The improvements to the Knowledge Corridor will occur on the River mainline of the Pan Am Southern (PAS) railroad, a joint venture between and Norfolk Southern. MassDOT, through its Rail and Transit Division, has designated the Massachusetts Bay Transportation Authority's (MBTA) Design and Construction Department to oversee the implementation of the Project through final design and construction and has entered into a Construction Agreement with Pan Am Southern, LLC to construct the Project. Significant Accomplishments This Period : - KNOWLEDGE CORRIDOR STATION AND UNDERPASS - 100% Design completed and distributed for review and comments. PS&E documents expected by 1/31/14. MBTA will issue a single construction contract for these elements of work. - KNOWLEDGE CORRIDOR PAN AM -Continue to receive new track materials@ South Deerfield Yard. Salvage contractor hired by PAS and mobilized for retrieval. Grade crossings track work north of Greenfield completed pending signal procurement. Grade crossing signal packages are on the street for bids. Balance of signal package designs ongoing.

PAS completed grade crossings track work throughout the Right of Way. Line of sight clearing, roadway striping and signage remain to be completed. PAS Signal crew installing conduit & traffic control devices at grade crossings. PAS crew preparing Greenfield & Northampton track beds and clear ROW edge. The Knowledge Corridor/Restore Vermonter project is a MassDOT-sponsored, FRA ARRA-HSIPR, and MassDOT funded upgrade of the 50-mile Pan Am Southern Connecticut River Line rail corridor between Springfield and East Northfield with new ties, rail, ballast, grade crossings, and signal systems on the 12. Scope On-Track entire line. The work also includes bridge and culvert inspection, repairs to 7 bridges, repairs to 10 culverts, and brush cutting. The project improvements will permit the rerouting of Amtrak’s Vermonter train to the Connecticut River Line from its current routing via Palmer and Amherst.

Due to code compliance issues MassDOT had to re-design the stations in Greenfield and Northampton. This design is underway and is expected to be complete by Spring of 2017.The station work was originally expected to be combined with the Northampton underpass. Subsequently, Underpass work 13. Schedule Off-Track was separated and advertised independent of Stations work.

Some aspects of Pan Am work experienced significant variance between actual quantities and original estimate; There were also additional scope which result in an increase of project budget. However, none of the required additional funding obtained from FRA, other sources of funding were obtained by 14. Budget Off-Track MassDOT.

The Knowledge Corridor/Restore Vermonter project is a MassDOT-sponsored, FRA ARRA-HSIPR, and MassDOT funded upgrade of the 50-mile Pan Am Southern Connecticut River Line rail corridor between Springfield and East Northfield with new ties, rail, ballast, grade crossings, and signal systems on the 12. Scope On-Track entire line. The work also includes bridge and culvert inspection, repairs to 7 bridges, repairs to 10 culverts, and brush cutting. The project improvements will permit the rerouting of Amtrak’s Vermonter train to the Connecticut River Line from its current routing via Palmer and Amherst.

Due to code compliance issues MassDOT had to re-design the stations in Greenfield and Northampton. This design is underway and is expected to be complete by Spring of 2017.The station work was originally expected to be combined with the Northampton underpass. Subsequently, Underpass work 13. Schedule Off-Track was separated and advertised independent of Stations work.

Some aspects of Pan Am work experienced significant variance between actual quantities and original estimate; There were also additional scope which result in an increase of project budget. However, none of the required additional funding obtained from FRA, other sources of funding were obtained by 14. Budget Off-Track MassDOT.

MassDOT has requested all project contingencies to be removed from Project Cost worksheet to reduce funding shortfall.

The Knowledge Corridor/Restore Vermonter project is a MassDOT-sponsored, FRA ARRA-HSIPR, and MassDOT funded upgrade of the 50-mile Pan Am Southern Connecticut River Line rail corridor between Springfield and East Northfield with new ties, rail, ballast, grade crossings, and signal systems on the 12. Scope On-Track entire line. The work also includes bridge and culvert inspection, repairs to 7 bridges, repairs to 10 culverts, and brush cutting. The project improvements will permit the rerouting of Amtrak’s Vermonter train to the Connecticut River Line from its current routing via Palmer and Amherst.

