222-1 Die Städte Ludwigshafen, Frankenthal, Speyer und Worms sowie die Landkreise Ludwigshafen und Bad-Dürkheim als Träger des Zweckverbandes "Schule für Körperbehinderte (Sonderschule) Ludwigshafen am Rhein" und der Landkreis A l z e y - W o r m s schließen als Schulträger von Sonderschulen ihres Gebietes gemäß § 63 Abs. 1 Nr. 3 und § 66 Abs. 1 des Landesgesetzes über Schulen in Rheinland-Pfalz (SchulG) vom 06.11.1974 (GVBl. S. 487) anstelle der Bildung eines Zweckverbandes gemäß § 12 des Landesgesetzes über Zweckverbände (ZwVG) vom 22.12.1982 (GVBl. S. 476) folgende Zweckvereinbarung § 1 (1) Der Landkreis Alzey-Worms beteiligt sich an den Kosten (laufende Betriebskosten) der Schule für Körperbehinderte (Sonderschule) Ludwigshafen am Rhein. (2) Berechnungsgrundlage für die Kostenerstattung durch den Landkreis ist das Verhältnis der aus seinem Gebiet (§ 5 LKO) kommenden Schüler im Verhältnis zu der Gesamtschülerzahl der Schule für Körperbehinderte (Sonderschule) Ludwigshafen am Rhein. § 2 (1) Die Kostenbeteiligung umfaßt die Sachkosten (Ist-Rechnungsergebnis) i. S. § 62 Abs. 2 des Schulgesetzes vom 06.11.1974 (GVBl. S. 487) einschließlich eines Anteiles an den entstehenden Verwaltungskosten. 222-2 (2) Für die Berechnung der zu erstattenden Kosten eines Haushaltsjahres ist die Zahl der Schüler zum 01. September des vorangegangenen Haushaltsjahres zugrunde zu legen. § 3 (1) Der Kostenanteil des Landkreises Alzey-Worms wird nach Ablauf eines jeden Haushaltsjahres nach dem Ergebnis der Haushaltsrechnung durch die Verwaltung des Zweckverbandes angefordert. Zum 01. Juli des laufenden Rechnungsjahres ist eine Abschlagszahlung in Höhe der Hälfte des Vorjahresergebnisses auf Anforderung zu entrichten. (2) Der Anforderung ist eine von der Schulleitung bestätigte Schülerliste beizufügen. § 4 (1) Diese Vereinbarung wird ab 01.08.1985 wirksam. -

Main thing, l’m there. Otherwise, I know, things just don’t move along.” With this Statement the U.S. artist Bruce Nauman directs attention to the Studio as site of artistic pro- duction (and occasionally other activities). Art theory has recently devoted more attention to the "myth of the Studio,” as evidenced by a number of Conferences, publications, and exhibits. As the artist’s working environment, the Studio is the point of departure for self-presentation and self-reflection; it can serve equally well as a place of refuge or as a theater for the public Staging of the seif. The exhibition Bildlabor. Kunststudenten. Landau (PictureLab. Art Students. Landau) in the Museum Pfalzgalerie Kaiserslautern (mpk) focuses our gaze on an addi tional function of the Studio: the Studio as instructional site, as the site of artistic training in the context of a university education. Here the expression “picture lab” underscores the fact that the (instructional) Studio is a site where, to a special extent, one experiments and undertakes trials, where ideas are advanced — or discarded. And all of this within the framework of a continuous and open pro- cess during which the individual artistic approach of each and every Student is formed. These deliberations lead to the concept of artistic research. -

DIE GRÖSSTEN ARBEITGEBER IN RHEINLAND-PFALZ 2019 BETRIEBE AB 500 BESCHÄFTIGTE . Vorwort Die vorliegende Übersicht „Die größten Arbeitgeber in Rheinland-Pfalz 2019” stellt beschäftigungs - starke Unternehmen aus Industrie, Handel und Dienstleistung vor und gibt diesen die Möglichkeit, ihre wirtschaftliche Bedeutung in der Öffentlichkeit zu präsentieren. Die 137 Unternehmen beschäftigen zwischen 500 und 35.000 Personen – in der Summe sind es rund 221.000 Arbeitsplätze. In den Betrieben arbeiten demzufolge rund 16 Prozent der landesweit rund 1,4 Mio. sozialversicherungspflichtig Beschäftigten. Darüber hinaus tragen diese großen Unter - nehmen wesentlich zur Wertschöpfung und auch mittelbar zum wirtschaftlichen Wohlstand der Region bei, indem sie Arbeitsplätze bei Lieferanten und Dienstleistern sichern. Die Industrie hat mit 83 Unternehmen einen bedeutenden Anteil an den größten Arbeitgebern in Rheinland-Pfalz. Hohe Beschäftigtenzahlen finden sich vor allem bei den Automobilzulieferern, dem Maschinen- und Fahrzeugbau sowie den Herstellern von Chemie-, Kunststoff- und Pharmaprodukten. Im Handel finden sich größere Arbeitgeber vor allem im Lebensmittelhandel, Bau- und Heimwerker - bedarf sowie Möbelhandel. Im Dienstleistungsbereich sind größere Belegschaften insbesondere im Gesundheitswesen, bei Kreditinstituten und Finanzdienstleistern anzutreffen. Befragt wurden IHK-Mitgliedsunternehmen ab 500 Mitarbeiter, die entweder ihren Hauptsitz, eine Zweigniederlassung oder eine große Einzelbetriebsstätte in Rheinland-Pfalz unterhalten. Die Angaben zu den Beschäftigtenzahlen (Vollzeit und Teilzeit) wurden von den meisten Unternehmen zum 1. März 2019 erhoben und sind für Rheinland-Pfalz, Deutschland und die gesamte Welt kumuliert. Nicht erfasst wurden Mini-Jobber, Aushilfen und andere Formen geringfügiger Beschäftigung. Die Liste wird alle drei Jahre aktualisiert. Die Übersicht beruht auf den freiwilligen Angaben der Unternehmen und erhebt keinen Anspruch auf Vollständigkeit. Die Auflistung wurde aus öffentlich zugänglichen Quellen ergänzt. -

