Undergraduate Research Journal at UCCS Volume 2.1, Spring 2009 Virginia’s “Massive Folly”: Harry Byrd, Prince Edward County, and the Front Line Laura Grant Dept. of History, University of Colorado at Colorado Springs Abstract This paper examines the closure of public schools in Prince Edward County, Virginia from 1959- 1964 in an effort to avoid desegregation. Specifically, the paper traces the roots of the political actions which led to the closure and then-Governor Harry Byrd's role in Virginia's political machine at the time. The paper argues that it was Byrd's influence which led to the conditions that not only made the closure possible in Virginia, but encouraged the white citizens of Prince Edward County to make their stand. In September, 1959, the public schools in Prince Edward County, Virginia closed their doors to all students. While most white students were educated in makeshift private schools, the doors of public education remained closed until the Supreme Court ordered the schools to reopen in 1964. This drastic episode in Virginia’s history was a response to the public school integration mandated by the Brown vs. Board of Education decision in 1954. Prince Edward County was not the only district in Virginia to take this action; it was merely the most extreme case of resistance after state laws banning integration were struck down as unconstitutional. Schools all over the state closed, most only temporarily, and the white community rallied to offer white students assistance to attend segregated private schools rather than face integration in a movement termed “Massive Resistance.” While this “Brown backlash” occurred all over the South, it was most prevalent in the Deep South. -

The Fifth Circuit Four: The Unheralded Judges Who Helped to Break Legal Barriers in the Deep South Max Grinstein Junior Division Historical Paper Length: 2,500 Words 1 “For thus saith the Lord God, how much more when I send my four sore judgments upon Jerusalem, the sword, and the famine, and the noisome beast, and the pestilence, to cut off from it man and beast.”1 In the Bible, the Four Horsemen of the Apocalypse are said to usher in the end of the world. That is why, in 1964, Judge Ben Cameron gave four of his fellow judges on the United States Court of Appeals for the Fifth Circuit the derisive nickname “the Fifth Circuit Four” – because they were ending the segregationist world of the Deep South.2 The conventional view of the civil rights struggle is that the Southern white power structure consistently opposed integration.3 While largely true, one of the most powerful institutions in the South, the Fifth Circuit, helped to break civil rights barriers by enforcing the Supreme Court’s decision in Brown v. Board of Education, something that other Southern courts were reluctant to do.4 Despite personal and professional backlash, Judges John Minor Wisdom, Elbert Tuttle, Richard Rives, and John Brown played a significant but often overlooked role in integrating the South.5 Background on the Fifth Circuit The federal court system, in which judges are appointed for life, consists of three levels.6 At the bottom are the district courts, where cases are originally heard by a single trial judge. The lesson plans are designed to supplement teacher-designed and textbook lessons, encourage teachers to integrate black history in their classrooms, assist students in developing an appreciation for the cultural heritage of others, elevate black students' self-esteem by presenting positive role models, and address affective factors that contribute to the achievement of blacks and other minority students in mathematics and science. -

2020 Regular Session ENROLLED SENATE RESOLUTION NO. 3 BY SENATORS TARVER AND PEACOCK A RESOLUTION To commend The Shreveport Sun, its owners, editors, and staff, on the occasion of its one hundredth anniversary and to acknowledge its exemplary status as the oldest black weekly newspaper in the state of Louisiana. WHEREAS, the Senate of the Legislature of Louisiana proudly acknowledges The Shreveport Sun as a significant news media publishing outlet and as an effective agent for change in the Ark-La-Tex region; and WHEREAS, The Shreveport Sun shares the spotlight with notable African-American publications, both past and present; each played a major role in local politics and business affairs within their respective communities; these publications include the Louisiana Weekly (New Orleans), the Chicago Defender, the Richmond Planet, the Chicago Bee, the Miami Times, the Pittsburgh Courier, the Roanoke Tribune, the Philadelphia Tribune, the Atlanta Daily World, and the Minnesota Spokesman-Recorder; and WHEREAS, in 1920, Melvin Lee (M.L.) Collins Sr., an educator and a steadfast man of vision, founded the weekly newspaper, The Shreveport Sun, the first of its kind in the community, as he sought to provide a medium against the racial oppression of the time and to provide a venue for acknowledgment of the achievements and social activities of African-Americans, who had little representation in mainstream media; and WHEREAS, he published the news events of an under-served constituency, from birth to marriage, then onto passage from life and dismissal, The Shreveport Sun acknowledged the happenings of African-American society and voiced the issues of civil rights, literacy, and economic development that included the advertisement and promotion of minority professionals and business interests; and WHEREAS, in the beginning, The Shreveport Sun served both urban and rural Page 1 of 3 SR NO. -

The origin of and continued demand for desegregation came from black Virginians who were challenging an oppressive racial caste system that greatly limited their freedom as American citizens. In the 1930's they b^gan demanding teacher salaries and school facilities equal to their white counter- parts. The National Association for the Advancement of Colored People provided lawyers and organizational assistance as the school protests became a mass movement among black Virginians. In 1951, the protest became an attack on public school segre- gation itself. /V The Brown decision and the response to it split white opinion into three groups. A few white liberals publicly ac- cepted racial integration as good; extreme segregationists vehemently rejected any change in the racial caste system; a third group occupied the more complex middle or moderate posi- tion. -
