area and population.-The area and population of the local boards during the year under report remained the same. . · · 3. Oonstitution.-The constitution of the local boards remained unchanged except in _the case of the Kol!Lba District where an. additional elective seat was given to the Ahbag Taluka Constituency. ' ·· · 4. Elections.-·No general elections were held during the year. . . 5: Meetings-Northern Division.-The total number of meetings hold by the district and taluka local boards was 51 and 208 respectively as against 68 and 248 held during the previous year. The average percentage of attendance of the members at the meetings of district and taluka local boards was 82 · 24 and 71· 23, respectively, as against 83 · 85 and 74 · 02 in the previous year. The number ot meetings adjourned for want of a quorum and for other reasons was 10 in the case of district local boards and 13 in the case of taluka local boards as against 16 and 25 respectively during the preceding year, the chief reasons for the adjournments being (i) non-completion of the work on the agenda and "i) deaths of political leaders. · · OentraZ Divisicn.-The total number of meetings held by the district and 'taluka local boards was 56 and 340 respectively as against 61 and 408 helil during the previous year. · · The average percentage of attendance of the members at the meetings of the district local boards and taluka local boards was 79 and 71'44 respectively as against 85 ·56 and 75 ·78 in the preceding year. . . . · The number of meetings adjourned for want of a quorum and for othqr reasons was 8 in the case of district local boards and 9 in" respect of taluka local boards as against 15 and 21 iespectiv.llly during the preceding year. The Karjat and Junnar Taluka Local Boards in the Ahmednagar and Poona 'districts respectively did not hold the requisite number of meetings prescribed by section 35 (1) of the Bombay Local Boards Act, 1923. TM Taluka Boards of Karad, W alwa, Satara, Khanapur and Koregaon in the Satara DiMtrict committed . breaches of section 35 (1) inasmuch as some of their meetings were convened after the lapse of three months. · · Southern Divisicn.-The number of meetings held by the dilltrict and taluka local boards was 45 and 241 respectively as against 41 and 257 during the previous year. The average percentage of attendance of the member_s at the meetings of distriot and taluka local boards was 83·87 and 77·5 as agamst 74•37 and 67·54 in the previous year. The ~umber of meetings adjourned was 15 .in the case of district local boards and 12 m respect of taluka local boards as agatnst 13 and 23 during the previons year. Business was transacted by circulation of agenda under section 41 of the Act once during the year by the District Local Boards of Belgaum anil Bijapur and the Taluka Local Boards of Kumta and Sangameshwar, and twice by the Taluka Local Boards of Haliyal, Alibag and Ratnagiri. KO-I Gilnl H 58-1 2 .. . . · 6. I ncome.-The aggregate income of local boards (excluding opening .balance and debt) increased from Rs. 1,60,83,429 to Rs. 1,63,90,966 .. The reasons for the increase or decrease in the main sources of revenue are explamed below :- • (a) Local Rates.-The receipts decreased from Rs. 38,13,525 to .· Rs. 32,89,781. The decrease occurred in all Divisions and was mainly due to less realisations from the local fund cess owing to the suspension of the collec tion of the cess owing to the scarcity prevailing in certain districts. (b) Education.-The receipts increased from Rs. 90,34,93~ toRs. 94,78,~21. The increase occurred in all Divisions and was ·mainly due to mcreased receipts from Government grants for primary education. . (c) Medical.-The. receipts increased from Rs. 2?2~.~85 to Rs. 2,31,?15. The increase occurred m the Central and Southern DIVISions and was mainly due to larger receipts from dispensary fees. · · (d) Civil Work.s.-The . receipts increased . ·from Rs. 16,40,394 to Rs. 20,45,367.. The increase occurred in all Divisions and was mainly due to (i) enhanced Government grants for communications and village w.ater supply, and (ii) lump contributions from Government in lieu of toll revenue. and (iii) larger receipts from .ferries. · , · • 7. Expenditure.-The aggregate expenditure of the local boards chargeable to current income increased from Rs. 1,56,32,469 to Rs. 1,63,31,040. The reasons for the increase or decrease under the main heads of exp'enditure are explained below:- (a) Administration.-The expenditure. decreased from Rs. 6,10,680 to Rs. 5,98,351. The decrease occurred in the Northern Division and was mainly due to the fact that th:e last year's figure of expenditure Of the District Local Board, Ahmedabad, under this head included expenditure on the administra tion of the District School Board. The increase in other Divisions was mainly · due to (i) the payment of increments to members of the establishments; and (ii) greater expenditure on account of· travelling. allowances of members of. local boards. · . . · · (b) Education.