Due to code compliance issues MassDOT had to re-design the stations in Greenfield and Northampton. This design work was completed by the end of March 2017. It is currently under review by MassDOT and the MBTA and will shortly be moving into the procurement process. The station work was originally 13. Schedule Off-Track expected to be combined with the Northampton underpass. Subsequently, Underpass work was separated and advertised independent of Stations work.

Some aspects of Pan Am work experienced significant variance between actual quantities and original estimate; There were also additional scope which result in an increase of project budget. The Massachusetts Department of Transportation(MassDOT) is currently implementing the Knowledge Corridor Project which enable Amtrak’s Vermonter train to again travel the historic Massachusetts “Knowledge Corridor” route between Springfield, MA, and East Northfield, MA. The project is returning 12. Scope On-Track Amtrak’s Vermonter train service to the line, providing a more direct route, faster service and restored access to the cities of Greenfield and Northampton. During the development of the project, the scope of the stations was adjusted to provide 140’ level boarding platforms. MassDOT was able to program CMA

The Knowledge Corridor/Restore Vermonter project is a MassDOT-sponsored, FRA ARRA-HSIPR, and MassDOT funded upgrade of the 50-mile Pan Am Southern Connecticut River Line rail corridor between Springfield and East Northfield with new ties, rail, ballast, grade crossings, and signal systems on the 12. Scope On-Track entire line. The work also includes bridge and culvert inspection, repairs to 7 bridges, repairs to 10 culverts, and brush cutting. The project improvements will permit the rerouting of Amtrak’s Vermonter train to the Connecticut River Line from its current routing via Palmer and Amherst.

Due to code compliance issues MassDOT had to re-design the stations in Greenfield and Northampton. This design work was completed by the end of March 2017. It is currently under review by MassDOT and the MBTA and will shortly be moving into the procurement process. The station work was originally 13. Schedule Off-Track expected to be combined with the Northampton underpass. Subsequently, Underpass work was separated and advertised independent of Stations work. The Underpass substantially complete in November 2017. Railroad forces are working to complete remaining track and signal work.

Some aspects of Pan Am work experienced significant variance between actual quantities and original estimate; There were also additional scope which result in an increase of project budget. However, none of the required additional funding obtained from FRA, other sources of funding were obtained by 14. Budget Off-Track MassDOT.

During the 2016 construction seasons MassDOT and the MBTA had Pan Am forces focus on completing the FTA funded Wachusett Extension project which had a hard completion deadline of 9/30/2016. Pan Am labor shortages have shifted planned fall 2017 track construction till winter and spring of 2018. Pan Am forces have made considerable progress in winter and early spring on the remaining track work. However two interlocking projects which require significant signal and track coordination have caused the expected completion date to move out to June 30, 2019. Pan Am signal forces are heavy engaged in PTC implementation.

The project also includes bridge and culvert inspection, repairs to 7 bridges, repairs to 10 culverts, and brush cutting. The project allows rerouting and improved trip times for Amtrak’s Vermonter train service along the Connecticut River Line from its earlier routing via Palmer and Amherst.

MassDOT completed the stations in Greenfield and Northampton in accordance with the Grant Agreement. To accommodate greater than expected passenger ridership, MassDOT / MBTA issued a construction bid package for the extension of the station platforms and canopies with anticipated 13. Schedule On-Track construction completion by June 30, 2019. The Northampton Underpass construction was recently completed and formally placed in service by MassDOT and the City of Northampton. Final track and signal work is anticipated to be complete by June 30, 2019 in accordance with the Grant Agreement.

ϰϭ. Status Notes

During the 2016 construction seasons MassDOT and the MBTA had Pan Am forces focus on completing the FTA funded Wachusett Extension project which had a hard completion deadline of 9/30/2016. Pan Am labor shortages shifted some planned summer 2018 track construction until fall 2018 and spring of 2019. Pan Am and MassDOT contractor forces have made considerable progress in on the remaining track work. Remaining Signal work at CPR-1 is scheduled for completion in late 2018 / early 2019 weather permitting. The Hazard Detector at MP 5.4 has been installed and is scheduled for completion in early 2019. Final track and signal work is anticipated to be completed prior to the Grant End Date of June 30, 2019. Pan Am's limited signal forces are also engaged in PTC implementation and other signal projects.
