Hamilton In a globalized world, no nation is home alone; effective homeland security must incorporate international capacities along the continuum of operations, from deterrence/prevention to response/consequence management. This book sets out to understand better the intersections between homeland and international security and the implications of these connections for preparedness. For decades, strategists endeavored to develop theories that helped policymakers safeguard vital national interests during the Cold War. 9/11 raises the specter of violent non-state actors able to inflict mass casualties even on the most powerful country in the world. Hurricane Katrina reminded us that the violence of nature can also have a devastating impact on the nation. This book considers whether some national security concepts can help orient homeland security thinking to promote preparedness. The objective is to enhance the security of our society by being prepared to address a range of challenges. The book explores the applicability to homeland security of “5Ds”: deterrence, denial, dissuasion, defense and diplomacy. The goal is not slavishly to apply traditional concepts, but to seek nuggets of insight from each to help forge new, effective ways to support preparedness. In the immediate aftermath of 9/11, attention focused on securing the homeland. We suggest that our ability to protect the homeland depends to a significant degree on our ability to forge international networks and arrangements that can strengthen “forward resilience.” International security concepts can influence the international environment to make preparedness more effective at home. This approach provides certain advantages. Not only were national security concepts designed to address vital issues, a feature in common with homeland security, but also national security ideas recognize the 2 Five Dimensions of Homeland and International Security integral nature of the international dimension to what might otherwise seem to be a domestic question. National security has long been linked to international security. For example, freedom of the seas, patrolled by the British, and later the American navy, not only facilitated navigation and commerce but allowed the United States to grow and prosper with relatively little interference from other powers. Shaping favorable international security conditions helped safeguard the homeland. In recent decades, American leaders have understood that “forward defense,” anchored by alliance structures in Europe, Asia and the Middle East, can also be an important support for security at home. These insights remain valid today. But today the front line may no longer be the Hindu Kush but the Washington D.C. metro or the port of Long Beach. Efforts to ensure “forward defense” must be supplemented with new arrangements for “forward resilience.” Our deeply integrated economies and societies mean that the United States cannot secure its own society without the support of other countries. We need international cooperation to secure ports and transportation routes, to contain disease, even to help meet the challenges of devastating natural disasters. Significant international aid flowed to the United States after Hurricane Katrina, yet the U.S. was unprepared to accept or to utilize such assistance effectively. This book results from a project conducted in 2006-2007 by the Center for Transatlantic Relations at the Johns Hopkins University’s Paul H. Nitze School of Advanced International Studies (SAIS). Cornell University 2011 This dissertation, The ‘Bestli’ Outlaw: Wilderness and Exile in Old and Middle English Literature explores the reasons for the survival of the beast-like outlaw, a transgressive figure who highlights tensions in normative definitions of human and natural, which came to represent both the fears and the desires of a people in a state of constant negotiation with the land they inhabited. Although the outlaw’s shelter in the wilderness changed dramatically from the dense and menacing forests of Anglo-Saxon England to the bright, known, and mapped greenwood of the late outlaw romances and ballads, the outlaw remained strongly animalistic, other, and liminal, in strong contrast to premodern notions of what it meant to be human and civilized. I argue that outlaw narratives become particularly popular and poignant at moments of national political and ecological crisis—as they did during the Viking attacks of the Anglo-Saxon period, the epoch of intense natural change following the Norman Conquest, and the beginning of the market revolution at the end of the Middle Ages. Figures like the Anglo-Saxon resistance fighter Hereward, the exiled Marcher lord Fulk Fitz Waryn, and the brutal yet courtly Gamelyn and Robin Hood, represent a lost England imagined as pristine and forested.

China’s actions in the SCS—including extensive island-building and base- construction activities at sites that it occupies in the Spratly Islands, as well as actions by its maritime forces to assert China’s claims against competing claims by regional neighbors such as the Philippines and Vietnam—have heightened concerns among U.S. observers that China is gaining effective control of the SCS, an area of strategic, political, and economic importance to the United States and its allies and partners. Actions by China’s maritime forces at the Japan- administered Senkaku Islands in the East China Sea (ECS) are another concern for U.S. observers. Chinese domination of China’s near-seas region—meaning the SCS and ECS, along with the Yellow Sea—could substantially affect U.S. strategic, political, and economic interests in the Indo-Pacific region and elsewhere. About the 902 Consultations Between the United States and the Commonwealth of the Northern Mariana Islands The Covenant to Establish the Commonwealth of the Northern Mariana Islands in Political Union with the United States of America (Covenant) governs relations between the United States and the Commonwealth of the Northern Mariana Islands (CNMI). Section 902 of the Covenant provides that the Government of the United States and the Government of the Northern Mariana Islands “will designate special representatives to meet and consider in good faith such issues affecting the relationship between the Northern Mariana Islands and the United States as may be designated by either Government and to make a report and recommendations with respect thereto.” These intermittent discussions between the United States and the CNMI have become known as 902 Consultations. Beginning in October 2015, the late CNMI Governor Eloy Inos, followed by Governor Ralph Torres in January 2016, requested U.S. President Barack Obama initiate the 902 Consultations process. In May 2016, President Obama designated Esther Kia’aina, the Assistant Secretary for Insular Areas at the U.S. Department of the Interior, as the Special Representative for the United States for 902 Consultations. Chinese domination over or control of this region could substantially affect U.S. strategic, political, and economic interests in the Asia-Pacific region and elsewhere. China is a party to multiple territorial disputes in the SCS and ECS, including, in particular, disputes over the Paracel Islands, Spratly Islands, and Scarborough Shoal in the SCS, and the Senkaku Islands in the ECS. China depicts its territorial claims in the SCS using the so-called map of the nine-dash line that appears to enclose an area covering roughly 90% of the SCS. Some observers characterize China’s approach for asserting and defending its territorial claims in the ECS and SCS as a “salami-slicing” strategy that employs a series of incremental actions, none of which by itself is a casus belli, to gradually change the status quo in China’s favor. In addition to territorial disputes in the SCS and ECS, China is involved in a dispute, particularly with the United States, over whether China has a right under international law to regulate the activities of foreign military forces operating within China’s EEZ.

    PERSUASION IN THE AENEID A Dissertation Presented to the Faculty of the Graduate School of Cornell University in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Michael Esposito December 2017 © 2017 Michael Esposito PERSUASION IN THE AENEID Michael Esposito, Ph.D. Cornell University 2017 This dissertation is an analysis of how characters in the Aeneid acquire and use knowledge to manipulate their addressees, and of how the Vergilian narrator employs similar strategies to manipulate his reader. The first three chapters are readings of speeches and scenes informed by a focus on each character’s rhetorical goals and persuasive strategies. I concentrate particularly on passages in which characters invent, distort, and speak tendentiously in other ways. The final two chapters argue that the Vergilian narrator is misdirecting, because he uses untrue character speech to raise unfulfilled expectations, and that he is suppressive, because he leaves out much, and displaces the telling of much onto unreliable characters’ claims. In the first chapter I examine how the reader perceives what characters in the Aeneid know, how the characters come to know, and how they use what they know. In the second chapter I interpret the diplomatic exchanges between Ilioneus and Latinus and between Aeneas and Evander as rhetorical contests for advantage, informed by the chaotic military and political world that is Vergil’s Italy. In the third chapter I argue that the speech in the last four books shifts to disputing the responsibility for the outbreak of the war and the question of over what the war is being fought.