-The expenditure increased from Rs. 1,02,94,247 to Rs. 1,07,43,174. The increase occurred in all the Divisions and wa11 mainly due to (i) the restoration of cuts in the pay of primary school teachers,: (ii) opening of new schools and (iii) the payment of larger contributions·to the school boards. ~c) Medical.-The expenditure decreased from Rs. 9,56,146 toRs. 9,50,996. The. ~ecrease occurred ·in the Central and Southern Divisions, and, being. negligible, calls for no remarks. . . · (d) Civil Works.-The expenditure increased ·from Rs. 31,10,454 to Rs. 33,00,582. The increase occurred in the Northern and Central Divisions and was mainly due to the larger. expenditure on the construction of· communications, buildings and water supply. . · ' ·. 8. Closing balances.-The aggregate balances of 1\ll the loc~l boards amoU:.ted .. to Rs. 58,61,693, as against Rs. 52,05,865 in the previous year. · The closing balances of most of the district local boards were again in excess of the prescribed · minima and this was due mainly to (i) the accumulation of balances of the district school boards and taluka local boards and other deposits and advances, (ii) the late recovery of local fund cess and (iii) non-colll;pletion of.budgetted works. 9. Primary Educatio'Tir-Northern Division.-In the· Ahmedabad District s~teen buildings were constructed during the year from the Rao Bahadur G1rdharlal Uttamram Charitable Endowment Fund and Seth Mangaldas Girdhardas Cheap Building Scheme Fund. ln the Kaira District, the number of the English classes increased from 23 to 25. A Girls' School building was started at Thasra by a private donation of about Rs. 10,000. The District School Board, Broach, con structed three.new schools. In the Surat District the number of the school buildings ~nder .the Su Paf!!hottamdas Thakordas Scheme reached 90, while 12 more (mcluding 4 extens10n works) are under construction. The number of libraries under 'the scheme rose from 150 to 250. The number of night schools increased from 4 to 6. • 3 97 Central Divis~.-In the ~mednagar, Nasik, Satara and Sholapur districts the number of pnmary schools. mcrea.sed by 2, 25; 8 and 5 respectively, while in East Kh~ndesh and Poona thmr number decreased by 2 and 8 rt>l!pectively. The decrease m Poona was partly due to the facts that (1) the 5 local board schools at Dhond have been classed as non-local authority schools of the newly established Municipality and (2) the special depressed class schools have been amalgamated with the common primary schools. ·, . A Refresher Course was held in Poona in February 1937 for the teachers of these classes, and all the boards deputed their teachers to attend it. ·The Ahmednaga.r Board has increased its night schools from 24 to 41, and these are attended by 1,023 persons. The board has also appointed a committee to formulat~ a. scheme for adult education. It has also taken up the problem of school bwldings and has constructed 6 new buildings of modern design during the year. · . · . · · :All the ~oards are taking practical interest in encouraging education among the mtermediate and depressed classes .):>y the grant of scholarships and other facilities. Greater attention is also being paid to the physical education ot the children by insistence on games, and other exercises and the formation of Boy Scout _and Girl Guide companies. · Southern Diviswn.-The total number of primary schools in Dharwar, Kanara, Kolaba and Ratnagiri, rose by. 66, 17, 1 and 42 respectively, while in the .Belgaum District the number fell by 2, the schools having been closed on account of low attendance. • In the Belgaum District the number of schools for the scheduled -classes fell by 1 ·due to its amalgamation. with the general school. In order to -encourage education among the children of the scheduled classes the board awarded 14 scholarships and gave prizes to the scheduled class pupils. It is reported that -only 20 per cent. of the lichools are housed in the board's own buildings, while the rest are either held in temples, dharamshalas, chavdis or rented buildings. In Kanara village improvement committees opened 35 adult classes in which tuition was given by primary school teachers out of normal school hours, In the ],{olaba District two new English classes were opened. In the Ratnagiri District technical education is imparted at the local board's sch9ol of Industry where .students are trained in carpentry, smithy, ·mechanics, drawing and coir works.· Out ·of the three weaving classes at Kankaoli, Wakavli and Ratnagiri maintained by the board those at the last two places were closed for want -offunds. · · 10~ · Medical and Public Health-Northern Division.