CHAPTER 6 HONG KONG Key Findings • The Hong Kong government’s proposal of a bill that would allow for extraditions to mainland China sparked the territory’s worst political crisis since its 1997 handover to the Mainland from the United Kingdom. China’s encroachment on Hong Kong’s auton- omy and its suppression of prodemocracy voices in recent years have fueled opposition, with many protesters now seeing the current demonstrations as Hong Kong’s last stand to preserve its freedoms. Protesters voiced five demands: (1) formal with- drawal of the bill; (2) establishing an independent inquiry into police brutality; (3) removing the designation of the protests as “riots;” (4) releasing all those arrested during the movement; and (5) instituting universal suffrage. • After unprecedented protests against the extradition bill, Hong Kong Chief Executive Carrie Lam suspended the measure in June 2019, dealing a blow to Beijing which had backed the legislation and crippling her political agenda. Her promise in September to formally withdraw the bill came after months of protests and escalation by the Hong Kong police seeking to quell demonstrations. The Hong Kong police used increasingly aggressive tactics against protesters, resulting in calls for an independent inquiry into police abuses. • Despite millions of demonstrators—spanning ages, religions, and professions—taking to the streets in largely peaceful pro- test, the Lam Administration continues to align itself with Bei- jing and only conceded to one of the five protester demands. In an attempt to conflate the bolder actions of a few with the largely peaceful protests, Chinese officials have compared the movement to “terrorism” and a “color revolution,” and have im- plicitly threatened to deploy its security forces from outside Hong Kong to suppress the demonstrations. -

立法會 Legislative Council LC Paper No. CB(4)779/19-20 Ref : CB4/PL/TP Report of the Panel on Transport for submission to the Legislative Council Purpose This report which is made in accordance with Rule 77(14) of the Rules of Procedure of the Legislative Council ("LegCo") gives an account of the work of the Panel on Transport ("the Panel") during the 2019-2020 legislative session. The Panel 2. The Panel was formed by a resolution passed by the LegCo on 8 July 1998 and as amended on 20 December 2000, 9 October 2002, 11 July 2007 and 2 July 2008 for the purpose of monitoring and examining government policies and issues of public concern relating to transport matters. The terms of reference of the Panel are at Appendix I. 3. For the 2019-2020 session, the Panel comprises 32 members, with Hon Frankie YICK Chi-ming and Hon CHAN Han-pan elected as the Chairman and Deputy Chairman of the Panel respectively. The membership list of the Panel is at Appendix II. Major Work Public transport services MTR fare adjustment for 2020 4. In April 2020, the Panel was briefed on the details of the MTR fare adjustment for 2020 under the Fare Adjustment Mechanism ("FAM"). Members noted that according to the prevailing FAM arrangement, the fare adjustment rate for MTR fares in 2020/21 should originally be +2.55%. However, the year-on-year change in Median Monthly - 2 - Household Income value in the fourth quarter of 2019 compared to the same period in 2018 is -2.48%, which should be deemed as 0% according to the mechanism. -
