The City of Castlegar is required under its water Operating Permit, issued by the Interior Health Authority, and mandated by the Drinking Water Protection Act of BC to provide an annual water quality report to the water customers. The Annual Water Quality Report is meant to provide water system users with a deeper understanding of where their drinking water comes from and how it is treated and tested prior to consumption. The report discusses Castlegar’s water supply and disinfection process, the water distribution system, the ongoing testing and monitoring program, water system maintenance and the operator training levels. The water system improvements completed in 2017 will also be described, and plans for future upgrades and capital works will be listed. The Annual Water Quality Report is meant to provide water users with information about their drinking water’s quality based on ongoing monitoring. The annual reporting is also required under the City’s municipal water system operating permit, issued by the BC Interior Health Authority (IHA). This report summarizes the results of drinking water quality monitoring and operations in Castlegar in the year 2017. · Universal Water Metering program continues, and the City is transitioning all customers to a volumetric-based utility billing system in 2017. (Paying for how much water you use.) · The Drinking Water Protection Act of BC requires that a water-source assessment be completed by each Water Utility. The City is continuing to implement the recommendations contained in the 2014 Arrow Reservoir Source Assessment. · Water samples are tested to meet the Objectives for Drinking Water Quality and the requirements for ongoing “exclusion of filtration”. Forty-nine raw water samples were taken in 2017, and were tested by an independent laboratory for bacteria. · In 2017, the raw water samples met the criteria for E.coli and fecal coliform bacteria and the sampling site was repositioned in order to meet the criteria for total coliforms which was showing some false-positive results. · The bacteriological quality of water distributed in 2017 was in full compliance with all regulations. · In 2017, the City’s water system met all regulatory requirements for drinking water quality as set out by the BC Drinking Water Protection Act. · No treated water samples tested positive for E. coli in 2017. And 100% of the treated samples had no Fecal and no Total Coliforms per 100 mL. · Average total Trihalomethane results were well below the Health Canada guideline of 100 ppb. · The City of Castlegar has experienced gradually increasing algae levels over the past few years. In 2017, an algae issue was noted as a concern and was addressed through the flushing program. · The raw water from the Arrow Lakes reservoir is treated by the City of Castlegar using ultraviolet (UV) irradiation (Primary Disinfectant) to inactivate protozoa, and using chlorine gas (Secondary Disinfectant) to inactivate viruses. Additional chlorine is added to the water as a “residual” disinfectant. · The UV disinfection system provides the residents of Castlegar with a reliable
