    Marxism, History and Socialist Consciousness: A Reply by David North to Alex Steiner and Frank Brenner Dear Comrades Steiner and Brenner: The International Committee of the Fourth International (ICFI) has asked that I reply to your document, “Objectivism or Marxism,” on its behalf. This is a task that I undertake with a certain degree of regret. Notwithstanding the different paths our lives have taken over the past three decades, I retain warm recollections of the time when we worked closely together within the movement. However, that was very long ago, and your latest document serves only to underscore what your various writings over the past several years have made increasingly apparent: that you have traveled very far politically from Marxism, the political heritage of the Trotskyist movement, and the ICFI. This inescapable political reality must determine the content and the tone of this reply. Your letter begins by protesting that the ICFI has failed to answer your previous documents, from which you draw the most disturbing conclusions: The ICFI suffers from “an aversion to criticism” that is “symptomatic of deeper problems within the movement that every member and supporter of the IC should be concerned about.” The leadership of the movement “stonewalls political debate,” and seeks “to quell discussion in order to insulate itself from criticism.” Our alleged failure to respond to your documents “only underscores how alien a practice genuinely critical debate has become within the movement.” To the uninformed observer, the situation you describe can only evoke images of a besieged opposition tendency in a dictatorial political party, battling against a bureaucratic regime’s suppression of its democratic right to be heard by the rank-and-file membership.

    Center for Immigration Studies Backgrounder January 2013 Migration Enforcement Agency Discourages Funds for Its Own Work By David North iven that would-be Wall Street bomber Quazi Mohammed Nafis had a student visa,1 as did Times Square bomber Faisal Shahzad2 and as did the 9/11 pilots Mohamed Atta and Marwan Al-Shehhi 11 years earlier,3 perhaps it is time to look a little more closely at the sleepy agency that regulates the educational Gbodies that play host to foreign students, the Student and Exchange Visitor Program (SEVP). SEVP is a subset of Immigration and Customs Enforcement (ICE), which, in turn, is part of the Department of Homeland Security. An educational institution cannot cause the admission of aliens without getting the general authority to do so from SEVP. ICE is also supposed to stop the operations of visa mills, store-front entities that collect tuition from aliens in exchange for visas, but do not, in fact, offer any education. It turns out that SEVP is an immigration enforcement agency that sometimes complains about a lack of funds4 to do its job, but that consistently refuses to spend money allocated to it, and refuses to raise the fees that would solve its own funding problems. That those people who either did, or wanted to, spread death and destruction in Manhattan had used student visas is generally known, but little has been written on the structure, and strange funding, of SEVP. Generally, it appears that: • There are a massive number of foreign students; SEVP puts the current number of students and their dependents at close to 1.2 million,5 many of whom will stay here for the rest of their lives, some legally and some illegally.

    WON’T GET FOOLED AGAIN: AMERICA’S STRATEGIC SHORTCOMINGS IN IRREGULAR WARFARE by Troy H. Thomas A thesis submitted to Johns Hopkins University in conformity with the requirements for the degree of Masters of Government Baltimore, Maryland August 2020 Abstract How does America improve its Irregular Warfare (IW) capability? Academia defines IW as encompassing insurgency and terrorism. It is used to counter and defeat Violent Extremist Organizations (VEOs) such as Al Qaeda (AQ) and the Islamic State. 2018 saw 9,600 terrorist attacks and 49 of the 52 conflicts tracked by the Uppsala Conflict Data Program were non-state against state actors.1 IW remains an immediate ongoing concern for America. This paper is a historical evaluative dissertation. Chapter one addresses the difficult task of studying IW and the differing definitions of IW (or lack of same) and their history. It addresses the American military’s relationship with the concept historically and its current status. It includes a discussion of how this affects the Special Operations Forces (SOF) that are the primary practitioners of IW for the American military. Chapter two discusses VEOs, one of the five major threats outlined in the 2018 National Defense Strategy (NDS). Case studies assess how terrorists and insurgents seek to shape public opinion.
