Since Diaspora communities are linked to their homeland and continue to be engaged with their fates and futures, they persist for long stretches of time. In addition, it is obvious nowadays that no one can ignore those entities and their various roles. Initially my attention was drawn to this phenomenon after the national referendum on constitutional amendments of November 25, 2005 and further amendments on February 6, 2007 on the law of citizenship that abandoned the limitation on the Dual Citizenship. My acquaintance with the relationship between Armenia and its Diaspora became more intimate when I, as a Diaspora member residing in Armenia, participated to the third Armenia-Diaspora Conference on September 18-20, 2006. This conference mainly focused on how the Diaspora-homeland relations have evolved; the application of culture and identity to Armenian Diaspora and to Armenia; what direction can be given to future cultural and socio-economic relations between homeland and Diaspora; political opportunities for Diaspora as non-state actors and experiences of emigration and repatriation. I was also inspired with the Armenian International Policy Research Group International Conference entitled “Dual Citizenship: Alternative Arrangements, Economic Implications and Social Dimensions” held on June 17-18 in Yerevan, Armenia. This conference gathered the issues relevant for Dual Citizenship, including its impact on Armenia and Diaspora. This paper examines the role and the contributions of Armenian Diaspora on the economic, political and socio-cultural life of Armenia. It examines the impact of Diaspora 6 and Dual Citizenship policy on the statecraft process in the Republic of Armenia after independence. The paper offers a new approach to debate on dual citizenship within the context of Armenian’s unique status as a relatively small state with a large and influential Diaspora. It examines how adaptation of Dual Citizenship will enhance the impact of the contribution. 7 Introduction The Armenian Diaspora is a product of Armenian history. Gevorkyan (2006) from Department of Economics, New School for Social Research; mentions that a large portion of ethnic Armenians, naturalized or born citizens of other countries, lives abroad and has strong sentimental values as well as established organizational foundations like religious and political party that support their ties with Armenia (Gevorkyan 2006). Governments in various states offer dual citizenship with the aim of clarifying economic, political and cultural connections with their Diaspora communities. Armenia as a relatively new state faces an issue. Armenia is a former Soviet republic, isolated by the Caucasus Mountains, Turkey and Azerbaijan with limited natural resources and human capital potential. On early 1990’s the Armenian Genocide scattered survivors all over the world. On the other hand, Armenia since the independence in 1991, dealt with devastating impacts of the 1988 earthquake, and the Nagorno-Karabakh conflict suffered a high amount of immigrants in the last sixteen years. According to the chart of Diaspora Populations per Republic of Armenia calculated by the Ministry of Foreign Affairs, there are more Armenians in the Diaspora than in Armenia - approximately three million in Armenia, and more than six million all over the world, as many as twice the amount of ethnic Armenians live outside the borders of Armenian state. The Armenian Diaspora is a large and influential force. It is wealthy and patriotic, willing and powerful resource for economic assistance. Moreover, it is the best source for political and cultural enrichment issues. Therefore, we have to consider the vital issue of Dual Citizenship. The potential benefit lies in the fact that dual citizens would provide immeasurable value to the labor market through

The Armenian government led by Prime Minister Tigran Sarkisian (HHK) has comprised the Republi- can Party, Prosperous Armenia and Rule of Law since 21st March 2008. The Armenian Revolutionary Federation was a member of the government coalition until 2009 before leaving it because of its opposition to the government’s foreign policy. On 12th February last the Armenians elected their local representatives. The Republican Party led by President of the Republic Serzh Sarkisian won 33 of the 39 country’s towns. The opposition clai- med that there had been electoral fraud. The legislative campaign started on 8th April and will end on 4th May. 238 people working in Arme- nia’s embassies or consulates will be able to vote on 27th April and 1st May.     OSCE Office for Democratic Institutions and Human Rights Election Observation Mission Republic of Armenia Parliamentary Elections, 6 May 2012 INTERIM REPORT No. 2 3 - 24 April 2012 27 April 2012 I. EXECUTIVE SUMMARY • The election campaign, which officially started on 8 April, is vibrant. Contestants are generally able to campaign and have been provided with free venues and poster space. However, there have been instances of obstruction of campaign activities, including two violent scuffles in Yerevan. • The OSCE/ODIHR Election Observation Mission (EOM) has noted cases where campaign provisions of the Electoral Code were violated. These included campaigning in schools, teachers and students being asked to attend campaign events of the Republican Party of Armenia, and campaign material of some parties being placed on municipal buildings and polling stations. A business owned by the leader of Prosperous Armenia is distributing tractors in several provinces, de facto as part of the party’s campaign. As of 17 April, the police has examined or was examining 14 cases of possible electoral offences. • Preparations for the elections are proceeding according to legal deadlines. The Central Election Commission (CEC) and Territorial Election Commissions (TECs) continue to work in an open and transparent manner. Precinct Election Commissions (PECs) have been formed and are being trained. The CEC has adopted and published the main procedural rules and official documents, well in advance of election day. • The media monitored by the OSCE/ODIHR EOM are providing extensive political and election-related coverage. Before the start of the official campaign, the President and government officials received extensive coverage in the monitored media.