-· One Ayurvedio ·dispensary was opened at Sarangpur by the District Local Board, Broach. A new dispensary was opened at Bhamaria in Halol Taluka with the aid of a contribu· tion from the Bhamaria Estate. A smalL dispensary has been opened at Mora in ihe Godhra. Taluka. with the aid of a contribution from the Thakor of Metral. Table dispensaries were opened at 24 schools on certain conditions. The anti .malarial dispensaries opened by the District Local Board; Thana, proved very useful to the rural public and especially the agriculturists. Central Diviswn.-The District Local Board, Sa.tara, increased ita Medical Relief Centres from 47 to 75 which are reported to be working fairly satisfactory. The board also held 5 classes of 4 to 10 days duration and trained 215 practising Dais collected from different villages. ' · South~n Division.-Plague epidemic appeared in a few villages in the Belgaum District in a sporadic form. The board took prompt preventive measures with ·intensive rat-baiting operations and inoculation in affected areas. Cholera also made its appearance and spread to several villages in Chikodi and Gokak taluk&s. 'The board took prompt measures in -ereventing its spread by appointing special inoculators, besides availing of the services of the anti-epidemic workers under the board. Private medical practitioners were also subsidised to start inoculations in ·the affected areas. The Dharwar District was visited by plague, cholera and small pox. Of these three pests cholera affe~ all parts. of the district. Ela~orate preventive me~'ll!es were taken. The sarutary stafl'.Vl:'Ited every affected vtllage, .disinfected drinkmg water sources and houses. Sinulsr measures were . tak':n in affected villages to prevent the spread of plague and small-pox. The epidemic .-of small-pox appeared in the Ka.nara District. The incidence of the disease ·was most severe in the Karwar Taluka. Adequate measurea were taken by the • board to meet the situation and prevent the spread of the disease:· ~olera .. epidemic broke out in Mahad and Mangaon ta.l~a~ of th~ Kolaba D~tru1t but it was promptly brought under control by takmg Immediate preventive steps. Cholera had broken out in Deogad Taluka, Vengurla Petha and in the villages sWTounding Raja pur town in the Ratnagiri District but prompt steps were taken to co~trol the epidemic. · 11. Veterinary Dispenaaries.-~~~er pest prevailed in certain J?arts of.the Belgaum District of the Southern DIVISion and more than 27,000 moculatwns were performed against the disease. Cases of foot and mouth diseases -were also treated and nearly 3,000 Burdizo castrations were carried out at these dispensaries. 12. The Panch Mahals District Local Board undertook the work of the construction of the Jhalod-J3answara Road with contributions from the Government of India and the Government of Bombay, The District Local J3oard, Thana, completed the causeway across the Ulhas River at Badlapur. . . Ce:ntral Division.-Government regret to note that the Poona Board is not making any serious attempt to imp:~;ove its financial condition so as to enable it to meet the expenditure necessary to repair Its roads which are in a very bad condition. Somhern Division.-The Bij.apur, Dhar.war and Kanara district local boards spent more o:iJ. communications during the year than in the previm~s year, while the remaining three boards in the Division spent less. . . 13. Village Water Supply.-The following table shows the Government grants to district local boards for the improvement of village water supply and the amounts spent by them from these grants and their own funds ;-· . . A grant. of Rs. 3,372 was allotted to the District Local Board, Ahmedabad, for tank excava tion in the Bhal tract of the Dhandhuka Taluka. A further grant of Rs. 4,000 was given to this board for·water supply during the scarcity period. · A sum of Rs. 2,00() was ~lso allo~ted to t_he Superintending Engin~er, Northern Circle, for repairs to certam bores 1n the V1ramgam Taluka. A specml grant of Rs. 3,000 was given to the Kaira District Local Board for relief during the scarcity period of the year under report. A grant of Rs. 1,000 was given to the Panch Mahals District Local Board for constructing wells for the scheduled classes. This board also received a grant of Rs. 26,784 for scarcity works. The District Local Board, Thana, constructed. nine new wells. · . Ce:ntral Divist"on.-It has been reported that the EXecution of some of the ~ater ~up ply schemes in the districts of Abmednagar, Nasik and Poona have been dragg rng ~m for years without being completed. This is a very unsatisfactoty state of affrurs. The practice of asking for permission to utilize the unspent balances or 5 98 the grants of previous years has become a matter of routine with these boards. They should, therefore, be warned that the amounts permitted to be utilised during any year must be spent before the close of that year and that no extensions will be permitted in future. - Southern Circle.-It is gratifying to note that the Belga.um Board was able to complete 8 well-works and· to carry out improvements to three tanks. Besides the work of 13 new wells was undertaken. Special repairs were also carried out t~ 5 !