If a program or industry guide specifically referred to “local origination,” “leased access,” “government access,” or “local access,” such channels were logged under tallies for those generic categories in the “Local/Regional” section at the beginning of each convergence market’s cable chart. Many locally originated cable channels, however, were listed by their specific titles in the program guides consulted by Media General’s researchers. This programming was then listed in the cable charts under the specific titles. When it was clear to Media General’s researchrs that these specifically-titled services represented locally generated content, they were included in the counts above. For the most part, educationally-titled offerings were not included. Because Media General’s researchers could not always determine whether sports programming was regional or local, it, like educational programming, was not included. The general approach was conservative and the result, as noted above, underinclusive.