Macciomei: Co-optation of the American Dream Independent cinema has been an aspect of the American film industry since the inception of the art form itself. The aspects and perceptions of independent film have altered drastically over the years, but in general it can be used to describe American films produced and distributed outside of the Hollywood major studio system. But as American film history has revealed time and time again, independent studios always struggle to maintain their freedom from the Hollywood industrial complex. American independent cinema has been heavily integrated with major Hollywood studios who have attempted to tap into the niche markets present in filmgoers searching for theatrical experiences outside of the mainstream. From this, we can say that the American independent film industry has a long history of co-optation, acquisition, and the stifling of competition from the major film studios present in Hollywood, all of whom pose a threat to the autonomy that is sought after in these markets by filmmakers and film audiences.

The main objective of the International Exhibition of Arms and Defence Technologies “ArmHiTec-2020" is to develop military-economic and strategic partnership of the Republic of Armenia with its partner-countries, as well as to develop high -tech industry spheres. In 2020 the exhibition broadens its thematic sections. Along with the Ministry of Defence of the Republic of Armenia the co-organizers of the event are: - MOD of the Republic of Armenia State Military Industry Committee, being aimed at financing the military, scientific research projects, as well as end products. It allows the Committee to work closely with IT companies, carrying out the contracts in the spheres of hi- tech industries. - Ministry of Hi-Tech Industry of the Republic of Armenia, being primarily the digital sphere, military and hi-tech industries. Within the Ministry a new department, responsible for military-technical cooperation with foreign countries is currently being created. The thematic sections of the exhibition have been completed with IT tech, cyber security, engineering labs, and creative centers sections to contribute to the department’s goals realization .     Kerkorian slashes his GM stake to less than 5% By Sharon Silke Carty, USA TODAY December 1, 2006 DETROIT — Billionaire investor Kirk Kerkorian will shed an additional 14 million shares of General Motors stock further indicating that he's no longer interested in pressuring GM's management for change. Analysts are divided over whether Kerkorian acted as an agent of change for the ailing automaker or whether he was just a distraction. During his year and a half as a major GM shareholder, he managed to get his top lieutenant, Jerry York, named to the board and pressured the automaker to explore an alliance with Nissan and Renault. Every major stock sale or buy made by Kerkorian has made headlines. After Thursday's sale, he will own less than 5% of GM and will no longer be required to file statements with the Securities and Exchange Commission regarding his shares. The Wall Street Journal, citing a person familiar with the matter, reported in Friday's edition that the billionaire investor sold his entire remaining investment in GM — 28 million shares — at $29.95 a share, a transaction worth more than $800 million. The newspaper reported that the shares were sold to Bank of America, a key lender to Kerkorian.. Merrill Lynch analyst John Murphy noted that there was a 28 million share block trade in GM stock on the New York Stock Exchange shortly after the filing Thursday. "It appears that Kerkorian may now be out of his entire GM position," Murphy wrote in a research note. Carrie Bloom, spokeswoman for Kerkorian's Tracinda Corp., said she could not comment on the transaction beyond the SEC filing.

    SUMMARY REPORT On Implementation of RA Government Anti-crisis Action Plan Introduction 1. The Republic of Armenia was able to withstand the first tide of the global financial and economic crisis firstly thanks to efficacious financial control leading to historically high financial system stability indicators and, secondly due to the lack of “hot” money in Armenia’s financial sector. Besides, domestic financial markets did not maintain too strong ties with global sub-prime markets. In particular, unlike developed economies, Armenia’s banking and financial institutions escaped panic with relatively low demand for liquidity. While GDP growth was below target in 2008, there was a 6.8% growth recorded in the same period against a 5% average for the CIS countries. Note that Armenia is ahead of Russia (5.6%) and Ukraine (2.1%) as for economic performance indicators. 2. Nevertheless, like many other countries, Armenia was not spared by the crisis, with the bulk of its impact coming down on the real sector which experienced some downward tendency. This was chiefly conditioned by the following factors: · Reduced remittances from abroad · Lower raw material and mineral ore prices on the global markets · Lower demand for Armenian commodity and service exports due to curbed global demand · Shrinking influx of investment into Armenia due to the lack of liquidity in the global economy. 3. Falling real estate prices on the global markets led to diminished interest for domestic immovable assets. This, coupled with (or conditioned by) reduced investment, ended by freezing the main driving force of Armenia’s economics – the building sector. Inferior household income and altered consumer behavior, on the one hand and reduced foreign demand on domestic goods and services, on the other hand, resulted in less activity in number of economic branches in Armenia.

Although there are some rural “rest- places” and picnic areas, they cater mainly to locals who want to unwind with hearty feasts and family chats, thus rarely providing any activities.