~cal board wells. The Bijapur Board carried out 7 water supply works durmg the year. The Kolal;la Board had to its credit the completion of 15 wells works. 14. ·Standing Committe68 and other CommiUe68-Northern Division.-All the distric~ l?cal boards had standing committee~ during the year under report. The D~str~ct Local Boards, Ahmedabad, and J{a~ra appointed Road Committees. The DIStrict Local Boards, Broach, Thana and Bombay Suburban District, had Villagfl Panchayat Committees. The Broach District Local Board had other three Committees like the Public Health Committee, Provident Fund Committee. The ~ombay Suburban D~trict had Village Improvement and Dispensary Comm1ttees. Central -Division.-All the district boards and taluka boards except the -Taluka Boards of Nasik, Peint and Junnar appointed Standing Committees. All the District Boards except West Khandesh and Poona appointed Works Committees. Most-· of tbe taluka boards also appointed such committees. All the district boards • except Ahmednaga.r and a few Taluka Boards appointed Budget Committees. • Southern Division.-All the boards appointed Standing Committees as required by section 36 (I) of the Bombay Local Boards Act. Similar Committees were also established by the taluka local boards in the Dharwar, Ratnagiri and Kanara Districts. Certain other committees like the Works Committee, the Public Health Committee, the Budget Committee, the Rules Committee, etc., were also formed by some of the boards to deliberate on specific questions of public interest. - 15. ·-.Village Panchayats and Village Sanitary CommiU668-Northern Division. The number of village pancha.yats increased from 78 to 108 during the year, while ·the number of Sanitary Committees fell from 38 to 37. One more Village Bench was constituted at Shukla Tirth. The working of Jhadeshwar and Hansot Village Panchayats has been reported to be satisfactory. A great fire broke out at Khardi and destroyed all the dwellings in the village. Government gave generous assistance by a free grant of timber worth RB. 13,959. Out of the allotment of Rs. 5,200 sanctioned by Government for fostering the growth of Village Pancha yats, Rs. 4,508 were spent in various districts for this purpose. Central Division -The total number of Village Panchayats. increased from 1 278 to 318. Though the number of panchayats has increased durmg the last two yeah owing to the "Village Uplift Movement" it is reported that much sustained effort will be needed to put proper life into them as most of them at present are either dormant or are working very unsatisfactorily. The District Local Boards of Ahmednagar and Sholapur have apJ?ointed panchayat officers to foster ~he growth of village panchayats. The ch1ef drawback to the succes.~ful working of the panchayats is the reluctance on their part to impose taxation. It is reported that most of the panchayats that have imposed taxes are largely in arrears. The number of Sanitary Committees fell from 24 to 23. Southern Division.-Theenumber of village panchayats increased from 91 to ·144. In Kanara where there were no village panchayats formerly 18 new pancha yats have been formed and begun to functio~. The working .o~ the Panc~ayats is reported to be not quite satisfactory. Paucity of funds, unwlll~gnesa to 1m~~ taxation non-collection of revenue promptly and want of a suffic1ent sense of CIVIC responsibility are said to be the main causes which hamper the gro~h. of these village bodi_es. It is to be hoped, however, that the panchayats will gradually realise their responsibilities and begin to work earnestly. 16. Audit of .Accounu-Northern DivisWn.-The audit notes of local boards revealed the usual irregularities, viz., (I) negligence in recording measureme?tll of work, (2) want of completion certificates, (3) irregular payment of t~avelling IIQ-I Genl H 58-2 6
allowance, (4) absence of, and deviations :fJ:om, the sanctioned estimates_ ~nd budget provision for works under executiOn, (5) slackness. of supervlBton, (6) buying of materials in excess of requirements and late remrttance of cattle pound receipts, and (7) laxity towards contractors. · Among the other irregularities detected were :-· ~. . (i) The failure of certain Taluka Local Boards j;o reply to the audit notes in time. . . (ii) The failure of a taluka local board to take rent in advance or a rent note or security from a person to whom a shop had been rented, with the result that the tenant has now absconded leaving Rs. 270 as rent in arrears. (iii) In the case of one taluka local board, a payment of Rs. 116-6-6 was made to labourers. In view, however, of the loss of two muster rolls of labourers the monies. have had to be drawn on a certificate from the Village_ Panchayat that the monies were paid to the labourers. (ip) In the case of one taluka local board a contractor was . paid Rs. 1,140-4-0 in excess .. - ' (v) A pound keeper of a taluka local board misappropriated Rs, 3 and another lost his pound register and receipt books. ·. . , . · . · . Central Division.