Submitted 04 September 2019; Accepted in final form 22 November 2019. ABSTRACT Background. Following the successful outcomes of the national team, that finished third in the 2002 FIFA World Cup, and the positive club performance in the UEFA competitions at the beginning of the new millennium, Turkish football was expected to reaffirm and further develop in the following years, exploiting also the favorable economic conditions. However, its growth and evolution did not meet the expectations, and in the latest years several managerial aspects of the Turkish Football Federation have begun to be questioned, which has led the federation itself to reform football in areas such as foreign players’ quota, financial requirements, and stadiums. Objectives. The main aim of this article is to identify and discuss these issues and how effective the reforms implemented by the Turkish Football Federation have been in the short run. Methods. The research is done through the application of the historical method and the use of secondary data. Results. Our results show that these reforms do not seem to have had a significant impact so far. Conclusion. While some of the reforms likely need more time for their effects to be tangible, the general impression is that Turkish football would need a different approach and more incisive policy interventions.

    Yağmur Nuhrat MERC Final Report September 2011 This report is intended to explain to the reader the progression of my research after the Interim Report was sent in March 2011 and to present major research findings from my fieldwork on football (soccer) and the question of fairness in Istanbul, Turkey. Before starting this narrative, I would like to draw the reader’s attention to a major event that took place in Turkish football during my fieldwork. On April 14, 2011 the Turkish parliament passed the “law against violence in sports.” Highly influenced by the Taylor Report1, this law is portrayed as an attempt to formally eliminate all unruly behavior in and around sporting events. In addition, according to this law, all incentive bonuses given to teams or players and other acts of match fixing are deemed criminal offenses. A few months after the law was passed and shortly after the football season ended in Turkey, the largest match fixing scandal erupted. On July 3, 2011 we woke up to a morning of accusations whereby various club administrators and training personnel were being taken in for questioning. Currently, the president of standing league champions Fenerbahçe (FB), Aziz Yıldırım is in prison along with Turkish cup winner Beşiktaş’s (BJK) coach Tayfur Havutçu. This law, with its implications about reordering fandom and stadia and also in terms of aiding and legitimizing waves of arrests due to match fixing has been a major focus of my attention in the last part of research. I have had the opportunity to talk to fans about its tenets and about the match fixing scandal in great detail.

Possible to say that, he exaggerated little bit, but definitely sport cannot be defined as a simple physical competition. Sport has two faces. What is visible on the field, is the first and more known face of the sport, the entertainment part, but there is another world behind the field. A world that has an enormous economic and political power. In today’s world, the final of UEFA Champions League or 100 metres race of Usain Bolt, which takes even less 10 seconds to watch, or NBA Finals bring millions of people in front of their televisions all around the world or to stadiums. This is only possible by sport and when there is a huge economic market and many people in the same sphere, the intervention of the politics into this field becomes inevitable. Already sport and politics were close to each other since the ancient times, but globalization and modernization brought this relationship to another level. This is also what happened in Turkey and by the time, politics and sports were intertwined. What is unique in the case of Turkey is the existence of a very dominant political authority, the Justice and Development Party (Adalet ve Kalkınma Partisi / AKP).
