Throughout 2010, the Hayastan All-Armenian Fund demonstrated that it remains steadfast in realizing its extraordinary mission, that it continues to enjoy the high regard of all segments of our people. Trust of this order has been earned through as much hard work as the scale and quality of completed projects.

Despite the severe economic downturn that impacted Armenia and the rest of the world in 2010, the fund not only stayed the course, but went on to raise the bar in terms of fundraising objectives. Such a singular accomplishment belongs equally to the Hayastan All-Armenian Fund and the Armenian nation as a whole.

Development projects implemented in 2010 as well as ongoing initiatives are of vital and strategic significance to our people. These are not mere words of rhetoric. They pertain to the fate of thousands of compatriots, whose lives and living standards are being vastly improved thanks to the efforts of the fund.

Let us prove that the unified goals of the Armenian people today are bolstered by effective mechanisms of implementation, as illustrated particularly in the programmatic scope and modern methodology of the Hayastan All-Armenian Fund. As we commend its far-reaching and honorable work, let us remember that its success is also that of every Armenian, whether they live in a border village or a far-flung community abroad.

From its very inception, the Hayastan All-Armenian Fund has pursued a single goal: the mobilization of the worldwide Armenian nation in support of the development of Mother Armenia and Artsakh.

The fund made it possible for every Armenian to participate in the noble endeavor of healing the wounds of the devastating earthquake and the war, of helping revitalize the homeland. Thanks to our brothers’ and sisters’ efforts in the past 12 years, development continues to progress in the twin Armenian republics, in the form of newly built or renovated educational and cultural institutions, healthcare facilities, and infrastructures, while living conditions improve from day to day. Every single dollar raised during the annual and other events helps raise the living standards of our people and strengthen our historic homeland.

As you know, Telethon 2010 was dedicated to resolving a fundamental problem facing Artsakh, the lack of access to potable water. Solving the issue has strategic ramifications and will have a major bearing on the socio-economic and political spheres alike. Only by working together and continually reinforcing the Armenia-Artsakh- Diaspora trinity will we be able to realize our pan-national goals and our people’s longstanding aspirations, achieving newer victories still.

In 2009 the Hayastan All-Armenian Fund and its worldwide affiliates focused on addressing a host of fundamental issues facing the city of Shushi. Toward this goal, fundraising events were held across the globe and culminated in Telethon 2009, generating an impressive total of U.S. $16 million.

The donations of hundreds of thousands of Armenians were at once put to optimal use, as in 2010 the Hayastan All-Armenian Fund launched a cluster of projects aimed at helping revitalize Shushi. The initiatives, numbering 20, included the renovation of streets, construction of a water- distribution network, refurbishment of schools and cultural establishments, and repairs to the roofs of residential buildings.

More than 200 communities across Artsakh grapple with water-related issues. The lack of modern water-distribution networks adversely affects local economies and daily life, ultimately presenting a serious obstacle to the vitality and long-term socio-economic development of the republic.

Today thousands of Artsakh residents are forced to go to great lengths to obtain their daily supply of water, while the essential convenience of having running water in one’s home or place of business remains a seemingly unattainable dream.

Turning that dream into reality requires a concerted effort and considerable financial resources, but is very much within the realm of possibility. As the saying goes, the water is there; the trick is how to get it. Getting water in Artsakh is all about rebuilding the republic’s water infrastructure, through upgrades and the construction of pipelines and distribution networks.

Few territories in the world can rival Artsakh in terms of water abundance. Not counting underground reserves, the republic’s annual per capita supply of water stands at a whopping 19,000 cubic meters. Yet due to an antiquated, crumbling, and in some places simply nonexistent water infrastructure, a significant portion of Artsakh residents is unable to benefit from nature’s bounty.

In 2010 the Hayastan All-Armenian Fund continued to systematically address the chronic water issue in Artsakh, renovating or building pipelines and distribution networks in the and Martuni regions. The infrastructure-development effort was even more intensified following Telethon 2010. Financial Assistance to Families of Deceased and Critically Disabled Soldiers

The Fund started this support program in January 1995, on the initiative of During the year of 2010 total of 803 people received monthly support through the Minister of Defense . Permanent endowment funds have this program. Beneficiaries included first-degree disabled soldiers and children been established to ensure sustainability of the program. Payments are made of the Artskah War soldiers. from the interest accrued on these deposit funds. The 2010 obligations have been fulfilled and the program continues.
