The Mace
he mace was a weapon of war originating with the loaded club and stone Thammer of primitive man. Although it continued to be used as a weapon through the Middle Ages, during this period it also became symbolic as an ornament representing power. Sergeants-at-Arms, who were guards of kings and other high officials, carried a mace to protect their monarch during processions. By the 14th century, the mace had become more ceremonial in use and was decorated with jewels and precious metals, losing its war-club appearance. Three hundred years later, the mace was used solely as a symbol of authority. The mace is used during sessions of legislative assemblies such as the U.S. House of Representatives, where it is placed to the right of the Speaker. More frequently, maces are seen at university commencements and convocations, exemplifying knowledge as power.
The USU mace was a glorious gift from the Honorable Sam Nixon, MD, past chairman of the Board of Regents, and his wife, Elizabeth. The mace was used for the first time at the 1995 commencement ceremony. It is handcrafted in sterling silver and carries the seal of the university along with the emblems of the U.S. Army, Navy, Air Force and Public Health Service. The university seal and service emblems are superimposed on the earth’s globe to symbolize the worldwide mission of the university and its graduates.
Carrying the mace this year is Technical Sergeant Rondricueas Barlow. TSgt Barlow was selected as Service Member of the Quarter for January through March 2014 and subsequently selected for Service Member of the Year for 2014. A Mental Health Technician and NCOIC of the Department of Psychiatry, TSgt Barlow is also the Air Force Flight Sergeant and Unit Fitness Program Manager.
i DAR Constitution Hall
The Daughters of the American Revolution (DAR), founded in 1890, is a volunteer women’s service organization dedicated to keeping America strong by promoting patriotism, preserving U.S. history and supporting education programs. DAR has honored and aided veterans since the organization began.
Constitution Hall, owned by the DAR and originally built in 1929 to house its annual convention, is a registered National Historic Landmark.
Encompassing an entire downtown city block, DAR National Headquarters houses one of the nation’s premier genealogical libraries, one of the foremost collections of pre-industrial American decorative arts, Washington’s largest concert hall, and an extensive collection of early American manuscripts and imprints. With a seating capacity of 3,702, DAR Constitution Hall hosts a variety of events including concerts, speakers, films, graduations, corporate events, award ceremonies, television productions and gala dinners.
Each year, more than 600,000 people pass through the doors of DAR Constitution Hall, Washington, D.C.
The History of Academic Regalia
Like most American universities, USU borrows academic regalia traditions from the earliest students at the oldest schools. Reaching back to the 12th century, medieval scholars wore cloaks with hoods because it was the simplest and most effective way to stay warm in the unheated stone buildings that functioned as the first scholarly venues. It is not certain if the ritual was a survival of ecclesiastical virtue or civilian fashion, but regular wearing of the gown, hood and cap persisted through the ages.
Moving into the 14th century, modest virtue forbade “excess in apparel” and universities like Oxford and Cambridge prescribed the wearing of long gowns as part of ordinary academic life. Though European universities wielded much control, even to the extent of minor details, there was great diversity among learning academies. In fact, American universities were the first to implement finite systems regulating cut, style, material and color assignment for academic regalia.

The Hood
Twenty-first century academic regalia have transcended their austere roots, particularly the hood, which is quite spectacular. At USU, the hood beautifully apposes school colors: purple and gold, lending color and vibrancy to commencement ceremonies. Velvet trim—green, blue, apricot or salmon pink— resides along the edge and varies according to individual fields of learning.
The Gown
The master’s gown at USU is black and untrimmed with long, oblong sleeves, open at the wrist. The doctor’s gown—black like the master’s—has wide, bell-shaped sleeves and the front is faced with panels of velvet with three bars across each sleeve. The panels and crossbars are the colors agreeing with the binding or edging of the hood: green for medicine, apricot for nursing, lilac for dentistry, blue for doctorates of philosophy and salmon pink for graduates of public health. Faculty members participating in commencement exercises wear the university robe or the clothing of their alma mater. USU’s President, Dr. Charles Rice, wears the university’s gown.
The Cap
On the cap—in the shape of a square mortarboard or soft tam—hang tassels. These threads are fashioned to coordinate with the velvet trim of the hood and the paneling and crossbar of the doctor’s gown. As degrees are conferred, students often move their tassels from the right to the left side; symbolizing the accomplishment of one of life’s great milestones.