Court of Justice of the European Union PRESS RELEASE No 94/21 Luxembourg, 3 June 2021 Judgment in Case C-635/18 Press and Information Commission v Germany Between 2010 and 2016, Germany systematically and persistently exceeded the limit values for nitrogen dioxide (NO2) It also infringed its obligation to adopt appropriate measures in good time to ensure that the exceedance period is kept as short as possible in the 26 zones concerned By today’s judgment, the Court of Justice held that Germany had infringed the Air Quality Directive 1by systematically and persistently exceeding, as from 1 January 2010 up to and 2 including 2016, the annual limit value for nitrogen dioxide (NO2) in 26 of the 89 zones and agglomerations assessed. 3 The infringement concerns the agglomeration of Berlin, the agglomeration and district of Stuttgart, the district of Tübingen, the agglomeration of Freibourg, the district of Karlsruhe (without agglomerations), the agglomeration of Mannheim/Heidelberg, the agglomeration of Munich, the agglomeration of Nuremberg/Fürth/Erlangen, Zone III Central and Northern Hesse, the agglomeration I Rhine-Main, the agglomeration II Kassel, the agglomeration of Hamburg, Grevenbroich (Rhineland mining area), Cologne, Düsseldorf, Essen, Duisburg/Oberhausen/Mülheim, Hagen, Dortmund, Wuppertal, Aachen, urban and rural areas in North Rhine-Westphalia, Mainz, Worms/Frankenthal/Ludwigshafen and Koblenz/Neuwied. Furthermore, Germany infringed the directive by systematically and persistently exceeding, during that period, the hourly limit value for NO2 in two of those zones, namely the agglomeration of Stuttgart and the agglomeration I Rhine-Main. 4 In addition, by not adopting, as from 11 June 2010, appropriate measures to ensure compliance with the limit values for NO2 in all the zones at issue, Germany has failed to fulfil its obligations under the directive and, in particular, the obligation to ensure that air quality plans provide appropriate measures so that the period during which the limit values are exceeded is kept as short as possible. -

Eckpunkte zur Zukunft der Universität Koblenz-Landau und der TU Kaiserslautern [Internes Papier, 06.11.2019] Aufbauend auf den bisherigen Gesprächen in der Steuerungsgruppe und einem Ge- spräch mit der Ministerpräsidentin werden folgende Eckpunkte vereinbart: Grundsätze: Gemeinsam wollen die Landesregierung und die Leitungen der TU-Kaiserslau- tern und der Universität Koblenz-Landau die Universitäten in eine gute Zukunft führen und die in einer Hochschulstrukturreform liegenden Chancen nutzen. Der Prozess der Umstrukturierung wird gemeinsam und in gegenseitigem Respekt gestaltet und aktiv nach vorne getrieben. Das gemeinsame Ziel ist, die Stärkung aller drei akademischen Standorte, eine regionale Einbindung und eine größere Sichtbarkeit in der nationalen und inter- nationalen Wissenschaftslandschaft zu erreichen. Die Hochschulleitungen sind sich einig, dass sie so schnell wie möglich begin- nen und den Umbau so gestalten wollen, dass sie auch in der neuen Aufstellung strategiefähig und bei den anstehenden Berufungen erfolgreich sind. Das Land hat viele Anregungen aus den Gesprächen mit den Universitäten auf- genommen und berücksichtigt; insbesondere den Bedarf nach einer starken Standortautonomie aller drei akademischen Standorte in einer Übergangszeit bestehend aus einer Entflechtungs- und einer damit überlappenden Aufbau- phase. Das Profil der beiden neu strukturierten Universitäten kann dadurch schnell und erfolgreich erarbeitet werden. Die externen Experten Prof. Wörner, Dr. Husung und Hr. Kaufmann haben be- kräftigt, dass es zum Wohle der künftigen Universitäten sei, wenn die Über- gangszeit so kurz wie möglich gehalten wird und schnellstmögliche Klarheit herrscht.