-There were no serious· irregularities detected in audit and -requiring special mention except the following :- " (1) The Sub-Divisional Officer of a district local board was unable to account for the imprest·of Rs. 5,500 held by him when called upon to do so by the auditors. His increment has \>een stopped by the Board .and the matter is still under consideration. · . . (2) Double payments of travelling allowance were ma4e to some of the . members of a district local board. Among the common irregularities were::- (1) the appointment of non-local residents as members of Dispensary Committees and the payment of travelling allowa:r.tce to them ; . (2) no proper scrutiny of travelling allowance claims preferred ·by members. . . (3) lack of supervision over the executive subordinates of the Boards Engineering branches. . · (4) petty misappropriations by Cattle Pound Keepers. On the whole the accounts were maintained satisfactorily both by the district boards and the taluka boards. · . . · · . . Southern Division.-No serious irregularities were noticed in the accounts of cany of the Local Boards. The Ex-President of a taluka local board was prosecuted for misappropriation of local funds during the year under report. · · 17. General Remarks-Nmthf!l'n . Division.-The Commissioner has offered no remarks under this head. Central Division.-The administration of the boards was on · the whole satisfactory and the majority of those boards showed a spirit of co-operation among . themselves and the Government officers: It is, however, regretted that the administration of the District Local Board, Satara, was particularly unsatis factory mainly due to the facts that the President was not in a position to control the internal administration of the board and that the relations between the Chief Officef and the Engineer were not very cordjal. The President has since resigned his . office and it is hoped thai: the administration will improve. Governme11-t consider that the efficiency of a Board largely depends upon the personality of its President /.and the extent to which the Executive Officers of 'the Board_ are practical men and are allowed to go on with their work Uninterrupted!)'. An instance of efficient administration is provided by the District Local Board, Sholapur, where under & good President and a good executive staff the administration of the Board is ()Onducted with vigour and foresight, and in consequence during the scaroity of last year Govemment were able to hand over with confidence much of the relief work to· the agency of the board. · . 1\Io~ of the local ~oards put up notice boards nea~ dhara~halas, dispensaries ~nd publio wells declarmg them open for use by all sections of the community includ mg the depressed classes but on the whole the progress in this direction was very poor. The halting response of district local boards in this matter seen1B to be due 7.. 99 pa~lt to the difficulty o~ providing funds and partly due to the prejudices exJBtmg among a substantial percentage of members. Government, however, expect that t~s prejudice will disappear in course of time. The District Local B~ards of Na~ and Sholapur have provided e<:lual facilities for the admission of ch1ldren belongmg to the scheduled classes into publio schools without restriction. ~ ~ecial facilities for th_e depressed classes, two wells were constructed by the D1str10t Local Board, Nas1k, one at Bodhari in Baglan Taluka and the other at · Sonewadi in Niphad Taluka. Southern Division.-The administration of the. Local Boards was on the whole satisfactory. Under tl:e scheme sanctioned by Government for subsidising of private medical practitioners for rural medical relief, the District Local Boards of Belgaum and Ratnagiri have· opened rural dispensaries at Kittur and Rajapattan respectively. The Belgaum District Local Board is also maintaining a nurse at Kittur under the. scheme referred to. In the sphere of primary education the number of girls and pupils from the scheduled classes attending the schools showed a. general rise in all the districts, and everything possible is being done to remove social disabilities and to encourage education amongst the scheduled class people • by the grant of scholarships, prizes and free books. It is regretted that the Bijapur District Local Board bas so far taken no action to build new school houses and to repair the old ones, although it has got an accumulated balance of funds by the levy of an extra cess. Education of girls also requires the special attention of this Board. It is reported that the financial condition of the Dharwar and Kolaba District LocaJ Boards is not satisfactory. Steps should, therefore, be taken by these boards to improve it. 18. The requisite abstract statement "'containing information relating to the district local boards in the form of Table No. 134 of the Statistical Abstmct for British India (12th Issue) is attached to this review as Appendix A. 19.