Lt. Gen. (Dr.) Thomas W. Travis
Surgeon General of the United States Air Force
Lt. Gen. (Dr.) Thomas W. Travis is the Surgeon General of the Air Force, Headquarters U.S. Air Force, Washington, D.C. General Travis serves as functional manager of the U.S. Air Force Medical Service. In this capacity, he advises the Secretary of the Air Force and Air Force Chief of Staff, as well as the Assistant Secretary of Defense for Health Affairs on matters pertaining to the medical aspects of the air expeditionary force and the health of Air Force people. General Travis has authority to commit resources worldwide for the Air Force Medical Service, to make decisions affecting the delivery of medical services, and to develop plans, programs and procedures to support worldwide medical service missions. He exercises direction, guidance and technical management of a $6.6 billion, 44,000-person integrated health care delivery system serving 2.6 million beneficiaries at 75 military treatment facilities worldwide.
General Travis entered the Air Force in 1976 as a distinguished graduate of the ROTC program at Virginia Polytechnic Institute and State University. He was awarded his pilot wings in 1978 and served as an F-4 pilot and aircraft commander. The general completed his medical degree from the Uniformed Services University of the Health Sciences School of Medicine in 1986, where he was the top Air Force graduate, and in 1987 he became a flight surgeon. For more than three years, General Travis was Chief of Medical Operations for the Human Systems Program Office at Brooks Air Force Base, Texas. He later served as the Director of Operational Health Support and Chief of Aerospace Medicine Division for the Air Force Medical Operations Agency in Washington, D.C.
Prior to his current assignment, General Travis served as Deputy Surgeon General, Headquarters U.S. Air Force, Washington, D.C. He has commanded the U.S. Air Force School of Aerospace Medicine; 311th Human Systems Wing at Brooks AFB; Malcolm Grow Medical Center and 79th Medical Wing, Andrews AFB, Md.; and the 59th Medical Wing, Wilford Hall Medical Center, Lackland AFB, Texas. He also served as the Command Surgeon, Headquarters Air Force District of Washington, and Command Surgeon, Headquarters Air Combat Command, Langley AFB, Va. He is board certified in aerospace medicine. A command pilot and chief flight surgeon, he has more than 1,800 flying hours and is one of the Air Force’s few pilot-physicians. He has flown the F-4, F-15 and F-16 as mission pilot and, the Royal Air Force Hawk as the senior medical officer and pilot.

The Outstanding PhD Faculty Award, chosen by majority vote of all PhD students, is granted to Dr. Susanne Gibbons, the PhD faculty member who consistently demonstrated outstanding achievements in areas of scholarly research and/or creative endeavors. Dr. Gibbons demonstrated high levels of excellence in reaching and mentoring students, while simultaneously provided outstanding leadership qualities bringing distinction to herself and the university.

Federal Nursing Service Chiefs Award
Recipient: Maj David Bradley, USAF, NC
The Federal Nursing Service Chiefs Award is presented by the Federal Nursing Service Chiefs to the graduating student whose overall academic performance has been characterized by achieving excellence in academics, setting the highest standards of professionalism for uniformed and federal nurses, and helping fellow students through personal service and leadership. This recipient has consistently distinguished himself through outstanding academic performance, personal example, officership, and professional excellence.
45 Military Officers Association of America (MOAA)
Outstanding Student Awards
The Outstanding Student Award is sponsored by the Military Officers Association of America (MOAA) and is the highest academic program honor graduating students can receive from their faculty. This award is presented to the graduating students who demonstrate the highest levels of academic performance while simultaneously demonstrating outstanding leadership qualities. There is one award given for each Advanced Practice Nursing Program and one for the PhD program. These awards are presented at the School’s annual award ceremony by the Dean and a distinguished member of MOAA. Criteria for the award include: GPA, excellence in research/scholarship, oral presentation/writing skills, clinical competence, leadership/officership, a commitment to fellow students, military/federal nursing professionalism, and team building/class participation.

