Turkey is one of the countries that should consider this problem to be a serious social problem. Even during 2014 and 2015, a relatively short period of time, there were significant hazardous acts committed by hooligans. In February 2014, one supporter was killed after a game between Liverpool and Arsenal in England; in March 2014, a game between Trabzonspor and Fenerbahce was left half-finished because of violent acts in the stadium that caused players in the pitch to believe that they could not leave stadium alive, although they finally left after a few hours; in another incident in March 2014, one supporter was killed after a game between Helsingborg and Djugarden in Sweden; in November 2014, one supporter was killed and 14 supporters were injured before the game between Atletico Madrid and Deportivo in Spain.

I contend that while fair play guidelines prescribe universalists standards of ethical behavior for all football actors, there are multiple instances in mundane football events which result in players’, fans’ or other commentators’ variant appreciations of the ethical. Specific contingencies give birth to alternative formations of fairness leading us to consider how ethics might be a matter of constant negotiation rather than of preset verdicts. Using legal anthropology’s insights on legal pluralism and sports philosophy’s discussion of conventionalism, I focus on specific footballing instances in Turkish football and offer various social rationales in regard to how multiple ethical verdicts might be reached. In this discussion, I include how some footballing conventions in Turkey come into conversation with the written rules of football and set guidelines of fair play to show that people draw on different sets of rules (written and unwritten) in their deliberation of fair action, fair play awards and ethics.

Submitted 04 September 2019; Accepted in final form 22 November 2019. ABSTRACT Background. Following the successful outcomes of the national team, that finished third in the 2002 FIFA World Cup, and the positive club performance in the UEFA competitions at the beginning of the new millennium, Turkish football was expected to reaffirm and further develop in the following years, exploiting also the favorable economic conditions. However, its growth and evolution did not meet the expectations, and in the latest years several managerial aspects of the Turkish Football Federation have begun to be questioned, which has led the federation itself to reform football in areas such as foreign players’ quota, financial requirements, and stadiums. Objectives. The main aim of this article is to identify and discuss these issues and how effective the reforms implemented by the Turkish Football Federation have been in the short run. Methods. The research is done through the application of the historical method and the use of secondary data. Results. Our results show that these reforms do not seem to have had a significant impact so far. Conclusion. While some of the reforms likely need more time for their effects to be tangible, the general impression is that Turkish football would need a different approach and more incisive policy interventions.
