This summary has been prepared in compliance with the procedures and operational policies of the African Development Bank through its Integrated Safeguards System (ISS) for Category 1 projects. The project description and rationale are first presented, followed by the legal and institutional framework in the Republic of Tunisia. A brief description of the main environmental conditions is presented, and then the road programme components are presented by their typology and by Governorate. The summary is based on the projected activities and information contained in the 60 EIAs already prepared. It identifies the key issues relating to significant impacts and the types of measures to mitigate them. It is consistent with the Environmental and Social Management Framework (ESMF) developed to that end. -

Independent Review of the Forest Investment Plan of Tunisia Reviewer: Marjory-Anne Bromhead Date of review: (first draft review, 18th August 2016) PART I: Setting the context (from the reviewers overall understanding of the FIP document) Tunisia is the first country in North Africa and the Middle East to benefit from FIP support1, and provides an important example of a country where climate change mitigation and climate resilience go hand in hand. Tunisia is largely “forest poor”, with forests concentrated in the high rainfall areas in the north and North West of the country and covering only 5 percent of the territory (definitions vary). However rangelands are more widespread, covering 27 percent of the land area and are also a source of rural livelihoods and carbon sequestration, while both forests and rangelands are key to broader watershed management (Tunisia is water-scarce). Tunisia, together with the North Africa and Middle East region more broadly, is one of the regions most affected by climate change, with higher temperatures, more periods of extreme heat and more erratic rainfall. REDD actions will help to control erosion and conserve soil moisture and fertility, increasing climate resilience, while also reducing the country’s carbon footprint; the two benefits go hand in hand. -

Capitale du pays sans interruption depuis le 20 septembre 1159 (5 (تونس) Tunis ramadan 554 du calendrier musulman) sous l’impulsion des Almohades, confirmée dans son statut sous la dynastie des Hafsides en 1228, elle est également le chef-lieu du gouvernorat du même nom depuis sa création en 1956. Située au nord du pays, au fond du golfe de Tunis dont elle est séparée par le lac de Tunis, la cité s’étend sur la plaine côtière et les collines avoisinantes. Peuplée de 728453 habitants[2] — appelés les Tunisois —, elle est englobée dans une agglomération très étendue (jusqu’à 30 kilomètres pour atteindre la banlieue nord de La Marsa) et peuplée (2000242 pour l’ensemble de l’agglomération[3] ). Le saint patron de Tunis est Sidi Mahrez[4] qui a donné son nom à une mosquée de la ville. Étymologie « Tunis » est la transcription française d’un nom qui se prononce en arabe tûnus, tûnas ou tûnis (û ayant la valeur du « ou » français). Les trois vocables sont indiqués par le géographe arabe Yaqout al-Rumi dans son ouvrage Mu’jam al-Bûldan (Le dictionnaire des pays). -

Dans cette étude une r~partition g~ographique de ces sols est présentée dans une carte de synth~se au 1/500 000, en utilisant la classification française des' sols (C.P.C.S., 1967). Un essai de corr~lation taxonomique entre les différents systèmes de classifications françaises et américaine (U. S .D.A. , Soil Taxonomy, 1975) est tenté. Des propositions sont faites pour une am~lioration de ces dernières en ce qui concerne les ~ols à accumulation calcaire. Au niveau des Sous-groupes des principales classes de sols où se manifestent ces concentrations en calcaire, l'extension et la r~partition géographique de ces sols, les relations Sols/Roches-m~res, les caractères généraux, les caractéristiques physico-chimiques, les organisations morphologiques verticales et latérales, et l'analyse micromorpho10gique des différents faciès d'accumulations calcaires sont décrits. Un essai de chronologie quaternaire des accumulations calcaires en Tunisie Centrale et septentrionale est tenté en se calant sur les exemples des domaines c6tiers,· des plaines ou des massifs montagneux.