The Henry M. Jackson Foundation Fellowship in Medical Sciences Award
Recipient: Trevor Thomas Logan Neuroscience Graduate Program
The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) provides stipends and travel support for the competitively selected outstanding senior doctoral graduate student in the SOM. The HJF Fellowship is awarded annually to the USU graduate student who is expected to complete and defend their doctoral dissertation in sufficient time to participate in commencement activities.

Carol J. Johns Medal
Recipient: Gerald Quinnan, MD RADM, USPHS (Ret) Professor, Department of Preventive Medicine and Biostatistics
The Carol J. Johns Medal is presented to Dr. Gerald Quinnan, who was chosen by the faculty as the faculty member whose accomplishments emulate Dr. Johns’ spirit in furthering the welfare and excellence of the USU faculty, promoting outstanding educational programs for the students, and advancing the reputation of the Univer- sity locally, nationally and internationally.
William P. Clements, Jr. Award
Recipient: LTC Justin Woodson, MC, USA Associate Professor Department of Military and Emergency Medicine
The William P. Clements, Jr. Award is presented to LTC Justin Woodson, who was chosen by the graduating medical students as the uniformed faculty educator who exemplifies the principles of excellence in education by personal example and performance. The award, donated privately, bears the name of a public servant, twice Governor of the State of Texas who, during his tenure as Deputy Secretary of Defense, had a keen interest in the education of those who serve our nation.
Outstanding Civilian Educator Award
Recipient: Edward Jones, MS Instructor Department of Anatomy, Physiology and Genetics
The Outstanding Civilian Educator Award is presented to Edward Jones, the civilian faculty member chosen by the graduating medical students as the individual who displays the highest qualities of a medical educator by personal example and performance.

Recipient: Cara H. Olsen, DrPH, MS Associate Professor Department of Preventive Medicine and Biostatistics
Dr. Cara Olsen is greatly appreciated across the breadth of USU for her important and highly valued contributions to the educational and research missions of the University. As the institution’s subject matter expert in biostatistics, Dr. Olsen serves the USU community at all levels, but especially in the area of graduate education where she has distinguished herself in mentoring graduate students from all departments and programs. Her skilled, personable and interactive educational style has benefitted each student and faculty member who has interacted with her. Dr. Olsen’s excellence in academics contributes widely to the broader success of USU graduate students and their faculty.

The SMCAF Award is presented each year to the medical students who achieved the highest level of academic performance over all four years. 2LT Blood and 2nd Lt Van Decar are this year’s valedictorians.

Recipient: ENS Sean Simmons, MC, USN
The AMSUS Award is given to ENS Sean Simmons, the graduating medical student who has best demonstrated the highest qualities of leadership and academic involvement. It also recognizes the student who, throughout the four years of study, has demonstrated selflessness while exercising leadership talent benefitting the well- being of the class and the F. Edward Hébert School of Medicine as a whole. ENS Simmons officership has served as the standard for all classmates, and is reflective of the role of the uniformed physician.

The Surgeons General Awards are presented by the four surgeons general (U.S. Army, Navy, Air Force and Public Health Service) to a graduating medical student from each of their respective Services whose university career has been characterized by academic achievement, military medical professionalism, and an exemplary commitment toward enhancing the mission and goals of their Service.

49 United States Marine Band “The President’s Own”
Founded in 1798 by an Act of Congress, the United States Marine Band is Ameri- ca’s oldest continuously active professional musical organization. Today, “The Presi- dent’s Own” is celebrated for its role at the White House and its dynamic public performances, including the USU commencement.
The Marine Band performs a varied repertoire including new works for wind ensemble, traditional concert band literature, challenging orchestral transcriptions, and the patriotic marches that made it famous. The band frequently features its members in solo performances that highlight their virtuosity and artistry at more than 500 public performances across the nation each year.
The Marine Band has regaled our graduation audiences with orchestral transcrip- tions and patriotic marches for more than seventeen years. Their participation blends the military and academic traditions of the USU commencement ceremony.
